유엔조선임시위원단(UNTOK) 공보자료 제32호에서 인용된 바와 같이 위원회가 채택한 결의 내용은 다음과 같다.18
1947년 11월 14일 총회 결의 조항에 따라, 그리고 그날 이후 조선과 관련한 상황 전개를 고려하여, 위원단이 접근할 수 있는 조선의 그 지역에서 결의 제2호에 명시된 프로그램을 시행하는 것이 유엔조선임시위원단의 의무라고 결의했다.
이를 고려해 나는 남조선에서 선거 준비에 박차를 가하기 위해 선거일을 5월 20일로 할 것을 제안한다.
1947년 9월 3일 남조선 정부가 승인한 군정법령 제5호가 선거 입법을 위한 기본 틀로 사용될 것이다. 이 법률(첨부문서 No.1 참고)의 시행과 관련된 다양한 단계들은 적어도 80일을 필요로 하며, 지연 없이 선거일이 결정되는 게 가장 바람직하다는 것이 사령관과 군정장관을 담당하는 장교로서의 나의 생각이다. 만약 당신이 이 기간을 10일 정도 줄일 수 있다고 생각한다면, 나는 그 절차에 대해 크게 반대하지는 않을 것이다.
하지 장군이 나의 계획에 동의했고, 선거가 첨부문서 No.1에 언급된 시간표에서 가장 빠른 실행 가능한 날에 실시되어야 하며, 첨부문서 1에 있는 시간표는 전체적으로 준수되어야 한다고 그는 생각하고 있다.

SUBJECT: Date of Elections.
In view of the resolution adopted by the Interim Committee as quoted in UNTCOK Press Release #32, which reads as follows:
"RESOLVED THAT: in its view it is incumbent upon the United
Nations Temporary Commission on Korea, under the terms of the
General Assembly Resolution of 14 November 1947 and in the light of developments in the situation with respect to Korea since that date, to implement the programme as outlined in Resolution II in such parts of Korea as are accessible to the Commission.", I would suggest that in order to accelerate completion of preparations for elections in South Korea, that May 20th be established as the election date.
It appears probable that Public Act No. 5, approved by the South Korean Government on 3 September 1947, will in general be used as the framework for the necessary election legislation.
The various steps involved in the execution of this law (see
Inclosure No. 1 attached hereto) require a period of at least
90 days, and from my viewpoint as the officer responsible to the Commanding General and the Military Governor, it would be highly desirable to decide on the date of the election without delay. If you should see fit to shorten this period by about ten days, I could see no great objection to that procedure.
General Hodge agreed with my plan and thinks that while elections should be held at the earliest practicable date, the time schedule mentioned in Inclosure No. 1 should be generally adhered to.
