ARMED FORCES a. US Patrol Fired on by North Korean Constabulary At 061605 May a US patrol was fired on by North Korean Constabularymen while operating south of the parallel in the vicinity of parallel marker #8 (836-1698). Four shots were fired by the NKC but US personnel did not return the fire. No casualties resulted. (CIC Flash rpt. A-2) b. North Korean Constabulary Remove Road Block A road block located at (835-1697) on the 38th parallel, originally placed there approximately one year ago by the North Korean constabulary, was removed by the NKC on 06 May. (CIC Flash rpt. A-1) 2. POLITICAL ACTIVITIES Negative. 3. CIVIL UNREST a. Police Box Attacked in CHEJU DO At 060330 May 45 raiders attacked a police sub-station at HUL RUMGW (923-1116). Police repelled the attack killing one of the rioters. The attackers abandoned five rounds of American carbine ammunition, 90 rounds of Japanese rifle ammunition, one Japanese sword and eight bottles of gasoline. (Police rpt) b. Rightist Homes Attacked in CHUNGCHONG PUKTO (1) At 292015 April an American type hand grenade was thrown into the home of the chairman of the CHUNGCHONG PUKTO branch of the UNITED YOUNG MEN'S PARTY and local election candidate. No one was injured as the room into which the grenade was thrown was not occupied. (CIC P/R #108. A-1) (2) At approximately 020330 May a mob of 15 to 20 rioters attacked and set fire to the home of KANG NAI HYUN (coordinates unknown) town head. A Communal Protective Unit put out the fire and apprehended one of the attackers. (CIC P/R #108. Police rpt) DECLASSIFIED Authority NND 76070 Confidential XXIV Corps G-2 P/R #828 Confidential (3) At 020030 May a mob of 10 to 15 rioters attacked and set fire to the home of a member of the election committee in MIWON HYUN (1064-1531). The house was completely destroyed and a guest died in the fire. (CIC P/R #108. Police rpt) c. Students Strike in KYONGSANG NAUDO The students of both colleges and 12 middle schools in PUSAN went on strike at 060900 May, against the closing of Korean schools in JAPAN and the general election in KOREA. Investigation revealed that the first complaint was the actual cause of the strike while the second complaint only communist propaganda. (CIC P/R #108. B-2) d. US Hand Grenades Confiscated by SEOUL Police At 052000 May an explosion occurred in the West Gate district in SEOUL. Police investigated and arrested one person and confiscated 20 US hand grenades which were supposedly to be used in riots on 10 May. (CIC P/R #108. Police rpt) e. North Korea People's Army Land in South Korea Approximately 20 members of the North Korea People's Army have arrived in a southern province, with the mission of instigating and directing attacks on police boxes and rightists. (CIC Flash rpt. F-6) f. Rightist Youth Group Disrupts Political Speeches A group of campaigners making speeches for CHO Bong An, election candidate from the PU PYONG (970-1640) area, was attacked by members of the UNITED YOUNG MEN'S PARTY on 29 April. One of the speakers was beaten before the police quelled the disorder. According to the police there was no indication that the speeches were following the communist party line. (CIC P/R #108. B-2) 4. PSYCHOLOGICAL a. Translations of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE & ESPIONAGE Attempted Sabotage of Ammunition Dump A fourth possible attempt to sabotage the 2nd Battalion, 31st Infantry Ammunition dump was made at 020045 May. The guard discovered a Korean in the area, attempted to halt him by challenging, then fired one round, but the trespasser escaped. A search revealed that one smoke grenade was missing from the grenade tent and a half-pound block of dynamite was found on the floor of the same tent. (CIC P/R #108. B-2) NOTE: Previous attempts at possible sabotage of the 2nd Battalion, 31st Infantry Ammunition dump occurred on the nights of 25 April, 26 April and 29 April. Confidential -2DECLASSIFIED Authority NND 745070 6. INTELLIGENCE CONCERNING ADJACENT AREAS Negative 7. COMMANDING GENERAL'S STATEMENT I am sure that many of the Korean people have heard confusing stories about the so-called "North-South Conference" at Pyongyang. Except for the glowing Kremlin-directed Communist stories given out by the Pyongyang Radio, or turned out by the local Communist propaganda cells and press in South Korea, most of what you have heard is rumor. It is possible that some of you may be confused. I believe it would be worthwhile to analyse this Conference, particularly as to what actual representation South Korea has had at the Conference and as to what the Conference is all about, as judged by their own official radio announce ments, and what we here know about the subject. Of course, North Korea is represented in the Conference only by those political organizations sponsored and fully approved by the Soviet Command, so that we can be sure of their allegiance and obediance to Soviet dictation. Otherwise they could not exist as parties in North Korea. It should be noted that the great Korean Patriot, Cho Man Sik, has been conspicuous by his absence from this conference. South Korea, with two-thirds of the nation's population, including some millions of Korean refugees who have fled from the "heaven" of North Korea, is represented by all the Communist Democratic Front parties of South Korea, who have been directing and operating terroristic violence, slaughter, arson and sabotage in South Korea, plus a few small heavily Communist infiltrated fellowtraveler parties