1. 제11연대는 제주도에서 경기도 수원으로 이동할 것이다. 제3여단 소속 2개 연대로부터 2개 대대를 차출해 제주도로 이동시킬 것이며, 제주도의 제9연대에 배속될 것이다.
2. 다음과 같은 인원으로 구성된 선발대가 1948년 7월 13일께 부산을 떠나는 해안경비대의 선박으로 제주도에 갈 것이다.

각 2개 대대의 중대와 대대 본부에서 선발된 사병 15명 한국 해안경비대는 부대 이동을 도와주기 위해 미고문관 1명을 부산으로 보낼 것이다. 한국 경비대의 미고문관 1명도 부산으로 가 상기 이동을 조율하고 이행 하는데 제3여단 고문관을 도울 것이다.
3. 제11연대의 선발대는 1948년 7월 15일께 제주도를 떠날 것이다. 이 선발대는 위에서 언급한 선발대를 제주도로 데려온 그 경비대 선박을 이용할 것이다. 선발대는 부산에 도착한 뒤 기차를 타고 수원으로 이동할 것이다. 경비대 사령부는 인사참 모부터 군수참모까지 팀을 구성할 것이며, 그 팀은 선발대를 위한 수원 숙소를 준비 하고 수원역에서 선발대를 맞이할 것이다. 선발대 인적 구성은 다음과 같다.

3개 대대로부터 각각 1명의 장교 연대 본부에서 선발된 사병과 3개 대대는 각각 100명을 초과하지 않는다.
4. 경비대 사령부, 군수참모부는 제11연대 인원이 부산에서 수원까지 이동할 수 있도록 적절한 철도수송을 준비할 것이다. 한국군 사령부에서 부산으로 파견된 미 고문관은 적절한 철도수송 준비를 보장하기 위해 한국군 사령부에 모든 선박의 도착일을 충분히 알릴 것이다.
5. 선박의 출발 날짜가 불확실해 이번 이동은 제3여단에 분산될 것이다. 제3여단의 여단장(C.O.)과 고문관은 위에 언급된 선발대를 위해 날짜를 준수하면서 이동을 책임질 것이다. 한국 경비대사령부에서 이동 조율을 지원하기 위해 보낸 미 고문관은 한국 경비대사령부와 가급적 전화로 지속적인 연락을 취할 것이다. 그는 한국 경비대사령부에 제주도로 떠나는 선박의 출항 날짜를 모든 승선인원과 함께 알릴 것이다. 그는 또 11연대가 부산에서 수원으로 가기 위해 철도수송을 기다리고 있는 동안 그 부대의 유입 인원을 위한 임시 숙소와 식사 문제를 제3여단 사령부와 조율해 나갈 것이다.
6. 제3여단은 제주도를 떠나는 부대가 식기, 개인 옷과 용품 등을 포함해 그들이 허가받은 장비를 가지고 떠나는지 확인할 수 있도록 적절한 명령을 내릴 것이다.
7. 제주도로 이동하는 2개 대대는 약 3개월 동안 제9연대에 배속될 것이다.
8. 제11연대가 제주도에서 철수하여 새로운 주둔지인 수원에 이르게 되면, 2개 대대가 배속된 제9연대는 제5여단의 직접적인 지휘를 받게 될 것이다.
9. 수원으로 이동할 제11연대는 제1여단의 직접적인 지휘를 받게 될 것이다.

MOVEMENT ORDER
TO: See Distribution
1. The 11th Regiment will move from Chaju Do to Suwon, Kyonggi do. Two Battalions from two Regiments of the 3rd Brig will move to Chaju Do and will be attached to the 9th Regiment at Chaju Do.
2. An advance party consisting of the following personnel will go to Chaju Do, via Coast Guard vessel, leaving Pusan o/a 13 July 1948:

The Korean Coast Guard is sending an American Advisor to Pusan to help coordinate the move. An American Advisor from KG will also go to Pusan and assist the 3rd Brig Advisor in coordinating and executing the above move.
3. An advance party from the 11th Regt will leave Chaju Do o/a 15 July 1948. This party will utilize the same Coast Guard vessel which brings the advance party - mentioned above - to Chaju Do. The advance party will arrive at Pusan and be later transported by rail to Suwon. Hqs, KG, will make up a G-1 - G-4 team which will prepare the Suwon billets for the advance party and also receive the advance party at the Suwon railroad station. This advance party will be made up of the following personnel:

One Off from each of the three Bns
Selected EM representative of Regt Hqs and each of the three Bns, not to exceed
100 men.
4. G-4, Hqs KG, will make the appropriate arrangements for rail transportation of the 11th Regt personnel for movement from Pusan to Suwon. The American Advisor sent to Pusan from Hqs KG will keep Hqs KG fully informed of arrival dates of all ships, so as to assure the proper rail arrangements.
5. Due to the uncertainty of ship departure dates, this move will be decentralized to the 3rd Brig. The C. G. 3rd Brig and the Advisor 3rd Brig will be responsible for the execution of the move, adhering to the dates mentioned above for the advance parties.

The American Advisor, sent from Hqs KC to assist in the coordination of the movement, will keep in constant contact - telephone preferably - with Hqs
KC[illegible]. He will keep Hqs, KC informed as to dates ships will depart for Cheju do, giving totals of personnel being moved. He will also make arrangements with Hqs, 3rd Brig to temporarily billet and feed incoming personnel of the
11th Regt during the period the troops will be at Pusan awaiting rail transportation to Suwon.
6. 3rd Brig will issue the proper orders to assure that the troops leaving for Cheju Do leave with their authorized equipment, to include rice bowls, individual clothing and equipment.
7. The two Bns moving to Cheju Do will be attached to the 9th Regt for a period of approximately three months.
8. When the 11th Regt has cleared Cheju Do and have closed in their new area at Suwon, the 9th Regt - with two Bns attached - will come directly under the control of the 5th Brig.
9. The 11th Regt will, upon movement to Suwon, come under the direct control of the 1st Brig.
