미군사고문단 주간 활동 수신: 주한미육군사령부 사령관 발신: 미군사고문단장 1949년 5월 3일 8. 작전 a. 38선: 이 기간 12건에 다음과 같은 결과가 보고됨. 적: 전투 중 사망 5명, 전투 중 부상 1명, 포로·실종 없음 국군: 전투 중 사망 없음, 전투 중 부상 없음, 포로·실종 없음 b. 남한: 이 기간 29건에 다음과 같은 결과가 보고됨. 적: 전투 중 사망 56명, 전투 중 부상 2명, 포로 23명, 실종 없음 국군: 전투 중 사망 2명, 전투 중 부상 2명, 포로 없음, 실종 1명 c. 제주도: 8건에 다음과 같은 결과가 보고됨. 적: 전투 중 사망 66명, 전투 중 부상 없음, 실종 없음, 포로 628명 국군: 전투 중 사망·부상·실종 및 포로 없음 d. 전반적인 작전 사항 38선을 따라 사건이 늘어나고 있다.(주말에 앞서 5건, 현재까지 12건 보고). 한 국군에 사상자는 없다. 증가세가 심각하지는 않다. 제주도 작전은 4월 26일 오전 8시부터 4월 29일 오후 6시까지 중지되었다. 이 기간 포로 40명이 한라산으로 되돌아가 잔여 게릴라들에게 무기를 버리고 투항 하도록 설득할 것을 허락받았다. 작전 결과는 현재 보고되지 않았다. 4월 24일 포로 1,310명이 검열과 교육을 받고 귀가가 허락됐다. 제2연대 1대대 병력은 현재 본토로 이동하라는 명령을 받았는데 그들은 광주에 주둔하게 될 것이다. 제주도의 상황은 매우 주의 깊게 관찰될 것이며 상황에 따라 1개 대대만 남을 때까지 추가 병력이 본토로 귀환될 것이다. 지리산 작전은 종료된 것으로 생각된다. 하지만 제주의 병력 감축을 결정할 때 기울일 주의가 이 지역에서도 기울여질 것이다. 1개 대대가 현재 원부대로 복귀 할 것을 명령받았다. 다른 부대들은 3개 대대만 남을 때까지 한 번에 하나씩 원부 대 복귀를 명령받게 될 것이다. 한국군 최고사령부는 문제 지역에서 군을 철수시킴에 있어 매우 신중하게 행동하고 있다. 한국군과 정부 모두 올해 여름과 가을에 게릴라들이 총공세를 펴기 위해 조직을 재건하지 못하도록 분쟁 지역에 부대(숫자는 줄더라도)가 반드시 남아있어야 한다고 깨닫고 또 느끼고 있다. WEEKLY ACTIVITIES OF K M A G CG, USAFIK Chief, KMAG 3 May 1949 WHS W:ey 1. 28 Apr, 5th RCT held Bn demonstrations at Uijongbu for the KA including the Inf Bn in attack and the Inf Bn in defense. Demonstrations were witnessed by 500 selected Off and NCOs from 7th Brig and KMA. Amer Advisors observing performance rated it superior. Similar demonstration for pers of 1st Brig and KMA to be held at Uijongbu 2 May. 2. Recent survey by members of G-4, KA, relative to prices of military and non-military commodities on Black Market, indicated sharp rise in cost of each commodity checked. Checked were: mosquito bars, fatigue suits, blankets, combat boots, canteens, trousers HBD, etc. Current prices were compared with those of February. This is strong indication that KA is better controlling supply of military items. Indication is further supported by total disappearance from market of such items as compasses, binoculars, radios and minor items. 3. Pres of Korea, Supreme C/S and other dignitaries made extended tour of southern provinces. Pres Rhee made 20 speeches, inspected 34 localities, addressed over two million people. Pres praised highly the KA units fighting the guerrilla element, and made specific mention of Brig Gen Chung Il Kwan, CG Task Force "C", operating in Chiri-San area. 4. [illegible]D reorganization retarded because of President Rhee's absence. Expected to be accomplished within next ten days. 5. Advisors of KA General Staff are now preparing a proposed Mobilization Plan for use of South Korea in event of emergency. Plan, when adopted and put into effect, will provide for the orderly and systematic mobilization of the manpower and resources of SK. 6. Plans being made to establish a military district in Seoul area, to come under CO, Capital (7th) Brig. As CO of the Mil Dist, he will be responsible for all MP's in Seoul and such other duties (incl alert plans) as pertain to such command. 