1948년 10월 21일 오전 2시 10분 수신:
채박선중위가 1948년 10월 20일 오후 9시 제3여단 본부에 도착했고, 1948년 10월 19일 오후 7시 저녁 식사 후 제주도(950-1152)로 떠날 예정이었던 대대를 점검하던 중 여수(1072-1304)에서 사건이 터졌다고 보고했다. 원사와 부사관 7~8명이 갑자기 공포를 발사했다. 1948년 10월 19일 오후 9시 30분에서 1948 년 10월 19일 오후 10시 사이 연설을 했던 선임 중사가 다른 병사들을 집결시켰 다. 약 300명의 인원이 그들과 함께 무기와 탄약 창고를 부수고 무장을 했다. 그 런 다음 19일 오후 10시 30분 영창에 있던 포로 약 30명을 풀어주고 그들을 무 장시켰다.
1948년 10월 19일 자정 병력은 대략 1,000명이다. 1948년 10월 20일 오전 6 시 현재 병력은 대략 2,000명이다. 배에서 근무하는 300명을 제외하고 모든 제 14연대는 반란에 합류했다. 이 300명은 연대장의 지휘하에 있다. 반란군의 주력 부대는 연대 본부 뒤 산림 지역에 있으며, 그중 일부는 1948년 10월 20일 오전 10시 30분 순천(1050-1325)으로 향하고 있다.
공산주의자들이 여수 전역을 장악했다. 연대장과 부연대장, 작전참모, 제5여단 참모장(C/S), 그리고 헌병대장(PM)이 여수 어디선가 작전 중이지만 위치는 알 수 없다. (1948년 10월 20일 오전 10시 30분 기준)
채중위는 탄약과 보급품, 그리고 병사 29명과 함께 부산(1200-1340)으로 갔 다. 제3여단장 메시지.

Received 210210 October 48:
1st Lt CHAI Pak Sun arrived 3rd Brig Hq 202100 October 48 and reports incident at YOSU (1072-1342) broke out 191900 October 48 at an inspection of Battalion which was to leave for CHEJU DO ([illegible] 950-1152) after supper. The
Sgt Major and 7 or 8 NCO's fired into the air suddenly. Other soldiers were assembled by senior NCO's who made speeches. About 100 men went with them and broke into weapons and ammo warehouse and armed themselves between 192130
October and 192200 October 48. They then released about 30 prisoners from the guard house and armed them about 192230.
About 192400 Oct 48 the strength was about 1,000. About 200600
Oct 48 strength approximately 2,000. All 14th Regt except 300 men working on ship joined rebels. These 300 are under command of Regtl. Co. Main force of rebels is located in forest area behind Regt Hq and some men are marching to
SUNCHON (1050-1325) 202030 October 48.
Communists occupy all of city of YOSU. Regtl CS and Executive
Officer, S-3 and C/S 5th Brig and PM were operating somewhere in city, location unknown (as of 201030 October 48).
Lt CHAI came to PUSAN (1200-1340) with ammo and supplies and 29 men.
