정보참모부 정기보고 보고 기간: 1948년 9월 27일~1948년 9월 28일 주한미육군사령부 서울, 한국 1948년 9월 28일 제948호 3. 민간인 소요 a. 공산주의자 테러 (2) 제주도 무장대 활동 9월 15일부터 18일까지 3일 동안 무장 조직이 다시 활동하기 시작했는데 섬의 여러 지역에서 무장 조직에 의해 4명이 살해되었다. 9월 18일 서광리(930-1124) 에서는 주민 약 12명이 무장 조직에 납치되었다가 다음 날 석방되었다. 무장대는 자신들의 위신을 높이거나 아니면 힘을 보여주기 위해 주민들을 납치하고 있음이 명백하다. 9월 18일 함덕리(936-1155)에서 무장 조직은 약 30명의 사람들을 동원하여 봉화를 올렸다. 9월 17일 김녕(975-1157) 지서가 폭도들로부터 총격을 받았으나 피해는 없었 다. G-2 PERIODIC REPORT From: 270800/I Sept 48 To : 280800/I Sept 48 Confidential Headquarters, USAFIK No. 948 Seoul, Korea 1000/I 28 September 1948 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES a. U.S. Outposts Fired On During the night of 26-27 September Outpost #4 (853-1694) and Outpost #5 (859-1696) were each fired on twice. At approximately 262200 September and again at 270010 from 5 to 10 rounds were directed at OP #4 and at 262100 September and 270015 September approximately 20 rounds of automatic weapons fire and rifle fire was directed at OP #5. U.S. personnel at the OP's returned the fire in each incident. No casualties were reported. (CIC and 7th Div Flash Reports. B-2) COMMENT: Time and space factors indicate that these attacks may have been a coordinated attack by two groups. b. Parallel Guards Fired On At 262330 September 2 guards from OP #10 (935.3-1696.5) observed 2 Koreans in light colored clothing advance to (934.8-1696.7). When the Koreans were approximately 150 yards away the guards challenged them. The Koreans fired 1 round, believed to be from a pistol, and the U.S. guards fired 3 rounds in return, forcing the Koreans to withdraw to the north. There were no known casualties. U.S. Patrol Fired On By North Korean Constabularymen At 271025 September a 7-man U.S foot patrol from OP #13 was twice fired on at (930.0-1696.2) by 2 North Korean Constabularymen, armed with Japanese rifles, located at (930.7-1696.3). The U.S. patrol returned the fire. During the short firefight, which ended at 271040 September, the NKC fired an estimated 23 rounds and the patrol fired a total of 27 rounds. The NKC withdrew to the northeast without sustaining any known casualties. (7th Div Flash Report. B-2) 2. POLITICAL ACTIVITIES a. Korean National Assembly Thanks UN Assembly and Congratulates Korean Delegation. On 24 September the Korean National Assembly sent a message of thanks to the Chairman of the United Nations General Assembly for having placed the Korean problem on the General Assembly agenda and for admitting the Korean delegates to the General Assembly in an observating capacity. The message also requested support in making it possible for the Korean Government to become a member of the United Nations. b. Moderate Political Group Disbands The Southern Branch of the CHUN DO KYO Young Friends Party was recently disbanded because it was not considered proper for a religious group to be affiliated with political activities. DECLASSIFIED Authority NND 76350 COMMENT: The Chun Do Kyo Young Friends Party in South KOREA divided into two factions, one affiliating itself with the DEMOCRATIC PEOPLE'S FRONT and the SOUTH KOREA LABOR PARTY and the other faction taking a moderate political stand. The Chun Do Kyo Young declaration and the "joint communique" of 25 August, signed by 25 South Korean political parties, which denounced separate governments in Korea. It is the Confidential Confidential XXIV CORPS G-2 P/R #948 moderate faction of the Organization which was disbanded. 3. CIVIL UNREST a. Communist Terrorism (1) Armed Band Terrorizes Village In CHOLLA-NAMDO At approximately 161800 September 32 armed terrorists entered MUN DUK Myun (1020-1325). They fired 10 shots into the air, apprehended the village master and forced him to guide them to the home of an influential person in the village. The armed mob stayed in the village until 182000 September and prevented all the civilians from leaving the village. Witnesses stated that the mob was armed with 4 carbines, 3 pistols, 1 Japanese rifle and 24 swords. (CIC P/R #225. C-3) (2) Raider Activities On CHEJU-DO During the period 15-18 September raider groups again became active on CHEJU DO, 4 persons having been killed by raider groups in various locations throughout the island. On 18 September approximately 12 people of SUH KWANG LI (930-1124) were abducted by a raider group but were released the following day. The kidnapping was apparently carried out to increase the prestige or indicate the power of the raiders. On 18 September approximately 30 people in the village of HAM DOK LI (936-1155) were mobilized to set signal fires by a raider group. On 17 September the KEUM YUNG (975-1157) police box was fired on by raiders but no damage was caused. (CIC P/R #225. C-2) b. Rightist Terrorism Negative c. Terrorism By Unidentified Groups Negative d. General (1) North Korean Flag Continues To Appear In South KOREA Three more reports have been received of the appearance of the North Korean flag in South KOREA. A delayed report states that on 12 September a North Korean People's Republic Flag was flown on the gate of a school in SEOUL. On 24 September a North Korean flag was discovered flying on a school in KWANGJU (990-1350) and another flag was flown from an electric wire along a road adjacent to Camp Sykes (985-1351). (CIC P/R #224 & 225. A-1) COMMENT: The above incidents make a total of 9 times that the North Korean flag has appeared in the Republic of KOREA since 12 September. The appearance of the North Korean flag conforms to confiscated Communist plans which instructed party members to continue to distribute handbills and to raise the People's Republic flag in South KOREA until 25 September. (2) Communist Handbills Distributed In SEOUL Communist handbills were distributed in the vicinity of the railroad station in SEOUL on the morning of 28 September. The handbills praised the Soviets for their decision to withdraw from Korea and demanded that U.S. forces also withdraw by 01 January 1949. (CIC Report, B-2) 2 Confidential XXIV CORPS G-2 P/R #948 Confidential COMMENT: Both the distribution of handbills and the display of the flag of the People's Republic in South KOREA were included in Communist instructions as activities on which party members should concentrate at the present time.
