SECRET APO 500 CIS/OD 23 July 1948 SUBJECT: Conditions on Chefu Island TO: Assistant Chief of Staff, G-2, XXIV Corps, APO 235 1. The following report is furnished for your information and such action as may be deemed necessary: a. Utilizing zones formerly fortified by the Japanese, the Communists continue their guerilla warfare against officials of the South Korean Government and the Government itself which they consider a "stumbling block" toward the establishment of a unified government. b. Communists have arms, ammunition, and food sufficient for five years. Arms include light machine guns and pistols made in Russia. c. Operating expenses are obtained by engaging in smuggling, a shipload averaging 250,000 yen. d. The Communists seem intent on assassinating all South Korean Government leaders, and have compiled an assassination list of pro-government district leaders and mayors. They are propagandizing that a reward of approximately 25,000 yen will be paid for the assassination of each South Korean police officer. e. Chefu Island smuggling ships make approximately five round trips per month to Japanese waters. 2. Evaluation of above information is: source - fairly reliable; information - cannot be judged.
