우리는 현재 여러 해 동안 가장 조용한 시기를 보내고 있습니다. 38선 부근의 사고들은 현재 사실상 없는 상황이며 군대, 경찰, 민간인에 대한 공산주의 활동은 모두 지하로 잠적했습니다. 최근에 군대의 숙군은 효과적으로 좌익을 발본색원하 는데 성공하였습니다. 한국군 내에 소위 500명의 좌익들이 현재 감시를 받고 있 습니다. 오늘(5월 1일)은 주위가 온통 조용합니다. 남쪽의 지리산 지역 게릴라들은 12개 대대가 수행한 현명한 작전에 의하여 진압되었습니다. 투입 병력은 현재 여러 주둔지로 되돌려 보내지고 있습니다. 게릴라의 여러 지도자들, 참모들, 그리 고 수많은 주 병력이 파괴되었습니다. 마찬가지로 제주도에서도 게릴라 병력이 진압되었으며 대부분의 주 병력이 무기를 소지한 채 사살되거나 생포되었습니다.

이범석이 국방장관에서 물러났지만 여전히 국무총리로 있습니다. 국무총리도 그만둘 것이라는 소식을 들었습니다. 장군님의 이곳에 계실 때 내무장관이었던 신(성모)이 현재 국방장관입니다. 그는 현재 한국인들이 보유하고 있는 가장 뛰어 난 인사인데 본인은 그가 국무총리가 되어서 그를 잃을까 걱정됩니다. 본인은 현 재 미국에 있는 조병옥이 국방장관이 될 것이라는 소문을 들었습니다. 윌리엄 딘

이승만 대통령은 최근에 제주도를 방문하여 크게 환영을 받았습니다. 그것은 홈런이었습니다. 4월 29일 금요일 일주일 동안의 남쪽 지방 순시를 마치고 귀환하였습니다. 본인은 그 순방이 국가를 위하여 매우 유익하였다고 생각합니다.

거대 산업국가 미국이 할 수 있는 가장 저렴한 정책은 다른 국가 국민들에게 우리 공장의 제품과 자원을 공급하여 우리를 위하여 제일 먼저 총을 쏘게 하는 것인데 결과적으로 1~2억 달러 정도는 창해일속에 불과하며 우리가 마련할 수 있는 가장 최선의 방비책입니다.
본인은 남한 군대에 대해서도 같은 방식으로 생각합니다. 본인의 임무는 그들로 하여금 먼저 총을 쏠 수 있는 능력을 갖추게 하는 것이며 이것은 미국에게도 다행한 것입니다.
모든 협정에 의하여 본인의 권한은 현재 미미하며 C-day 이후에는 더 약해질 것입니다. 그러나 미군사고문단 장교들을 통하여 지휘관들에게 성실하게 대해주고 설득을 통하여 본인은 여전히 한국군을 지휘할 수 있으며, 필요하다고 여겨지면 언제든지 필요한 조치를 취할 수 있다고 생각하는 바입니다.

Dear Wedemeyer:
I know your busy but feel you're the person to informally keep in touch with there about the Korean situation.
We are now in probably the quietest period for a large number of years -the border or parallel incidents are practically nil now -- Communist activity is practically all underground now not only in the Army and police but in civilian activity too. Purges in the Army recently have succeeded in pulling the teeth of that group right efficaciously -- 500 alleged leftists in the Army are now being watched. Today (May Day) was quiet all over I hear. Down South in the Chiri-san mountain area the guerrillas have been beaten down by an intelligently conducted operation with 12 battalions. This force is now being sent back to its various stations. The several leaders of the guerrillas, the guerrilla staff, and the bulk of the active force have been destroyed. Similarly in
Cheju-do, the guerrilla force has been beaten down and most of the active members killed or captured along with their weapons.
Since the shot in the arm provided by your visit supply practices in the
Korean Army have improved several hundred percent. Training too is advancing very satisfactorily. This is evident from weekly advisor reports. Also we will complete on 7 May a comprehensive series of demonstrations to all troops of the Korean Army. These were prepared and delivered by the 5th RCT over the last 3 months -- consisted of 5 squad demonstrations, 5 platoon demonstrations,
2 of each company and of battalion. These not only helped the Korean Army which was very interested but the 5th RCT felt it had to do a perfect job and nearly did it.
During May a stiff team of senior advisors will make a comprehensive training inspection of each regiment of the Korean Army. If you would be interested in the reports I'll send them. Late in the fall, I plan another to hold against this. Last summer I did another.
Lee Bum Suk is out as Defense Minister but is still Premier. I hear he's on his way out of that job too. Shin, who was Home Minister when you were here, is now Defense Minister. He is the best they have and I fear he may become Premier and thus we'd lose him. I have rumors Chough, now in the states, may be the Defense man. Bill Dean liked him above all except for his bottle habits.

The President went to Cheju-do recently and was widely acclaimed. It was a home run. Friday the 29th of April he returned from a week's trip in the South -- I think both the trips were excellent for the nation.
Mr Shin and the President have both agreed to reorganize the Defense Department along the lines wanted by us. In them we get rid of the job of the Supreme Chief of Staff, give the Coast Guard more voice and reduce the Bureaus of National Defense Department.
Right now as Commanding General, USAFIK, I'm concerned with the roll-up and close-out by 1 July. Here it is 1 May and we can do little but get ready if we are not given the go signal and if this Top Secret stuff is not declassified. I'd like to do a clean and clear out job and believe we can get out okay if we get orders promptly. First thing I know they'll have my troops out and my tonnage sitting on the dock and no one to handle it.
Morale now is an item I do not worry about -- it's the best in the Far East.
The VD rate hit it's peak with your visit -- it is now down to 180 with a low of 156.
Quarters have markedly improved. We stopped most work on them on the word to evacuate and concentrated on KMAG with its expansion to twice its present size.
We were hurt by the order to not allow Korea (KMAG) to have an 18 month foreign service tour. I will probably not be able to get the officers I want because of that. If Guam and Okinawa can have an 18 month tour we feel we should too. Half of my officers will be in the provinces without doctors, families, and little to amuse them; even rations to them is difficult.
Relations with AMIK are tops. Mr. Muccio and I are determined there will be no scraps, though it is hard at times to hold back. We have made friends with UN too by conducting them on numerous visits, giving them prepared discussions, showing them everything and asking them to see demonstrations.
Right now we're in the position of a company of rookie recruits who have heard the command "Forward". We are leaning way forward anticipating "March". If the word to go doesn't come soon we'll fall flat on our faces.
A word on the Coast Guard. They have some slow YMS (yard mine sweepers) American and Jap. They are slow, around 9 knots. The smugglers laugh at them. Consequently the economy of Korea is hurt by the food being shipped out. They need a few fast light ships. It would pay ECA to pay for them. They are even taking some American YMS's away. This is no time to be taking the Coast Guard ships away.
I note that Washington and particularly Congress is raising cain about arming Europe and other countries in order to implement the Atlantic Pact.

My two-cents worth fellows: -- the cheapest thing big industrial America can do is to furnish other peoples the product of our factories and resources in order that they may shoot for us and may shoot first, consequently 1 or 2 billions of dollar value is but a drop in the bucket and the finest bit of preparation we can make.
I feel that way about this South Korean Army, my work is to make them capable of shooting first and well for Uncle Sugar.
By all the agreements, my power here now is puny and after C-day will be punier. However I think I can still, by persuasion and sincere treatment of the leaders by the officers of KMAG, command their army and make it do what is necessary when the time comes.
