1. 귀하에 정보를 제공하고 필요한 조치가 취해질 수 있도록 다음과 같이 보고한다.
a. 남조선에서 우파에 대한 테러 움직임은 유능한 북조선 요원의 감독과 지도하에 1948년 6월 15일부터 시작됐다.
b. 당분간 제주도는 테러 활동의 중심지가 될 것이다. 요원들은 선박과 산속에 숨겨진 무선 기지에서 오는 무선으로 지시를 받을 것이다.
c. 미군 점령 관련 인사와 그 가족이 테러의 대상이 될 경우를 대비해 특별한 예방조치가 취해져야 한다. 개방된 곳에 있거나 밀집되어 있으면 그들에 대한 접근은 없을 것이다. 미 점령군을 위해 통역인이나 노동자로 일하는 조선인들이 우선적으로 보호될 것이다.
d. 38도선과 해안 근처에 있는 미군 점령 관련 인사들을 요원에 대한 위험 없이 제거될 수 있다.

SUBJECT: South Korea Terror Movement
TO: Assistant Chief of Staff, G-2, XXIV Corps, APO 235
1. The following report is furnished for your information and such action as may be deemed necessary:
a. The Terror Movement against the rightist elements in South
Korea started from 15 June 1948 under the supervision and leadership of capable North Korean agents.
b. For the time being, Cheju Island will be the center of terror activities. Agents will receive instructions by wireless from ships and radio stations hidden in the mountains.
c. Special precaution must be taken when involving American
Occupation personnel and their families in this terror movement. They are not to be approached out in the open or then in a concentrated force. Koreans working for the American Occupation Forces as interpreters or laborers will be taken care of first.
d. American Occupation personnel along the 38th Parallel and along the sea coast can be eliminated without danger to the agents.
