2. 법무부는 법령 제176조에 의해 제주도의 유치장을 조사하기 위해 조선인 감찰관을 파견했다. 교통편을 확보하지 못해 출발이 연기됐다. 전체 보고서는 그가 돌아온 뒤 작성될 것이다.

TO: Commanding General, United States Army Military Government in Korea, APO 235 Unit 2.
1. The jails are under jurisdiction of the Police Department.
2. The Department of Justice arranged for a Korean investigator to go to Cheju-Do to investigate the jails under Ordinance No. 176. His departure was delayed by inability to obtain transportation. Full report will be made on his return.
