1947년 10월 19일 - 제주도 동단의 일부 마을에서 대동청년단원들이 단원을 모집하던 중 또 다시 테러를 자행했다. 방첩대가 대동청년단원들의 테러행위를 조사 중이다(방첩대 정기보고 제670호 참고).

ILLEGAL ACTIVITIES
The summary of civil disturbances, attacks on US troops, cases of illegal bearing of arms, and of unauthorized shipping reported during the period of 19 October to 26 October is given below: (See map on cover page)
1. Civil Disturbances
(1) POSANG NI (1176-1665)
11 October 47 - A riot in which the leader of a leftist farmer's union, CHE Chong Kak, was killed came as a result of a clash between the leftist farmers' union and members of the right-wing KWANGBOK YOUNG MEN'S ASSOCIATION in POSANG NI. The riot started when the KWANGBOKS attempted to improve the education of the leftists by trying to force their "educational program" upon them. One hundred leftists and approximately fifty rightists were involved. Seven were injured from both sides, and twenty-three leftists and one rightist were arrested by police. (7th Div. P/R #242)
(2) HYONGGANG NI (1154-1364)
12 October 47 - For no known reason, sixteen leftists armed with clubs and bamboo spears marched on the village of HYONGGANG NI and wrecked several homes belonging to rightists. A riot followed and the results were four rightists seriously injured and ten others slightly injured. The police arrested three of the leftists, but the others managed to escape. (5th Div. P/R #728)
(3) KWANGJU (990-1350)(35°08'N-126°54'E)
13 October 47 - A police detective who tried to "crash" a party held by a group of Constabulary officers in a saki house, was slapped a few times by one of the officers. Trouble was prevented, when a higher ranking officer appeared on the scene, apologized for the incident, and took the detective away. (CIC S/I, dtd 13 Oct.)
(4) SEOUL (1000-1640)(37°34'N-127°00'E)
14 October 47 - A group of thirty members of a gang responsible for the theft of fifty million yen worth of goods from American warehouses has been apprehended by police. YU Tong Sip, President of the TAECHAN Textile Company in SEOUL was the ring leader, along with two others. These men used women as go betweens when disposing of the merchandise. YU has not as yet been apprehended. (Translation, dtd 14 Oct.)
(5) CHINJU (1108-1357)
16 October 47 - CIC reports that the headquarters of the right-wing KWANGBOK YOUNG MEN'S SOCIETY in CHINJU was attacked by members of the left-wing. Six leftists were arrested by police. Reason for attack unknown. (CIC P/R #570)
(6) SEOUL (1000-1640)(37°34'N-127°00'E)
16 October 47 - A case of mistaken identity on the part of the assassin was revealed by CIC agents, after the investigation of the murder of CHO Jun Ho's servant, in SEOUL. CHO had been approached by various youth organizations for "contributions" which he had refused a short time prior to the murder. Four rounds were fired into CHO's home by persons unknown, one round killing the servant. CHO possesses no political affiliation, and although robbery is a possible motive, extortion seems more probable. Six men have been arrested by police as suspects. (CIC S/I)

(7) PUSAN (1200-1340)(35°06'N-129°02'E) Restricted
17 October 47 - A Korean was apprehended by CIC for terrorising American Korean personnel. This Korean had been discharged by military authorities, and he returned to the company, threatening the rest of the help, tried to take possession of their working passes, and threatened to take their lives if they didn't quit. CIC investigating. (CIO P/R #570)
(8) KYONGJU (1210-1430)(35°50'N-129°12'E)
18 October 47 - CHUNG He Il, head of the General Affairs Section of the Young Men's Group of the NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN INDEPENDENCE was stabbed by a member of a group of leftists at his home in KYONGJU. He is now in the hospital and is not expected to live. Reason for attack unknown. (CIC P/R #670)
(9) SEOUL (1000-1640)(37°34'N-127°00'E)
18 October 47 - A riot during a football game between the CHOSUN CHRISTIAN UNIVERSITY and the KOREA UNIVERSITY of SEOUL occurred in the SEOUL STADIUM when a referee made a decision against KU which was not accepted. Students marched around the stadium hurling insults at the winning team. A fight broke out on the field and nine men were injured. KU backers returned to their own stands and were there joined by students of the COMMERCIAL UNIVERSITY. Both groups began to sing their school songs, meanwhile being encouraged to riot by the cheer leaders on both sides. They proceeded to the campus of the COLLEGE OF COMMERCE, and the students of KU threw rocks, broke windows, wrecked class rooms, injured approximately forty students and slightly injured a number of teachers. Because police were alumni of the KOREA UNIVERSITY, no arrests were made. (CIO S/I)
(10) CHEJU (950-1150)(33°30'N-126°32'E)
19 October 47 - Another membership drive has again led to terroristic acts by the members of the UNITED YOUNG MEN'S PARTY in small villages on the eastern end of CHEJU DO. The terroristic acts are being investigated by CIC. (CIC P/R #670)
(11) PUSAN (1200-1340)(35°06'N-129°02'E)
22 October 47 - CIC reports the possibility of a strike of from four to five thousand laborers participating, in the PUSAN area, in the near future. The trouble lies with the FREE LABOR UNION, which wants to control all the labor in the area. It offers better wages than individual companies with the result that many laborers have resigned their positions with lower paying units to take advantage of the high wages offered by the LABOR UNION. (12) CHUMMA DONG (coordinates unknown)
06 October 47 - Police report that five South Koreans were captured at CHUMMA DONG by seven NAE MOO SO personnel. (NAE MOO SO is the North KOREA Internal Affairs Police.). Three of the South Koreans were members of the right-wing NATIONAL SOCIETY FOR ACCELERATION OF KOREAN INDEPENDENCE and the other two were KAESONG (950-1690) merchants. (CIC P/R #667)
(13) SINCHUN DONG (973.9-1696.9)
07 October 47 - Local police claim that KIM Ok Pyong, myun head who lives in SINCHUN DONG, was kidnapped by six North Koreans of the BO AN DAE, the North KOREA Constabulary [illegible], which pulls border guard. (CIC P/R #667)

