(CIC P/R #156, B-3) (2) 그룬고총-펑토에서 체포된 공산주의자 (지연 보고) 6월 14일 청주(10강-1530) 경찰은 권총 1정과 수류탄 6개를 소유하고 있던 초이 시동을 체포했다. 초이는 1건 이상의 암살 혐의를 받고 있다. (CIC P/R #156, B-2) (3) 경주기-도에서 배포된 공산주의 전단 6월 29일과 30일 동안 추정 7,000장의 공산주의 전단이 카소호(950-1690) 지역에 배포되었다. 통상적인 공산주의 선전 전단 외에 이러한 전단은 현재 추수-도에서 전투에 종사하고 있는 형제들을 "구출"하기 위해 주권을 보호하도록 인민에게 요구했다. (CIC P/R #156, C-3) (5) 체주-도에서 사살된 경찰 (지연 보고) 6월 16일 푸슈혼-히(969-1156) 근처 해안에서 보트 위의 두 경찰이 약 30명의 습격자들에 의해 발포되어 사살되었다. 보트의 4명의 다른 탑승자는 납치되어 타르술리(965-1118)로 옮겨져 석방되었다. (CIC P/R #155, C-3) (6) 체주-도 마을 지도자 사살 7월 2일 무슬로(921-1116) 남서쪽 1킬로미터의 일곱아 리 마을 지도자가 습격자 그룹에 의해 사살되었다. 습격자들은 7월 2일 이후 11명의 반란군들과 함께 합류했다고 전해지는 동일한 그룹이었다. G-2 PERIODIC REPORT [illegible] From: 030800/I Jul 48 To : 060800/I Jul 48 Headquarters, USAFIK Seoul, Korea 1000/I No. 877 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES Police Raid Precipitates Border Clash Six South Korean police from the KYOJUNG (827-1697) police box raided the village of WOLCHON NI (820-1699) on 01 July in an effort to apprehend communist elements in that village. After the police entered the village their route of exit was cut off by approximately 30 North Korean Constabularymen and a fire fight developed which lasted until 022000 July. Police reinforcements were dispatched from the ONGJIN headquarters at 021900 July and five of the six policemen under attack were rescued. Two of the police were wounded and the leader of the raiding party was reportedly captured and taken to North KOREA. (CIC Flash Report. B-2) During the night of 02 July all inhabitants of WOLCHON NI fled to North KOREA. On 03 July the villagers returned and harvested grain which they carried back to North KOREA. The village is now reportedly completely evacuated. (CIC Flash Rpt. F-6) COMMENT: CIC reports indicate that the inhabitants of WOLCHON NI are predominantly, if not entirely, communists. 2. POLITICAL ACTIVITIES a. JAISOHN Renounces All Presidential Aspirations In a statement issued 05 July Dr. Philip JAISOHN denied that he had any intentions of accepting, even if offered, the Presidency of KOREA. "I have received numerous communications from different parts of KOREA asking me to run for President of KOREA and offering their support in case I run. While I deeply appreciate their kind thoughts, I have to inform them that I never was a candidate for the office, I am not now and will not be in the future. Even if the position is offered I will not accept it. I am a citizen of the United States and intend to remain so." b. National Assembly Adopts General Provisions of Draft Constitution The National Assembly had adopted the first 41 Articles of the Draft Constitution by adjournment time 05 July. Although these Articles include only fundamental concepts of democracy; such as equal rights of all citizens before the law, religious freedom, freedom of speech, press and assembly and equal opportunity for education considerable debate, often heated, developed and many amendments were proposed before the Articles were finally adopted. In most cases however, despite the differences of opinions expressed, the Articles were adopted by a substantial majority. Almost a day and a half was spent by the National Assembly in heated debates over Article 17 of the Draft Constitution which guarantees the right and duty to work and general protection to female and child labor. A number of amendments were offered, the principal one stating in substance that all laborers would have a voice in the management and share in the distribution of profits of private enterprises. On the morning of 05 July there appeared to be a majority, which included support from the Sam Il Club, the NonPartisan Club, many Christians and several Independents, in favor of this amendment. At 051030 July Dr. RHEE took the rostrum and made a plea for harmony and speed, pointing out that the essential problem now was to adopt the constitution and establish a government. Through RHEE's leadership DECLASSIFIED Authority [illegible] Confidential XXIV CORPS G-2 P/R #877 Confidential chairman who recently resigned from the UYMP and assumed chairmanship of the N.YMA. The animosity between the two groups has resulted in several beatings, the latest occurring on 27 June at KANGNYONG (850-1680) when 2 loyal members of the UYMP severely beat their former chairman. Terrorism By Unidentified Groups Police Attacked In CHOLLA-NAMDO (Delayed Reports) (a) On 24 June a mob of 20 men attacked and severely beat a detective in TESAN RI (1044-1360). All members of the mob escaped. (CIC P/R #156. C-3) (b) On 26 June a mob in SONGKAN (1031-1333) attacked and killed a former police sergeant and wounded his mother. (CIC P/R #156. C-3) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE AND ESPIONAGE Espionage Agent Apprehended In KYONGGI-DO A member of the DEMOCRATIC YOUNG MEN'S ASSOCIATION, an espionage agent allegedly making his third trip to North KOREA, was arrested in KAESONG (950-1690) on 30 June. (CIC P/R #156. C-3) 6. INTELLIGENCE CONCERNING ADJACENT AREAS Negative 7. COMMANDING GENERAL'S STATEMENT "To United States Citizens in KOREA, this 172d anniversary of the American Declaration of Independence should be highly significant. That Declaration was made by rugged champions of freedom. Those determined individuals proved both before and after the signing of the historic document that they were willing to make any sacrifice to establish and maintain that freedom and the integrity of the nation they formed. They and their progeny, together with a multitude of other pioneers who joined them from other lands in search of the freedoms and individual opportunities for a full life, established and developed the great United States Nation, of which we are so proud to be citizens. We Americans, regardless of our racial or national origin, hold the heritage of direct descent from those rugged souls who formed and developed our great nation. As American citizens we carry great responsibility in this country where we are trying to help a fine people reestablish their independence in true democratic freedom under a fully representative government. We have accomplished much to this end, through cooperative team-work and conscientious service. We have much left to do, including the most delicate and intricate part of our task soon to come, that of turning over to a new Korean Government and helping the Koreans to make their independence effective. On this anniversary of our own Independence Day, we should refresh our understanding that there can be no let-down in our highly important work of helping a friendly nation to obtain its independence in freedom and democracy in accord with the wishes of its people." 8.
