ARMED FORCES a. U.S. Soldier Wanders North of Parallel On 07 July a U.S. soldier, apparently intoxicated, crossed the 38th parallel in the vicinity of (985.0-1696.45). On 08 July natives of the village at (986.0-1696.45) reported that an American soldier had been picked up by 6 North Korean Constabularymen. (7th Division Flash Report B-2) b. North Korean Constabularymen Attempt to Kidnap Police (Delayed Report) On 01 July 3 North Korean Constabularymen came south of the parallel to WON PYONG NI (1035-1696) and attempted to kidnap 3 South Korean policemen. Several shots were exchanged by the groups but no casualties were reported. (CIC P/R #159 C-6) 2. POLITICAL ACTIVITIES a. Student Communist Cells to Be Reorganized In KYONGSANG-PUKTO Before the end of the present school term on 20 July the SOUTH KOREA LABOR PARTY plans a reorganization of the communist cells in all TAEGU Middle Schools. The reorganization is considered necessary because many present cell leaders will graduate and others have failed to accomplish party missions. To supplement the reorganization a new plan has been devised to protect leaders from the constant threat of arrest. New members will be designated as leaders, but in name only; the old leaders will retain control. This plan is expected to decrease the loss of leadership and consequently increase the party efficiency. (CIC S/I, 1 July. F-2) b. KANGUON-DO Police Conduct Public Information Activity The police of PYONG CHANG (1130-1520) have formed rightist political teams to keep the people in the nearby villages informed on the activities of the National Assembly. The six major divisions to be discussed with the people are: activities during the election period, the first session of the National Assembly and development of the Constitution, election of a president, organization of a military force and changing government structure, unification of North and South KOREA and evacuation of military forces and finally the period of complete independence. Information on the election and the current National Assembly activities has already been discussed with the people and the groups intend to keep the villagers informed as the National Assembly progresses in the formation of the Korean government. Communist Terrorism (1) Raider Groups Broken Up On CHEJU-DO (Delayed Report) On 28 June the police of KAMSAN NI (934-1122) made a surprise attack on 2 raider strongholds located in a wooded area in the vicinity of the TOKSAN AK Mountain. Two raiders were killed and 5 captured. (CIC P/R #158. B-2) (2) CHOLLA-PUKTO SKIG Employees Arrested For Communist Activities On 30 June 10 employees of SKIG were arrested by the KANWON (1030-1380) District police. The men were charged with belonging to the SOUTH KOREA LABOR PARTY, holding illegal meetings, being opposed to the Military Government and spreading communist propaganda. (CIC P/R #159. B-3) (3) Rightist Killed In KANGWON DO The chairman of the NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN INDEPENDENCE in KUMSUNG NI (1230-1570) was shot and killed by 6 communists on 06 July. (CIC P/R #159 C-3) b. Rightist Terrorism Constabularyman Terrorize Civilians (Delayed Report) On 30 June 3 constabularyman arrested 3 men in IRI (995-1455), took them to a police box and beat them. The constabularyman told the police on duty that all the policemen were thieves and should be killed. The local Constabulary officials were notified and the rebel constabularyman were immediately arrested. The 3 men were allegedly mistreated because they had previously reported the 3 constabularyman to be communists. (CIC P/R #158 B-3) c. Terrorism by Unidentified Groups Village Leader Threatened In KYONGSANG PUKTO On 04 July 5 terrorists armed with pistols, swords and a shotgun threatened to kill a block master and a leader of the UNITED YOUNG MEN'S PARTY in YONGDUK Gun (1231-1507) if they cooperated with the police. (Police Report) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers. (See Inclosure #1) 5. SABOTAGE AND ESPIONAGE a. Communist Assassin Arrested In KANGWON-DO A former student of the North KOREA Constabulary school in UNJIN NI (1070-1704) was arrested on 29 June by the police at UOP YONG (1110.2 - 1695.5 The communist is allegedly in South KOREA with a mission of assassinating police officials. (CIC P/R #159 B-3) b. More Potential Well Poisoners Apprehended More reports have been received of youthful North Koreans coming to South KOREA with the mission of poisoning wells. Two such agents in CHUJON NI (1080-1590) and a beggar in PAIKYONG-NI (1060-1670) were recently arrested. (CIC P/R #158 C-6) COMMENT: All recent reports of this type have originated in the CHUNCHON (1060-1680) area and undoubtedly are partly due to police warnings about the possibility of such action and the resulting rumor wave.
