ARMED FORCES Negative 2. POLITICAL ACTIVITIES a. Dissention Within GREAT KOREAN LABOR ALLIANCE Representatives from all South Korean Branches of the GREAT KOREAN LABOR ALLIANCE have been meeting in SEOUL during the past week. A heated discussion developed on 27 August when one faction attempted to oust the chairman, CHOI Chin Han, Minister of Social Affairs of the Korean Government, and his followers. The police arrived and stopped the meeting, but upon reaching the street a fight began between the two factions. Two people were seriously injured before the police were able to stop the fight. Youth Group Representatives Apprehended at Parallel Several staff members of the INDEPENDENT UNIFICATION YOUTH CORPS were recently arrested as they attempted to cross the 38th parallel into North KOREA. The UYC has reportedly experienced difficulty in operating because of the lack of plans and definite policies. (CIC P/R #202. B-3) COMMENT: The INDEPENDENT UNIFICATION YOUTH ALLIANCE is allegedly a moderate organization affiliated with the SOCIETY for the ACCELERATION of UNIFIED INDEPENDENCE. c. Rightist Handbills Distributed in SEOUL On 25 August rightist handbills were distributed in SEOUL. The handbills criticized the South Korean Government because some of the better known rightists had not been appointed to the cabinet. (CIC P/R #202. C-3) 3. CIVIL UNREST a. Communist Terrorism (1) Police Engage Raider Groups on CHEJU-DO (Delayed Reports) On 19 August 4 members of the HALLIM (924-1138) police box engaged a group of raiders in a firefight at HYUP JAI LI (922-1137). During the fight 1 policeman was killed. The raiders had an estimated 15 weapons. On 18 August the CHOJU RI (922-1132) police shot and killed 1 raider. (CIC P/R #202. INTELLIGENCE CONCERNING ADJACENT AREAS North Korean Constabulary Conduct Small Unit Training On 23 August 9 North Korean Constabularmen were observed in a skirmish line, armed with rifles with fixed bayonets, making a simulated attack on a hill at (968.5-1697.6).
