1. 위원단은 표현과 집회, 언론의 기본적인 자유가 존중되고 보장됨이 확인된다면 남조선에서 치러지는 선거를 참관하기로 결정했다. 4월 29일 위원단은 주한미국 육군 총사령관이 선포한 선거를 참관하기로 만장일치 투표로 결정했으며, 이러한 목표 달성을 향한 군 당국의 지원과 선의에 만족감을 표했다.
2. 위원단은 이번 선거가 남조선과 북조선 양쪽에서 치러지지 않고, 모든 혹은 대부분의 정당과 단체를 포함하지 못한다는 점에서 전국적인 선거가 아님을 잘 알고 있다. 위원단 구성원들은 조선의 문제에 대해 항상 일치된 의견을 보이면서도, 이번 선거에 대한 평가에서는 확실한 의견 차이를 보였다. 그들 중 일부는 이번 선거의 결과가 조선의 문제 해결에 기여할 지 의심하고 있으며, 설사 그러한 의심은 품지 않는다 하더라도, 남조선에서 치러지는 선거에 대해 높이 평가하는 건 원하지 않고 있다. 용어에 대해선 다소 유보적이면서도, 그들은 "확실한 우파선거"라고 부르길 원한다. 위원단의 다른 구성원들은, 위원단의 성과에 완전히 만족하지는 않지만, 이번 선거가 조선의 통일과 주권 국가를 향한 한걸음이라고 생각하는 경향이 있다. 그들은 이번 선거를 우파 선거라고 부르는 걸 좋아하지 않으며, 만약 그렇다 하더라도, 그들은 우익적인 요소가 없는, 혹은 선거에 반대했던 사람들이라고 할 수 있는 분파는 아주 소수라고 믿고 있다. 다른 구성원들은 이런 상황에 대한 최종 의견을 밝힐 준비가 되어있지 않다.
3. 이런 방식으로 선거가 치러지는 것과 관련해, 일부 대표는 선거법과 위원단 권고사항 위반이라는 의견을 냈다. 예를 들어, 우리는 투표소 안팎에서 향보단(National Defence Corps)을 목격했다. 이 병력은 경찰이 평화와 질서를 유지하는 데 지원을 받기 위해 조직했다. 그들이 투표의 자유를 어느 정도 제한했을 수 있다. 일부 지역에서는 경찰이 투표소 내에 들어가 있었다. 청년단체원들도 가
끔은 유니폼을 입은 채, 투표사무소 안과 주변에 있었다. 우리 중에는 일부 장소에서 사생활과 비밀이 제대로 보장되지 않는 것을 목격한 사람도 있다. 그러나 선거는 전체적으로 매우 순조롭게 진행됐으며, 조직과 효율성도 아주 뛰어났다. 사실 몇 시간 만에 매우 높은 투표율에 이르렀다는 점은 효율성 면에서 주목할 만했다. 내 생각엔, 효율성에 대한 우리의 평가에서는 어느 정도 주의와 신중함이 있어야 한다. 그러나 참관 결과에 대한 최종 결론은 추후 내려질 것이며 총회 보고서에 포함될 것이다.
4. 위원단은 선거 참관이 위원단 임무의 단지 한 부분임을 잘 알고 있다. 위원단은 선출된 대표자들에게 즉각 정부를 구성하라고 조언하지 않았다. 우리는 이들 대표가 정부를 구성하기 전에 조선의 통일을 달성하기 위해 이번 선거에 반대했던 모든 집단의 지지를 받을 수 있게 노력을 다해 주길 바라고 있다.
5. 위원단은 선거 참관을 위원단 직무의 명확하고 확실한 한 단계로 간주하고 있으며, 선거에 대한 총회 보고서의 첫 장(part)에 이를 기록할 것이다. 위원단은 이 과업에 집중할 수 있도록 조선을 벗어난 보고서를 쓰기로 결정했다. 위원단은 위원단이 조선에 없는 동안 연락단을 서울에 남겨두기로 했다. 위원단은 일본을 선택했으나, 맥아더가 위원단의 일본에 있는 것을 반대했다. 위원단은 최대한 빨리 조선을 벗어나 보고서의 첫 부분을 쓰기로 재확인했다. 맥아더의 성명과 관련해, 위원단은 공식 채널을 통해 그 문제에 큰 관심을 기울이겠다는 점을 강조하려한다.

1. The Commission had resolved to observe the elections in the south of Korea provided it ascertained that fundamental freedoms of speech, assembly and press were respected and guaranteed. On 29 April, the Commission decided by a unanimous vote to observe the elections announced by the Commanding General of the United States Army in Korea, noting its satisfaction with the assistance and good-will of the military authorities towards the achievement of these objectives.
2. The Commission is well aware of the fact that these elections are not nation-wide elections in the sense that they do not comprise the South and the North of Korea, and that they do not include all, or most of the existing political parties and organizations. While the members of the
Commission have been always unanimous in their concern about the Korean problem, they nevertheless show certain divergences in their appraisal of these elections. Some of them doubt whether the very outcome of these elections will contribute to the solution of the Korean problem, and even if they do not entertain such doubts, they do not want to regard the elections in the South nation-wide. With perhaps some reservation as to the terminology they want to call them "decidedly rightist elections". Other members of the Commission, while not completely satisfied with the achievements of the
Commission, are inclined to think that these elections may be one step towards the unification and sovereignty of Korea. They certainly do not like to call these elections rightist elections, and if they do so, they believe that nonrightist elements, or rather those factions of the people which opposed the elections, are a very small minority.

Still other members are not yet ready to express a final opinion on the situation.
3. With regard to the way in which these elections were conducted, some representatives have noted certain violations of the electoral law and the recommendations of the Commission. For instance, we have observed the presence of members of National Defence Corps in and around some the polling places. These corps were organized by the police to assist them in keeping peace and order.
They may have constituted a certain degree of restriction on the freedom of the voters. In some places the police were inside the polling place. Members of youth organizations, sometimes in uniform, were also in and around some voting offices. Some of us noted lack of privacy and secrecy in some places.
On the whole, however, the elections were conducted very smoothly and on a fairly good level of organization and efficiency. In fact the efficiency was so remarkable that the figure of the voting reached a very high percentage in a few hours. This, in my mind, should give rise to a certain degree of caution and reservation in our appraisal of that efficiency. However, a final conclusion about the result of these observations will be made later and will be included in our report to the General Assembly.
4. The Commission is well aware of the fact that observing the election completes only one stage of its mission. It has not yet committed itself to advise the elected representatives to immediately establish a national government. It is our hope that these representatives make all efforts before forming a government to get the support of those elements which opposed the elections, in order to achieve unity for Korea.
5. The Commission regards the observation of the elections as one distinct and clear stage of its work, and it decided, therefore, to write the first part of its report to the General Assembly covering the elections. It decided to write this report somewhere outside Korea in order to be able to concentrate on this phase of its task. At the same time, it has decided to leave a liaison group in Seoul during its absence. The Commission chose Japan,

but General MacArthur had objections to the presence of the Commission in
Japan. Nevertheless, the Commission has reaffirmed its decision to write the first part of its report outside Korea as soon as possible. With regard to the statements made by General MacArthur, the Commission wishes to emphasize that it will give serious attention to the matter through official channels.
