Recaptured Arms, Munitions, etc. It is necessary that the amount of recaptured arms, ammunition and material be reported to me for transmission to USAFIK as soon as possible. 2. History of Operations Each unit commander should prepare a report of the part his unit took in current operations. Copies should be sent to one designated agency in Hq, KC, to write a final report and a history of the operation. These operational reports should give names of men and organizations, who performed well or otherwise. They should also include casualties, losses of equipment, lists of captured material and its dispositions. Lessons learned and lack of essential arms should be stressed. 3. Continuance of Operations Without doubt, all Rebel bands are not completely captured. Therefore, operations - perhaps on a reduced scale - should continue. However, it is believed that as many units as possible should be reorganized quickly and moved to their home stations. This applies particularly to the Taegu and Masan troops and to some of those from Taejon. All units should be kept on an alert status, including those on Cheju Do. 4. Reorganization of 14th Regiment This Regiment should be deactivated and a new 15th Regiment organized. G-1 KC, is already planning this. A strong cadre from other regiments should be its basis. The new 15th Regiment should be stationed at Yosu, with one Bn at Sunchonif quarters can be found. 5. Recruiting Recruiting new men for KC should start immediately. 6. Fingerprints It is believed that the fingerprints recently obtained of all men may be of use in identifying members of the 14th Regt who were recaptured in civilian clothing. Intelligence All Brigade, Regimental and Battalions should redouble their efforts to find subversive persons within their units, and to locate formation of Communistic cells. To do this work, Communists must talk and if ears are alert, they will be found out and rooted out. 8. Decorations Believe as many brave men and Officers as possible should be decorated as soon as medals can be obtained. This is fine for morale. Later, some large formations can be held in key towns and important Korean officials can decorate brave soldiers publicly. 9. Cheju Do In spite of the patrol maintained by the KCG, there are indications that remnants of Communist groups escaped to small islands on the south coast and to Cheju do. Patrols and vigilance in these areas must be redoubled to prevent the forming of larger groups which might give us trouble. 10. Promotions Early attention should be given to the matter of promoting those Officers who proved that they deserved it by their performance in battle. In no case, however, should they be promoted above the grade required for the position they are holding, nor should the number in any one grade exceed that provided in the TO/E. W. L.
