정보참모부 정기보고 보고 기간: 1948년 4월 27일~1948년 4월 28일 주한미육군사령부 서울, 조선 1948년 4월 28일 제820호 3. 민간인 소요 h. 추가된 공산주의자들의 폭동 계획 남조선 내 모든 남로당 조직에 다음과 같은 지령이 내려진 것으로 알려졌다. (1) 선거에 출마하는 후보자들을 살해하는 걸 염두에 두고 폭동을 일으킬 것. (2) 임무는 5월 10일까지 반드시 완수할 것. (방첩대 정보요약보고, 4월 26일. 경찰보고) i. 선거를 무산시키기 위한 공산주의자들의 또 다른 계획 공산주의자들이 선거를 무산시키기 위해 준비한 가장 최근의 계획은, 후보자와 그 가족에게 암살하겠다고 위협하는 편지를 보내는 것이다. 편지는 가족에게 보 내져질 것이며, 그 가족은 위협을 느껴 후보자에게 출마하지 말도록 설득할 것으로 공산주의자들은 기대하고 있다. (방첩대 정보요약보고, 4월 24일. F-6) 논평: 이런 위협은 인민위원회에 투표하게 하거나, 투표용지 빈칸에 투표하거 나, 출마하지 않은 사람의 이름을 적는 등의 방식으로 선거를 기피하게 만드는 수 동적인 수법이라고 볼 수 있다. 그러나 이런 위협이 후보들을 막지 못하면, 공산 주의자들에 의해 실제로 암살이 벌어질 수 있으며, 또한 벌어져 왔다. j. 공산주의 폭도들, 군중 속에 숨어 체포 회피 최근 보고에 따르면, 폭동과 소요를 선동하려는 공산주의자들의 계획 중에는 세 포 조직이 체포되지 않기 위해 군중 속에 자신을 숨기라는 지시가 있다. ARMED FORCES a. South Korean Police Exchange Fire With North Korean Constabulary At about 1030 hours on 24 April five North Korean constabularmen escorted seven North Korean farmers south of the 38th parallel in the vicinity of SANGSUNEE RI (1100-1690), apparently for the purpose of working in a field allegedly belonging to the North Korean farmers. When they attempted to investigate, four South Korean police were fired on by the North Korean constabularmen. The fire fight lasted about 20 minutes and the farmers and North Korean constabularmen withdrew north of the parallel. (CIC P/R #100. Police rpt) 2. POLITICAL ACTIVITIES Negative 3. CIVIL UNREST a. Correction Of P/R #818 The election candidate reported killed in paragraph 3b(1) was a candidate in KOESAN GUN (1078-1558) CHUNGCHONG PUKTO, not KYONGSANG PUKTO as previously reported. b. Another Candidate Killed In CHUNGCHONG PUKTO (Delayed Report) SUH Byung Doo, vice-chairman of the CHUNGCHONG PUKTO branch of the UNITED YOUNG MEN'S PARTY and a registered candidate for the election was killed on 09 May. Members of the SOUTH KOREA LABOR PARTY are suspected of the assassination. (CIC S/I, 26 April. B-3) c. Riots Continue In KYONGSANG PUKTO (1) At 240310 April 30 rioters in PONGWHA GUN (1180- 1570) turned in a fire alarm. When the town head went to investigate he was beaten to death by the mob. His oldest son and the principal of the local primary school were also severely beaten and not expected to live. (CIC P/R #100. Police rpt) (2) At 240140 April a mob of ten persons armed with a shotgun and spears attacked three members of the Communal Protective Unit (NU HANG BO JONG) in KYONGJU GUN (1219-1436) wounding all three members seriously. (CIC P/R #100. Police rpt) (3) At 240030 April 20 rioters, using gasoline, destroyed the home of a prominent rightist in KAF SAN DONG, KYONGJU GUN (1218-1436). (CIC P/R #100. Police rpt) Confidential DECLASSIFIED Authority [illegible] XXIV CORPS G-2 P/R #820 Confidential (4) At 202300 April in KYONGJU (1218-1436) two mobs consisting of between 20 and 30 persons each armed with shotguns, swords and bamboo spears engaged in a series of attacks in which four persons were seriously injured. (CIC P/R #100. Police rpt) (5) At 220130 April the chairman of the election committee in YONGCHON GUN (1190-1460) was abducted from his home by seven rioters. He was found at 220700 April stabbed to death about one kilometer from his home. (CIC P/R #100. Police rpt) (6) At 201930 April about 30 rioters attempted to attack the principal's home of the POHAND (1230-1460) Girl's high school. A policeman fired into the mob, killing one and dispersing the rest. (CIC P/R #100. Police rpt) c. Court Stenographers and Clerks Strike in Protest The clerks and stenographers of the TAEGU (1150-1430) District Court went on strike on 22 April in protest against the manhandling of a court clerk by a police detective. Although the detective was