방첩대는 경찰과의 연락을 통해 다음의 정보를 입수했다.
군정청 경무국장이 수도경찰청장에게 다음과 같이 보고했다.
조선의 해방 이후 수많은 밀수업자가 제주도에 본부를 만들었다. 이들은 의류, 화장품, 유리 제품 등을 일본에서 조선으로 밀수하고 있다. 밀수품들은 부산항과 충청남도 남부에 있는 미상의 항구를 통해 조선으로 반입됐다.

SUBJECT: Cheju Island, Smuggleing to and from
SUMMARY OF INFORMATION
The following information was received by this office through liaison with the National Police.
The Chief of Police, Military Government, reported to the Chief of Metropolitan Police as follows:
After emancipation of Korea, numerous smugglers made their headquarters on Cheju Island. They smuggled clothes, toilet articles, glass, and other materials from Japan to Korea. The goods were brought into
Korea through the Port of Pusan and an unknown port in Southern Chungchong-namdo.
