G-2 PERIODIC REPORT From: 210800/I May 48 To : 220800/I May 48 Headquarters, USAFIK Seoul, Korea 1000/I 22 May 1948 No. 841 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES North Korean Constabularymen Raid Village in KANGWON-DO An undetermined number of North Korean Constabularymen came south of the 38th parallel at 220200 May and raided the village of YULMON-NI (1089-1696). The raiders fired small arms ammunition and threw two hand grenades, inflicting casualties on five of the villagers. (CIC Flash Rpt. B-3) 2. POLITICAL ACTIVITIES Negative 3. CIVIL UNREST a. Rightist's Homes Attacked in KANGWON DO (1) At 190130 May a mob of seven or eight alleged communists attacked the home of the KUSAN NI (1170-1660) vice chairman of the NATIONAL SOCIETY for the ACCELERATION OF KOREAN INDEPENDENCE, and an election committeeman, seriously injuring the NSAKI leader and his son. (CIC P/R #131. Police Report) (2) At 172300 May five unidentified rioters attacked the home of the YUCHON NI (1150-1650) chairman of the NATIONAL SOCIETY for the ACCELERATION OF KOREAN INDEPENDENCE. Two home made gasoline bombs were thrown into the house, injuring three persons. (CIC P/R #131. Police Report) b. Rightists Beat Reporter Five members of the NATIONAL SOCIETY for the ACCELERATION OF KOREAN INDEPENDENCE YOUTH CORPS beat a reporter of the KANGWON Daily News on 14 May because of a newspaper article concerning a protest to the election committee by the UNITED YOUNG MEN'S PARTY of alleged violations of the election laws by the NSAKI. (CIC P/R #131. B-2) c. Rightists and Police Attacked in CHOLLA NAMDO (1) At 192300 May two rightist leaders in SU TONG NI, POSUNG Gun (1008-1304) were attacked at their homes by a mob. One rightist was killed and the other was wounded. (Police Report) (2) At 200100 May an armed mob of 20 rioters attacked and killed a rightist in SHIN PUK Myun, YONG AM Gun (969-1308). (Police Report) (3) At 192220 May a mob of seven attacked and killed the election committee chairman in SAM KE Myun, CHANG SANG Gun (980-1372) in his home. (Police Report) (5) At 172140 May a mounted patrolman was killed by a mob of 30 rioters in MOKPO (938-1308). (Police Report) d. Rightist and Policeman's Homes Attacked in KYONGSANG PUKTO (1) At 182300 May a mob of 30 rioters attacked a block master's home in PONGHWA (1177-1563). (Police Report) (2) At 190430 May an attempt was made to burn a policeman's home in YONGJU (1158-1655). (Police Report) e. Police Attack Communist Hide-Out in CHOLLA PUKTO At 191830 May the police attacked a mob in a mountain hideout in WANDO Gun (975-1248). One of the mob was killed and another was wounded and the police confiscated one Japanese rifle. (Police Report) f. Police Repell Raiders on CHEJU DO During a search of the village of TOTO RI (946-1151) the police encountered 30 raiders. In the fight that followed two raiders were wounded and two were captured. The police confiscated three Japanese rifles, one stick of dynamite and communications equipment. (MG Report. B-2) g. Camouflaged Bomb Explodes in SEOUL At 210800 May, one man was injured in the vicinity of SHA JIK PARK in SEOUL when he picked up a bomb which appeared to be a tin can wrapped in a newspaper. (Police Report) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE & ESPIONAGE U.S. Communications Sabotaged At 201530 May 50 feet of wire was cut out of the telephone line between 2nd Battalion, 31st Infantry (1069.6-1682.9) and OP #23 (1089.3-1696.8). The wire is believed to have been cut with an axe. (7th Div Flash Rpt. B-2) 6. INTELLIGENCE CONCERNING ADJACENT AREAS Negative 7. COMMANDING GENERAL'S STATEMENT On 17 May Lieutenant General HODGE sent the following letter to Lieutenant General G. P. KOROTKOV, Commanding General of the Soviet Forces in Korea: "On 14 May 1948, at noon, power from North Korea was cut off from the Southern Zone. Since you, as the Soviet Commander in control of North Korea, are responsible for acts in your zone, it is my duty to protest to you against this high-handed action which can only be considered as a political move to -2- [illegible] DECLASSIFIED Authority NND 74570 XXIV CORPS G-2 P/[illegible] 841 Confidential [stamp] punish more than 20,000,000 Korean people in South Korea in retaliation for their action on May 10 in expressing their desire for sovereign independence in the first free election in the long history of the Korean people. In view of my repeated efforts to arrange for equitable payments, this action is all the more unjustifiable and leads to the conclusion that your publicized statements concerning non-payment for electric power are only a subterfuge to hide the motive behind the act. Such publicity certainly will not fool the Korean people nor will it fool the free nations of the world. The demand that I deal with the North Korean People's Committee made by you in past letters falls in the same category. As you well know, and as you have frequently stated in your letters, the Commanders of the occupying forces are responsible, each in his respective zone, until a sovereign Korean government is established that can be generally recognized by the world. In power conferences last summer, each command had representative Koreans at the conferences, whose actions were subject to review and approval by the US-USSR representatives. It is my firm stand that future conferences should be conducted in the same manner. I remind you that there are now awaiting delivery to your representatives in payment for past electric power over sixty car loads of goods representing well over two million United States dollars in value. The items available are all in the scarce item category in South Korea, have been gathered after considerable effort, and are greatly desired by the South Korean people if you do not want them. The flow into Korea of items ordered by this command expressly for payments for power received in the past is now such that the entire amount should be available within a comparatively short period. I remind you again of my repeated requests for a joint US-USSR conference to negotiate a basis for settlement for electric power since June 1, 1947. Such conference should of necessity include Korean experts from both zones as in similar past conferences. Therefore, I repeat my former request that you name the time and place for such a conference at an early date in order that the United States Command may be permitted to pay for current usage of power. As a prelude to any further deliveries of goods in payment or in negotiations for future payments, I must request that the flow of power to South Korea be restored at once."
