(3) 제주도에서 마을들 방화
제주도의 마을 방화에 관한 추가보고(주간정보 요약 제165호, 11쪽, 주간정보 요약 제166호, 9쪽)에 따르면 공산주의자들이 테러와 파괴 계획에 따라 방화를 계속하고 있는 것으로 나타났다. 그러나 경비대원들이 불타고 있는 마을 부근에서 여러 차례 목격되었다는 보고와 경비대 복장을 한 남자들이 마을에 불 지르는 것이 목격되었다는 주장은 무장대보다는 오히려 경비대 쪽에서 새로운 전술을 도입했을 가능성이 있다.
이 가능성에 관한 조사가 한 차례 있었다. 제주도 경비대 사령관은 자신의 부하들의 혐의를 강하게 부인했으며, 경찰국장은 무장대가 방화하는 것을 분명히 보았다고 보고했다. 폭도들이 경비대 복장을 한 것에 대해서는 전에도 보고된 바 있다.

1. ARMED FORCES
North Korean Constabularymen Violate Parallel
At approximately 301100 November 4 North Korean Constabularymen came south of the parallel in the vicinity of NAMHYON DONG (953-1696) and stole
2 oxen and some firewood. Four south Korean police observed them and attempted to recover the oxen. Upon approaching the parallel the police observed approximately 80 armed north Korean civilians covering the retreat of the NKC's. The civilians fired approximately 80 rounds at the police who returned the fire. Thirty police reinforced the original 4 but the north Koreans had retreated. Police state that the north Korean civilians were armed with Mossin rifles and submachine guns. No casualties were reported. The area was quiet by 1430 hours. (Police report)
COMMENT: The "armed civilians" were probably members of the
CHA WII DAI, a civilian peace preservation corps assisting the Border Constabulary in parallel guard duty (page 27, M/S #163 and page 11, M/S #120).
However, the figure 80 is considered high.
2. CURRENT INTELLIGENCE
a. Government Activities
(1) "Directives" by Propaganda Committee reported on 30 November reporters from 2 different Korean newspapers informed American officials that certain "directives" had been issued to all Korean newspapers by the
Office of Public Information of the Korean Government. These alleged
"directives" are believed to have originated in the Central Committee on
Propaganda (M/S #167, page 5) and are intended as a guide in handling certain news items. They include the following:
(a) The government in north Korea should be referred to as
"The North Korean Puppet Regime."
(b) Expressions of protocol should not be used in reference to KIM Il Sung and other leaders of the government in the north.
(c) Newspapers should not report news or speculation regarding withdrawal of U.S. forces; no news or comments agitating against prolonged occupation should be printed.
(d) Comments condoning the actions of rebel units or expressions of sympathy toward rebel activities of any kind should be prohibited.
(e) Expressions connoting that the attrition in the south is
"mutual slaughter of race" should be avoided because it tends to convey the idea of equality between the rebels and the National Army.

(2) National Assembly
On 30 November the National Assembly chose five judges and five prosecutors (all Assemblymen) to assist in the conduct of litigation under the provisions of the National Traitor Law. A total of 16 judges and 9 prosecutors will be chosen.
b. Civil Unrest
Police Attacked in INCHON
On 30 Novemb r 2 en threw a hand grenade into a police box in
INCHON (960-1630) injuring 2 policemen. One of the assailants was apprehended and claimed that he and his comrade had come from HAEJU (870-
1700) three days ago. (CIC Flash Report. Police Report)
(3) Burning of Villages on CHEJU-DO
Additional reports of villages burning on CHEJU DO (see also
(W/S #165, page 11 and W/S #165, page 9) indicate that communist raiders have added the burning of villages to their program of terrorism and ruin.
Mention in several of the reports that Constabulary were observed near the villages which were burning, and one statement that men in constabulary uniform were seen setting fires, opened the possibility that the constabulary, rather than the raiders, had adopted new tactics.
An investigation was made of this possibility. The Constabulary regimental commander on CHEJU-DO denied emphatically that his men are guilty, and a police chief reported definitely seeing raiders setting fires. The wearing of constabulary uniforms by raiders has been reported before.