Restricted unit, and gave his name as MOON Suk He, was apprehended by the South Korean police in TOPSUNG DONG. The north Korean, claims he deserted his unit in
HAMHUNG (1065-1910) on 02 October. MOON had no weapons and was not in complete uniform. (7th Div. Flash report)
(15) NULKONG NI (970.3-1696.8)
17 October 47 — An American border patrol was an eye witness to the violation of the 38th parallel by five North Korean Constabularymen. The patrol reports that they observed the North Korean constabulary cross the parallel, and after crossing the demarcation line these five North Koreans started to demolish a school house, which is definitely "SOUTH" of the parallel. As the American's approached, the NKC's fled back north of the parallel. (7th Div. P/R #241)

18 October 47 — American border patrols have observed during this period, several survey parties just North of the parallel. These parties usually consist of three or four Koreans and armed Russian enlisted men, with the usual type engineer survey instruments. (7th Div. P/R #241)
(17) CHANG NI (1157-1696)
19 October 47 — Local police have reported to CIO that thirty North Korean constabularymen attacked CHANG NI civil police. One South Korean policeman was reportedly killed in this attack. Fifteen South Korean farmers were kidnapped and taken by force north of the 38th parallel. (CIO P/R #670)
(18) UFO RI (941.8-1696.6)
19 October 47 — South Korean farmers were molested by North Korean Constabulary and several Russians as they were harvesting rice in the vicinity of UFO RI.
The North Korean Constabulary and Russians were proceeding "SOUTH" towards the harvesting area. To warn the farmers in the area, the South Korean police fired a machine gun into the air, immediately the Russians and the North Korean
Constabulary commenced firing at the SKP and farmers. No casualties were reported. Investigation continues. (7th Div. P/R #242)
(19) CHANGYO RI (1165-1597)
19 October 47 — An American official heard fire coming from across the border, and investigated. A Korean informant told the American officer that fire had been exchanged between North Korean constabularymen and South Korean police just north of CHANGYO RI. Informant further stated that no other violation of the parallel had been observed, but said that members of the North Korean force were Chinese communist Eighth Route army personnel. Investigation continues.

3. Illegal Possession of Arms
(20) SOO WEEP (twelve miles east of YANGHUN NI (1020-1690)
11 October 47 — CIO agents confiscated two Japanese "99" rifles and thirtytwo rounds of ammunition from members of a small right-wing group in the village of SOO WEEP. The rightists claimed they had taken the arms and ammunition from two North Korean constabulary deserters. Police from the YANGHUN NI police box deny knowledge of the two reported deserters. (21) CHINHAE (1160-1350)
12 October 47 — A CIO raid on a saki house in CHINHAE resulted in the confiscation of fifteen boxes of gun powder (black). The boxes were marked "made in
SWEDEN" and had "HONGKONG" printed on them. It is believed that the gun powder has been smuggled in from HONG KONG. Police arrested two men. (6th Div. P/R

(22) PUSAN (1200-1340)(35°06'N-129°02'E) [illegible]
13 October 47 — An enlisted man while on a routine check-up of the boiler room in the battalion area in PUSAN, came across one hundred and fifteen rounds of ammunition (carbine calibre .30) one magazine pouch with two magazines, (carbine, caliber .30) and one hundred and ten rounds of 7.7mm ammunition (Japanese) hidden in the boiler room. The Japanese ammunition was in poor condition due to corrosion. The carbine ammunition was in fairly good condition. CIC investigating. (6th Div. P/R #728)
4. Unauthorized Shipping
(23) PUSAN (1200-1340)(35°06'N-129°02'E)
September 47 — Seven vessels smuggled one hundred and twenty-six Korean illegal immigrants (not previously reported) into JAPAN during September.
Four of the vessels were out of PUSAN. Of the one hundred and twenty-six
Koreans who gained Japanese shores, eighty-eight have been apprehended by

(24) PUSAN (1200-1340)(35°06'N-129°02'E)
02 October 47 — Japanese police apprehended the SHINE MARU (19 ton) as it attempted to sail from WAKAMATSU (1385-1208) FUKUOKA prefecture for PUSAN with twenty-one Korean passengers, a crew of two, and a smuggled cargo of twenty-one bundles of various items — clothing, toilet articles, stationary, and tools.
