ARMED FORCES Negative 2. POLITICAL ACTIVITIES Negative 3. CIVIL UNREST Violence In South KOREA During Election Period A summary of violence by province for the period 08 - 10 May is attached. (See Incl. #1) COMMENT: The number of communist attempts to disrupt the election was surprisingly small. Detailed plans reported by B and lower evaluated sources convinces this office that an all-out effort was definitely scheduled for 09 and 10 May. Though there was never any doubt that the police would be able to control the situation, it was thought that there would be many more incidents for them to handle. It is considered that an important feature of the election itself was the employment of deputized civilians to stand near the polls. The provincial agencies have not reported on that feature, but in SEOUL the sight of five or six burly young men near each polling place, wearing distinctive armbands and carrying clubs, must have had a quieting effect on any communist with a modicum of good sense. It is certain, from the number of women some with small children - seen in the lines at the polls, that the "average citizen" could cast a vote without fear that he or she would be a victim of the typical Communist savagery.
