3. 민간인 소요
a. 제주도에서 공산주의자들 마을을 공격
(1) 5월 3일 오후 5시 공산주의자들 약 100명이 애월면(930-1147)을 공격했다. 경찰은 제주읍에서 증원부대를 파견했다. (경찰보고)
(2) 5월 3일 오후 7시 30분 총으로 무장한 20명을 포함한 폭도 60명이 외도리(948-1152)를 공격했다. (경찰보고)
b. 제주도에서 선거 공무원들 집을 비우고 피신 폭력사태가 빈발하자 중산간 지역에 거주하는 선거관리위원들이 해안마을로피신하고 있다. 대체 근무자나 교체 인원을 확보할 수 없다. (경찰보고)

a. Communists Attack Villages On CHEJU DO
(1) At 031700 May approximately 100 communists attacked the town of AEWOL (930-1147). Police dispatched reinforcements from CHEJU city. (Police rpt)
(2) At 031930 May a mob of 60, 20 of whom were armed with rifles, attacked the village of HWEDO RI (948-1152).

b. Election Officials Evacuate Homes On CHEJU DO
As a result of terroristic activities voting district committeemen who live between the mountains and the main island highway are leaving their homes and believed to be living in coastal towns. No alternates or replacements can be secured.

c. Dynamite Confiscated In KYONGSANG PUKTO
At 010300 May three sticks of dynamite, 48 caps, 40 feet of fuse and 2 bags of gunpowder were confiscated from a member of the SOUTH KOREA LABOR PARTY in YONG SUK MYUN, KYONGJU BUN (1210-1430). As the communist was taking the police to a place where more material was supposedly hidden, he attempted to escape and was killed. (Police rpt)
d. Communist Home Attacked In KYONGSANG PUKTO
At 010130 May dynamite was thrown into the home of a communist in TAEGU (1150-1430). The communist was not at

e. Town Leaders Killed In KYONGSANG PUKTO
(1) At 021930 May three terrorists armed with iron bars beat to death the myun head of MOOL MA MYUN, PONGHWA

(2) At 020300 May the secretary of the myun head in
CHUK CHANG MYUN, YONGIL GUN (1220-1470) was severely beaten by 20 terrorists armed with clubs. (CIC P/R #106. Police rpt)
f. Rightist Office Attacked In KYONGSANG PUKTO
The office of the UNITED YOUNG MEN'S PARTY in KONGJU
GUN (1230-1430) was attacked at 020430 May by a mob of 20 terrorists armed with shotguns and Japanese rifles. The mob fled when the party members resisted. No casualties resulted.

g. Alert Police Repelled Attacks In KYONGSANG PUKTO
Small groups of three to four men attempted to seize the police boxes of CHONGSON GUN (1105-1495) and YECHON GUN
(1150-1430) on 02 May. The police were alert and the mobs were dispersed without action. (CIC P/R #106. Police rpt)
h. Communist Continue To Plan For Riots In KYONGSANG
PUKTO
At a recent meeting of the SOUTH KOREA LABOR PARTY in one of the provinces it was decided that if no help came from
North KOREA as expected, riots would be carried out without this help. The principle points stressed were: (1) all vehicles, including American, should be disabled, (2) only candidates and police officials are to be killed and (4)
continued pressure on the constabulary is to be exerted to get them to fight the police. (CIC S/I, 04 May. F-6)

a. Communists Conduct Election Poll
An attempt is being made to take a poll of the people in TAEGU (1150-1430) to determine their political leanings.
Results of this poll are to be forwarded to SEOUL where they will be consolidated with results from other districts. The

consolidated report is supposedly to be forwarded to the
Soviet headquarters in PYONGYANG and will be used as a basis of future policies and propaganda for the strengthening of communism in South KOREA. (CIC S/I, 04 May. C-6)
b. US Communication Cable Severed In SEOUL
A 7th Division communication cable, from the main switchboard to a temporary switchboard being used in a field problem was severed, apparently with an ax, at 042040 April.

a. Communists Parliamentary Procedure Used At JointPolitical Conference Eliminates Discussion and
Individual Opinions
Communists procedure, different from the normal
Parliamentary procedure, was followed at the North-South
Political leaders' conference. This procedure operates essentially as follows: The program of the meeting is issued to all parties attending. If a decision on a subject is required, each party meets separately and formulated a proposal. This proposal is read before the general assembly; no individual present is allowed to voice an opinion. One party is permitted to read only one proposal regarding a particular subject. After, or sometimes prior to, the reading of the separate proposals a Drafting Committee of
11 men is elected to analyze all party proposals submitted and to draft a new report or decision. The report compiled by the Drafting Committee is presented to the assembly and a vote taken without further discussion being permitted. The vote is taken by show of hands and photographs are taken of the voting to be kept as evidence. (CIC S/I, 01 May. F-6)
