3. 민간인 소요
a. 공산주의자들 테러 제주도 테러상황
(1) 9월 26일 평대리(981-1155)에서 소년 2명이 무장대에 납치되어 구타당했다. (방첩대 정기보고 제229호. C-2)
(2) 9월 18일 무장대 1명이 상명리(935-1133)에서 경찰에 체포되었다. 그의 소지품에서 삐라와 탄약이 나왔다. 이 무장대원은 인근에서 발생했던 수 차례의 공격과 살해사건의 주모자로 추정된다. (방첩대 정기보고 제229호. C-2)
(3) 제주도에서 무장대에 의한 수 차례의 테러와 기습 사건이 10월 1일에 발생했다. 경찰에 따르면 10월 1일 오후 9시에도 여전히 계속되고 있다. 경찰 5명이 살해되었으며 숫자 미상의 경찰이 부상당했다. 또한 대동청년단원 1명도 부상을 입었고 경찰 2명이 납치되었다. 10월 1일 아침 7시 경찰과 공산주의 민주애국청년동맹 사이에 교전이 있었다. 이후 10월 1일 오후 3시에는 무장대원 3명이 도남리 인근에서 대동청년단원 4명을 납치해갔다. 이들 중 3명은 살해되었으나 1명은 탈출했다. 많은 경우 폭도들은 경비대복을 입고 있을지도 모른다고 믿어진다. 논평: 비록 상기 보고가 정보 제공원에 의해 B-2로 평가되었지만 적어도 몇 가지 경우는 경찰보고로 C-3로 평가될 수도 있을 것이다.

Terrorism on CHEJU-DO
(1) On 26 September two boys were kidnapped and beaten by raiders at PENG BAI-RI (981-1155). (CIC P/R #229. C-2)
(2) On 18 September a raider was arrested by the police in
SANG MYUNG NI (935-1133) and handbills and ammunition were found in his possession. This raider was allegedly the leader of several attacks and killings in the vicinity. (CIC P/R #229. C-2)
(3) Several incidents of terrorism and attacks by raiders broke out on CHEJU-DO on 01 October and according to the police were still continuing at 012100 October. Several police boxes were attacked and burned by raiders. Five policemen were killed, an unknown number of policemen were wounded, 1 United Young Men's Party member was wounded and 2 policemen were kidnapped. At 010700 October a fight between the police and members of the communist DEMOCRATIC PATRIOTIC YOUNG MEN'S ALLIANCE was in progress. Later, at 011500 October three armed raiders kidnapped four members of the UNITED YOUNG MEN'S PARTY in the vicinity of TONAM-NI
(952-1150). Three of the rightists were killed but one escaped. It is believed that in many cases raiders may be wearing Constabulary uniforms.

Communist handbills distributed in SEOUL on 28 and 29 September advocated full support of the North Korean Representatives to the United Nations Assembly, praised the Soviet Army for withdrawing from North Korea and demanded the simultaneous withdrawal of American troops.