7. Dissidents: a. 1 Maj, 1 Corporal from Immingun deserted to SK Forces. Reasons, Major: arrested and given 15 years for misappropriation of Govt funds; Cpl: unknown. KA authorities feel they have accomplished approx 90% of their purge and are going slowly on further arrests. At beginning of purge, rumor was considered sufficient evidence for arrest; now, reports from at least 3 different sources are required before C/S, KA, will authorize investigation and possible arrest. c. In a recent conference, Pol and KA represented, it was agreed that KA would purge certain civilian ranks, incl Pol and civilian officials, in Taegu. Reason for this unusual arrangement was the fact that the Communists, with quite a few strong cells, had infiltrated into important positions in/around Taegu. Pol and high-ranking office holders were involved; the KA appeared to be only agency trustworthy enough to handle purge. Pres had knowledge of plan and so approved it. Since agreement was reached, KA, in close coordination with Pol, has arrested approx 200 Civ. The fact is recognized that this procedure is very bad for reputation of KA and the Govt. There are strong indications that KA and Justice Dept are going to take steps to assure that this procedure is not generally adopted. S. Operations: a. 38th Parallel: 12 incidents reported during period with following results: Enemy, KIA 5; WIA 1, POW & MIA 0. KA: MIA, WIA, POW and MIA 0. b. South Korea: 29 incidents reported during period with following results: Enemy KIA 56; WIA 2; POW 23; MIA 0. KA: KIA 2; WIA 2; POW 0; MIA 1. c. Cheju Do: 8 incidents reported during period with follow- ing results: Enemy KIA 66; MIA and MIA 0; POW 628. KA: KIA 0; WIA, POW and MIA 0. d. Opns in general: Increase in incidents along 38th parallel noted - (5 incidents preceding wk; 12 incidents current report). In view of the fact KA forces suffered no casualties, the increase not considered serious. Opns on Cheju Do suspended from 0800 26 Apr to 1800 29 Apr. During this period, 40 POWs were permitted to return to mountains to request remaining guerrillas to lay down arms and surrender. 2 DECLASSIFIED Authority NND 0 20555 SUBJ: Wkly Activities of KMAG 3 May 49 WH3W:ey Results of this action unknown at this time. On 24 Apr, 1310 POWs were screened, oriented, permitted to return home. 1 Bn of 2nd Regt now under orders to move to mainland where they will billet at Kwangju. Situation on Cheju Do will be watched very closely and as dictated by situation, addtl trps will be retd to mainland until one Bn remains. Chiri San opns considered terminated. However, same caution which will govern reduction of forces on Cheju will govern this area. 1 Bn now under orders to return to parent unit; other trps will be ordered back to home stations one at a time until only 3 Bns remain. Present attitude of Korean high command is to act with great caution in withdrawing trps from troubled areas. Both KA and the Govt realize and feel that trps must remain (reduced numbers) in the HOT areas to assure that guerrillas are not permitted to reorganize for an all-out offensive later in Summer, or Fall. 9. KA strength: 3112 Off; 64,326 EM; 1399 Cadets; TOTAL 68,837. 10. Res Corps: Strength, 250 Off; 1010 Cadet Off; 20,955 EM; TOTAL 22,215. 11. Korean Navy: Patrol vessels contacted 33 vessels, 5 of which were operating illegally (3 fishing boats in violation). 17 April, the KNC Kong Ju, with 70 Pol aboard, including Chief of Chumunjin Pol Sta, was patrolling east coast along 38th parallel. Korean craft unknowing cruised 1500 yds N of 38th parallel. Peoples Army fired on the Kong Ju at 171010; Kong Ju retd fire for 10 minutes. No casualties on SK side.