who follow truly the Communist Party Line in slogan and policy. The only notable exceptions to this grouping are two well known Koreans KIi, Ko and Dr. KIi, Ryu Sik, whose followers in South Korea that have not now deserted them are mourning the fact that their leaders have fallen into the Communist trap set to catch patriotic but unwary non-Communists. The baiting of this trap follows the same familiar Eastern European pattern used in taking over of Poland, Yugoslavia, Bulgaria, Albania, Roumania and Czechoslovakia by the Communists, as well as in some other smaller nations who have completely lost their free democracy under Soviet pressure and direction. The South Koreans who were invited by and were acceptable to the Soviet sponsored "North-South Conference" are specifically those who "oppose the elections in South Korea." Of course, we all know that the Communists and their fellow travelers oppose the elections. We haven't heard much of anything else in their "party line" propaganda since last November, and this has greatly increased since the United Nations Commission arrived in Korea in January. The Communists oppose elections because their Soviet masters have ordered them to do so. They do not want any form of secret ballot election outside the absolute Communist pattern and control, because they know it will show up the numerical weakness of those Koreans who want to sell their nation into the slavery of a Communist Satellite state. The reasons for opposition to election by the few other self-elected "Representatives of South Korea" have not been so clear to the people, but there is a strong suspicion that they fear that their following, as expressed by the voters, will be extremely disappointing, and wish to save face by not participating. DECLASSIFIED Authority NND 76070 -3- XXIV Corps G-2 P/R #828 Confidential The very significant fact is, that in spite of all the propaganda and violence against elections on the part of the Communists and their stooges, plus the misguided efforts of those who boycott and oppose the election, over 90% of all eligible Korean voters in South Korea have registered to vote. This shows their desire to select their own representatives by secret ballot to form a Korean Government. In the face of the facts and positive evidence in the case, how can anyone say that those self-appointed "South Korean Leaders" attending the Pyongyang Conference in any way represent the good people of South Korea? Even if they represent every man and woman who refused to register they still "represent" less than 10% of the South Korean people. Even this calculation of less than 10% disregards the many potential voters who couldn't register because they were ill, who were terrorized by Communist hooligans, who were away from home or who failed to register for some other reason other than actually opposing the elections. When we consider all these facts, we may well conclude that the so-called "North-South Conference" in Pyongyang should much more appropriately be called the "All Korean Communist Conference". It certainly is not a Conference where South Korea is represented in any appropriate manner that could be recognized by free and democratic nations. The official radio accounts of the sessions of the Conference have been very illuminating. The principal themes of all speeches made in the sessions have been attacks on the United States, attacks on the United Nations Temporary Commission on Korea and attacks on the election set for 10 May. There is much eloquent double talk about the election separating Korea permanently into two sections. All such talk is amusing in its falseness. Koreans are all aware that the United Nations Resolution called for elections throughout all of Korea; those elections to be followed by the elected Korean representatives establishing a Korean National Government, in turn followed by withdrawal of occupying troops. Koreans who know the facts, are aware that the United States has always tried and is still trying in every way possible to unite Korea into one whole nation under its own sovereign democratic government, according to the will of the peopl. They are aware that all member nations of the United Nations except the Soviet block of six voted to do just that by means of a free election as soon as possible throughout all Korea, to be followed by withdrawal of all occupying troops. All Koreans know that every effort to unite and free the Korean nation from occupation and place it under its own freely elected government has been consistently blocked by Soviet Russia by one device or other, accompanied by floods and floods of confusing and false propaganda, much of which is self-contradictory. The record of the United States and of the United Nations on this matter is clear for all Koreans who watched the proceedings of the US-USSR Joint Commission and who have seen Soviet Russia sabotage the efforts of the United Nations to treat Korea as a national unit in order to have all Koreans, regardless of political beliefs have a say in forming their government. The record is also clear that the Soviets, with the Korean stooges who want to sell Korea into Communist slavery, have spared no effort to lay the blame on the United States. In this effort they have even gone into the propaganda song and dance that the United States wants Korea as a colony and a place for American military bases, which are the most fantastic lies of all. -4- Confidential DECLASSIFIED Authority NND 74507[illegible]
