POLITICAL ACTIVITIES UN Commission Status Confirming previous reports on the future status of the UN Commission (P/R #920), the following statement was released to the press on 30 August: "The United Nations Temporary Commission on Korea decided at its ninety-fifty meeting to appoint a Drafting Committee, which will proceed to New York in order to finish the last part of the Commission's Report to the General Assembly, to be presented before the beginning of the third regular session of the General Assembly on 21 September 1948 in Paris. "In accordance with the same decision, the Main Committee will stay on in Seoul to be available for consultations with the Government of the Republic of Korea as envisaged in paragraph 4 of Resolution II of the United Nations General Assembly of 14 November 1947. "The legal seat of the Commission will remain in Seoul." COMMENT: The Main Committee which is to be available in SEOUL for consultation with the Korean government will consist of only two alternate delegates, COSTILHES of FRANCE and SSUTU of CHINA. 3. CIVIL UNREST a. Communist Terrorism (1) School Teachers Threatened in KANGWON-DO (Delayed Report) During the night of 25 August warning letters, addressed to school teachers, were distributed on the KANGDONG (1180-1660) primary school grounds. The letters stated that "if you want to be true democratic teachers you will support the establishment of the Korean Democratic People's Republic." (CIC P/R #205. C-3) (2) Illegal Passengers From CHEJU-DO To Japan Apprehended (Delayed Report) On 25 August a smuggling boat was detained at CHEJU-DO prior to its departure to JAPAN. Seventy illegal passengers were aboard, 5 of whom were ex-raiders and SOUTH KOREA LABOR PARTY members. All the persons involved have been turned over to the CHEJU-DO police for further investigation. Rightist Youth Group Reportedly To Furnish Korean Army Personnel The NORTHWEST YOUNG MEN'S ASSOCIATION has reportedly been asked to furnish 103,000 men for the National Defense Army. Of that number 3,000 are to be officers and the remainder enlisted men. A NYMA staff member stated that the potential officer personnel could be furnished but not the 100,000 men for the enlisted ranks. The men selected as officer candidates will allegedly begin training in September and following the completion of this training will be used to train enlisted men furnished by the NYMA.
