ARMED FORCES a. Rightist Leader Kidnapped by North Korean Constabulary A staff member of the NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN INDEPENDENCE in YONGTONG (1072-1696) is reported to have been kidnapped on 27 May by members of the North Korean Constabulary. (CIC P/R #132 - Police report) b. Correction of P/R #643 The observation of 22 Soviet soldiers in SAM HOE RI (934.5-1698.0) on 24 May was incorrectly reported and should have read 2 Soviet soldiers. (7th Division Flash report) 2. POLITICAL ACTIVITIES Negative 3. CIVIL UNREST a. Rightist Party Members Arrested in KYONGSANG-PUKTO On 29 May two members of the NORTHWEST YOUNG MEN'S ASSOCIATION in TAEGU were arrested by Constabulary MP's for being implicated in the distribution of anti-Constabulary handbills. The NWMA members were turned over to the Korean police for investigation. (6th Div. P/R #953. B-2) NOTE: This is the third report of incidents between the Constabulary and members of the NORTHWEST YOUNG MEN'S ASSOCIATION in the TAEGU area (see P/R's #848 and 851) b. Attack Repulsed on CHEJU-DO At 020030 June raiders attacked the village of CHOCHING NI (coordinates unknown) from three directions, but the attack was repulsed by Constabularymen with no casualties to either force. (MG Report - B-2) c. Raiders Killed on CHEJU-DO During the 24 hour period ending 031800 June 11 raiders were killed by Constabulary and police action on CHEJUDO. (MG Report-B-2) d. Communists Attacks Police in KANGWON-DO On 31 May five police detectives were dispatched to YONGYUNG DONG, KANGNUNG Gun (1180-1600) to search for communists reported in the village. When they arrived they were confronted by 30 communists armed with five rifles, one pistol and an unknown number of hand grenades. The firefight lasted for approximately one hour but the communists dispersed when police reinforcements arrived. One police detective was wounded, one communist was killed and two were arrested. Dissension Between Police and Constabulary in KANGWON-DO On 30 May a member of the Constabulary was beaten by a policeman in CHUNCHON (1060-1680). Constabulary officers and enlisted men protested to the police headquarters but the police denied any knowledge of the beating. (CIC P/R #132 Police report) 4. PSYCHOLOGICAL Translation of SEOUL Newspapers (See Incl. #1) 5. SABOTAGE & ESPIONAGE a. Young Espionage Agent Apprehended A 14 year old agent from North KOREA was apprehended in NAEPYONG-NI (1080-1680). The boy confessed he had been sent to South KOREA by a North Korean Constabulary platoon leader in YANGGU (1090-1700) to gather information on the South Korean police in CHUNCHON (1060-1680) and police guards along the parallel. The youth was released because he was too young to be prosecuted under Korean law. (CIC P/R #132 - Police report) b. Former North Korean Constabulary Staff Member in SEOUL It is reported that a former staff member of the North Korean Constabulary (RO AN DAI) and also Chief of the Finance Department of the NKO Staff Training School is living in SEOUL and acting as an Liaison agent to North KOREA.
