3. 민간인 소요
a. 정기보고 제842호의 정정 최근 보고에 따르면 제주도에서 발생했던 국방경비대 장교 3명의 탈영 사건에 대한 보고(정기보고 제842호 참고)는 부정확한 것이었다. 3명의 장교는 명령을 받고 본토로 떠났다.
b. 제주도 폭동
(1) 5월 23일 안덕면(966-1122) 지서가 병력 미상의 무장대들로부터 공격을 받았다. 경찰 1명이 부상당했으며 전화선이 절단되었다. (미군정보고, B-2)
(2) 5월 23일 오전 3시 도순리가 무장대 30명으로부터 공격을 받았다. 민간인 1명과 향보단원 1명, 무장대 15명이 피살되었으며 대동청년단원 1명이 납치되었 다. (미군정보고, B-2)
(3) 5월 19일 자정 숫자 미상의 무장대들이 민간인 5명을 살해했는데 이들 모 두는 모슬포 인근 지역인 용동의 경찰 가족들이었다. (방첩대 정기보고 제125호 경찰보고)
(4) 5월 23일 조선인 1명이 무장대 조직원 모집하려고 한 혐의로 SUK O HO(953-1143, 오라리추정)에서 체포되었다. (미군정보고, B-2)
c. 제주도 경비대 탈주자 체포 제주경비대 소속 탈영병 41명 중 20명이 대정(926-1120) 인근에서 5월 22일 체포되었다. 소총 19정과 실탄 3,500발이 회수되었다. (미군정보고, B-2)

1. ARMED FORCES
North Korean Constabulary Violate Parallel
On 23 May 10 North Korean Constabularmen came approximately 500 yards south of the 38th parallel and fired on the NUL MOK (970.8-1695.5) police box. The South Korean police returned the fire and the fight continued for about an hour. No casualties were reported. (CIC P/R #125. Police Report)
2. POLITICAL ACTIVITIES
Successful Election Candidates Announced
The successful candidates for election to the National Assembly have been announced by the National Election Committee. The National Assembly representatives are expected to begin their sessions on 31 May for the purpose of establishing a national government in KOREA.
See inclosure #2 for the list of representatives and their political affiliations. Inclosure #2 is unclassified and may be detached and retained for reference purposes.
3. CIVIL UNREST
a. Correction of P/R #842
Later information reveals the report that three Constabulary Officers on CHEJU-DO deserted (See Par 3g(2), P/R #842) is incorrect. These officers departed for the mainland under orders.
b. CHEJU-DO Riots
(1) On 23 May the police station at ANTOK Myun (966-1122) was attacked by raiders of unknown strength. One policeman was wounded and telephone lines were cut. (MG Rpt. B-2)
(2) At 230300 May the village of TOSAN NI (943-1120) was attacked by 30 raiders. One civilian, one Community Protective Corps member and 15 raiders were killed and one DAI DONG YOUTH member was kidnapped. (MG Rpt. B-2)
(3) At 192400 May an undetermined number of raiders murdered five persons, all members of policeman's families, at YONG DONG (near MOSULPO). (CIC P/R #125. Police Report)
(4) On 23 May a Korean was arrested in SUK O HO (953-1143) for attempting to recruit members for raiding groups. (MG Rpt. B-2)

c. Constabulary Deserters on CHEJU-DO Apprehended
On 22 May 20 Constabularymen of the original 41 desertors on CHEJU-DO, were apprehended near TAE JONG (926-
1120). 19 rifles and 3500 rounds of ammunition were recovered.

d. Terrorist Activities in KANGWON-DO
The following incidents of terrorism took place in the vicinity of KANGNUNG (1180-1660):
(1) At 230130 May 20 communists attacked and killed the Myun clerk in SAKI AK NI (coordinates unknown). (CIC P/R

(2) At 230145 May 6 communists attacked the home of a citizen in ABIROO NI (coordinates unknown). No casualties were reported. (CIC P/R #125. Police Report)
(3) At 230300 May 10 communists attacked a citizen's home in YOUCHON NI (coordinates unknown). No casualties were reported. (CIC P/R #125. Police Report)
e. Rightists' Homes Burned in SEOUL
At 242250 May several groups of communists burned homes of Community Protective Corps members in the HYUN BO DANG, SAMI DO DONG and YONG DONG PO KU districts in SEOUL. One house was completely destroyed and several others were slightly burned. Molotov cocktails were used in all attacks. (CIC P/R

U.S. Soldiers Returned From North KOREA
Personnel of the so-called two man patrol which did not return from their activities on 13 May (See P/R #835) were returned by the Soviet authorities on 17 May. Interrogation of the returned U.S. personnel brought to light that they were not on patrol duty but were merely "seeking a thrill" and voluntarily crossed the 38th parallel into North KOREA.