discharged from the force the court workers feel that he deserved a stronger punishment. (CIC P/R #100. B-2) d. Police Box Attacked In KYONGGI DO At 272245 April the police box at UCHON BONG, about 300 yards south of OP #10 (935.3-1696.5), was attacked by three unknown individuals, wounding one policeman. (7th Div. Flash rpt. B-2) e. Flares Observed In SEOUL At 272045 April a yellow flare was observed, apparently fired from due south of the 707th Ordnance Company compound. At 2048 and 2050 hours the same organization observed white flares fired approximately one mile east of their compound. (7th Div. Flash rpt. B-2) At 2255 hours a white light, believed to be signal communication blinker, was observed on the west side of Nan San Mountain. The blinker continued for 10 minutes. (7th Div. Flash rpt. B-3) f. Police Box Attacked In CHUNGCHONG PUKTO (Delayed rpt) On 17 April a mob of 12 armed with stones and knives attacked the police box at SINIM (1100-1600). Police fire drove the attackers away after two policemen had been injured. (CIC P/R #100. Police rpt) g. Communist Attack Rightists In KYONGSANG NAMDO A mob of 20 attacked the UNITED YOUNG MEN'S PARTY office in SANYANG RI (1161-1323) on 21 April. One UYMP member was killed and three was seriously wounded. (CIC P/R #100. Police rpt) h. More Communist Riot Orders Issued It is reported that the following instructions have been issued to all branches of the SOUTH KOREA LABOR PARTY: (1) Riot with the intent to kill candidates for the election. (2) Mission must be completed by 10 May. (CIC S/I, 26 April. Police rpt) -2Confidential DECLASSIFIED Authority NND 76570 XXIV CORPS G-2 P[illegible] #820 1. Another Communist Plan to Disrupt Election The latest version of communist plans to disrupt the election is to send letters threatening assassination of both candidates and their relatives. These letters will be sent to the candidates' relatives and it is the communists opinion that the relatives will be able to persuade the candidates to withdraw from the election. (CIC S/I, 24 April. F-6) COMMENT: It appears that this intimidation of candidates falls into the category of passive methods of discouraging the election, such as voting for the People's Committee, casting blank ballots and writing in a name on the ballot of an individual who is not a candidate. (See P/R #818). However if the threat does not sufficiently discourage the candidate, the actual assassinations can be and have been accomplished by the communists. j. Communist Rioters To Integrate With Crowd To Avoid Arrest Recent reports of communist plans for instigating riots and disturbances include instructions that the communist cell members are to integrate themselves with the crowd so that they will not be arrested. (CIC S/I, 26 April. C-3) COMMENT: Previous instructions to communist rioters have included the plan that cells should divide into two groups, one group which would agitate the riot while the other group mingled with the crowd that always forms and encourage them to participate. (See P/R #815) 4. PSYCHOLOGICAL a. Translations of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE & ESPIONAGE a. Possible Sabotage Attempt The guards of 2nd battalion, 31st infantry ammunition dump, upon being alerted by a watchdog, fired upon two fleeing men, believed to be Koreans, who had apparently attempted to break into a demolition tent. A check of the ammunition revealed that nothing had been taken. (CIC P/R #100. B-2) b. Korean Saboteur Apprehended At 281000 April a Korean was arrested in the U.S. Engineer area in YONGDUNG PO (990-1639) while pouring gasoline on a lumber pile, with evident intention of sabotage.
