1947년 11월 17일 - 서북청년단이 제주도 지역에서 테러를 자행하며 자금을 마련하다 방첩대와 현지 경찰로부터 불법활동에 대해 경고를 받았다. 경고 후 단 원들은 방첩대에 사과하고 앞으로는 적법하게 행동하겠다고 약속했다(방첩대 정 보요약보고).

ILLEGAL ACTIVITIES
The summary of civil disturbances, attacks on US troops, cases of illegal bearing of arms, and of unauthorized shipping reported during the period of 23 November to 30 November is given below: (See map on cover page.)
1. Civil Disturbances (Confidential)
(1) YONGKEI NI (1536-1063)
09 November 47 — Twenty members of the local branch of SKIG's KOREAN NATIONAL YOUTH CORPS, were attacked and beaten by sixty members of the UNITED YOUNG MEN'S ASSOCIATION. The reason for the beatings were differences of political opinion, and the refusal of the twenty members of the KNYC to join the UYMP. Local police offered no interference, when the beatings were taking place. Investigations by members of the KNYC continue. (CIC P/R #699)
(2) SEOUL (1000-1640) (37°34'N-127°00'E)
14 November 47 — A kidnapping ring was broken up by SEOUL police when they arrested one of a group of four men. The member of this group upon interrogation informed the police of the kidnapping of a wealthy Chinese. The Chinese trader, who had just arrived in South KOREA from CHINA with a cargo valued at 200,000,000 yen was kidnapped and held for ransom. The group, two of whom had impersonated policemen, told the Chinese he was under arrest and after several hours spent in moving him from one place to an other in SEOUL, finally hid him in a private home. Police raided the place, and the leader of the ring was arrested. Two of the group are still at large, with checks on a PUSAN bank in their possession totalling 752,000 yen, which they managed to extort from the victim. Further investigations continue. (3) CHEJU DO (950-1150) (33°30'N-126°32'E)
17 November 47 — After a widespread campaign of terrorism to collect funds for their association in the CHEJU DO area, members of the NORTHWEST YOUTH ASSOCIATION, were warned by CIC and local police, about their unlawful activities. After being so warned, the ASSOCIATION members apologized to CIC and faithfully promised to behave in the future. (CIC S/I)
(4) CHONGJU (1010-1430) (35°48'N-127°08'E)
20 November 47 — CIC reports that fourteen students of the CHONGJU COMMERCIAL COLLEGE were arrested by police. These students are charged with agitating and organizing a "Murderer's Society" with members recruited from their fellow students. Investigation continues. (CIC P/R #700)
(5) YONGSAN (1150-1390)
21 November 47 — A visit was made by ten members of the HANKOOK DEMOCRATIC PARTY, including the vice-president, upon members of the YONGSAN branch of the right-wing KOREAN JUSTICE PARTY. The HANKOOK PARTY accused the KOREAN JUSTICE PARTY of leftist activities, and claimed that the address of the local headquarters was the address of leftist meetings. This visit resulted in the beatings of four men, before they were turned over to the local police. (CIC S/I)
(6) INCHION (960-1630) (37°28'N-126°38'E)
21 November 47 — After obtaining police permission to operate the KOON YUK KYUK SHIN SA, private detective agency in INCHION, the agency began taking the law into its own hands. According to the police, the private detective agency had been operating as a news agency, but began engaging in interrogations and searches of Korean homes, thereby overstepping its position.

Finally, the incident which brought about the arrest of the members of this agency occurred when twenty detectives raided a Korean boat in INCHON harbor and took the owner of the boat ashore for interrogation concerning his activities, without police authority. The detectives while making this unauthorized raid, were armed with a Japanese pistol, and two had toy pistols. Police are still investigating. (CIC S/I)
(7) NAJU (970-1335) (35°02'N-126°44'E)
21 November 47 - CIO investigated one PAN Suk Keun, leader of right wing terrorism in NAJU, after citizens of the village protested. Investigation revealed PAN was guilty, and he was convicted on nine charges of terrorism. His sentence was five years in prison, with three years of the sentence to be suspended, providing that witnesses who testified in court and their families would not be molested by the followers of PAN. INCIDENTS ARISING FROM GRAIN COLLECTION
(8) CHONGJU (1040-1530) (36°38'N-127°30'E)
24 November 47 - CIC in CHONGJU reports that the farmers of CHUNGCHONG PUKTO are bitter in their denunciation of the MG sponsored autumn grain collection program. According to the farmers, of that area, Military Government over estimated the harvest, and, at the present rate, will collect seventy to eighty per cent of the total crops. (CIC F/R #700)
BORDER INCIDENTS
(9) MARIPO (987.6-1695.0)
23 November 47 - An incident occurring at (987.6-1696.0) was reported to US OP #14 (985.9-1695) by the mayor of MARIPO. The mayor states that six North Korean constabularymen crossed the 38th parallel (at 988.4-1696.4) and came approximately two hundred yards into South KOREA, fired six shots into the air, and then returned back across the border. This area is patrolled by American troops. (7th Div. F/R #259)
(10) TOWN UNKNOWN (947.9-1690.7)
23 November 47 - A deserter from a Chinese Eighth Route army medical unit was apprehended by guards of US OP #11. The deserter who said his name is KIM To Thon, claims that his unit is located in WAMAGSI, MANCHURIA. Reason for desertion not yet known, but investigation continues. (7th Div. Flash report)
(11) TOWN UNKNOWN (935.4-1696.5)
25 November 47 - Through an error on the part of South Korean constabularymen, a three man American patrol moving from US OP #10 (935.4-1696.5) to OP #9 (929.9-1696.1) were fired upon from the town of PAEKCHON (933-1695), by the constabulary. The South Koreans claim that they mistook the American patrol for a group of North Korean constabularymen. None of the bullets took effect. (7th Div. Flash report)

24 October 47 - (delayed report) - The KINYO MARU (3.5 tons) sailed from PUSAN and was apprehended at SARIREI (241-291), TSU SHIMA. The ship carried seven illegal Korean passengers and a crew of five Koreans, including the captain of the vessel. The cargo consisted of two hundred and twenty-

five pounds of rice. Six passengers, the ship and three crew members were apprehended, but the captain, one crew member and one passenger managed to escape. (8th Army, P/R #714)
07 November 47 - (delayed report) - The KAIKO MARU was apprehended by the WAKAMATSU water police as it attempted to sail from TOBATA (388-205), FUKUOKA prefecture for PUSAN. This vessel carried sixteen illegal Korean passengers, including a crew of four, and its smuggled cargo consisted of toilet articles, stationery supplies, paints and Yakidama engine parts.

21 November 47 - CIC reports that a smuggling ring consisting of South
Korean merchants operating out of MASAN, to DAIREN, CHINA was apprehended by police. The ring had in their possession at the time of apprehension, twenty-one drums of gasoline; nine bags of rice; two bags of wheat; five bags of flour; fifteen drums of oil (heavy) and three drums of oil (light).

21 November 47 - CIC received a report accusing one KIM Yoon Sung of smuggling goods from INCHON to members of the Chinese Communist Eighth
Route Army in the Northeast District of CHINA. Their illegal cargo consisted of seven hundred and seventy straw bags of U.S. wheat. Investigation continues. (CIC S/I)
