3. 민간인 소요
a. 제주도 폭동 계속 4월 24일 정오부터 다음 날 정오 사이에 제주도에서 다음과 같은 폭동과 소요가 있었음이 보고되었다.
(1) 제주읍 동쪽으로 서귀포(좌표 미상)까지의 모든 전화선이 절단되었다.
(2) 제주 비행장 활주로를 이륙하던 C-47기 1대가 4월 24일 오후 저격수 2명으로부터 저격당했다.
(3) 미군정청 내의 PX 건물이 4월 24일 밤사이에 파괴되었다.
(4) 4월 23일 무장대 2명이 경찰에 사살되었다. (경찰보고)
b. 제주도에서 더 많은 우익인사 피살 (추가보고)
4월 11일 우익 민간인 3명이 신엄리(937-1146)에서 무장대들에 피살되었다.

a. RHEE Attempts To Eliminate Excess Rightist Candidates
On 22 April 70 members of the Representatives Conference of All Patriotic Political Parties and Social Organizations met at the home of RHEE to formulate election plans. After much discussion, it was decided that in districts where middleroader and communists parties have entered candidates in the election the Nationalist forces, RHEE followers, would recommend only one candidate. In districts in which there is no competition to rightist candidates all Nationalist candidates will be permitted to run. (CIC S/I, 26 April. C-2)
b. Communists To Use Election To Promote People's
Committee
A new plan of the SOUTH KOREA LABOR PARTY to sabotage the election has been issued. All party members will go to the polls and vote, not for a candidate, but for the People's
Committee. The number of votes received by the Peoples
Committee will then be sent to North KOREA where it will be announced over the radio prior to the announcement of the election result in South KOREA. (CIC S/I, 24 April. C-3)
COMMENT: This is the third system reported. The others were to cast blank ballots (see P/R #790) and to write in the name of an individual who is not a candidate
(see P/R #817).
3. CIVIL UNREST
a. Rioting Continues On CHEJU-DO
For the period ending 251200 April the following riots and disturbances have been reported on CHEJU DO:
(1) All telephone lines east of CHEJU City to
SOGWIPO (coordinates unknown) were cut.
(2) A C-47 plane taking off from the CHEJU airstrip on the afternoon of 24 April was fired on by two snipers.
(3) The PX building in the Military Government area was broken into during the night of 24 April.
(4) Two raiders were killed by the police on 23 April.

b. More Rightists Killed On CHEJU DO (Delayed Report)
On 11 April three rightist civilians were shot to death by raiders in the village of SINAM-NI (937-1146).

c. Election Candidate and Committeemen Killed In KYONGSANG-PUKTO
(1) At 232240 April the general election candidate of the KOREAN-INDEPENDENCE PARTY in KOESAN (1078-1553) was shot and killed near his home by unknown assailants. (CIC

(2) A member of the election committee in SONGJU GUN
(1125-1445) was beaten to death by 10 rioters at 242350 April.

(3) The chairman of the second election district in
IMKO MYUN, YONGCHON GUN (1190-1450) was found dead at 220530
April. The time of his death is unknown. (Police rpt)
d. Communists Attack Rightists In KYONGSANG-NAMDO

At 220220 April 20 SOUTH KOREA LABOR PARTY members in
TONGYONG GUN (1140-1310) attacked members of the DAI DONG
YOUTH ASSOCIATION, killing one and wounding three. (Police rpt)
e. Signal Fires Observed In KYONGSANG-NAMDO (Delayed
Report)
(1) Between 2000 and 2100 hours on 21 April four signal fires were observed in TONGYONG GUN (1140-1310) and two fires were observed in KUMHAE Gun (1190-1360). Groups of
10 to 15 people assembled at each fire shouting communist slogans. (Police rpt)
(2) At 232045 April six fires were observed on the tops of mountains surrounding USAN (1150-1360). No disturbances were reported. (Police rpt)
f. Flares Observed In KYONGGI-DO
(1) At 241050 April a blue flare was observed on a hill north of the 13th Engineer area, SEOUL. (7th Div. Flash rpt. B-2)
(2) At 242155 a red flare was observed approximately
200 yards east of the eastern boundry of the 32nd Infantry compound in SEOUL. (7th Div. Flash Rpt. B-2)
(3) At 252135 April 11 red flares, fired at ten second intervals, were observed originating from a hill behind the 216th QM area in SEOUL. (7th Div. Flash rpt. C-3)
(4) At 252240 April a green flare was observed over the village of BU PYONG (975-1640). (KBC Flash rpt. B-2)
g. Police Break Up Mob In KYONGSANG-PUKTO
While patrolling for terroristic mobs in the mountains in the vicinity of KANGDONG MYUN (1222-1460) on 24 April the police located and attacked two mobs, each composed of about
25 rioters. A total of five of the rioters were killed, the remainder of the mobs escaping. Police suffered no casualties and no arrests were made. Both mobs were armed with American

h. Communists Attack Rightist Youth In KYONGSANG-PUKTC
At 250100 April a mob of 20 communists armed with clubs and knives severely beat an unknown number of UNITED
YOUNG MEN'S PARTY members who were guarding the election booth in SINCHONG DONG (1144-1492). The same mob also severely injured a local election committeeman's father and set fire to the committeeman's home. (CIC Flash rpt. Police rpt)
i. Communists Arrested While Printing Handbills
On 21 April the police of TONGYONG UP, TONGYONG GUN
(1140-1310) arrested the local chairman of the SOUTH KOREA
LABOR PARTY propaganda department and another SKLP member, both of whom were involved in the 07 February disturbances.
The arrests took place in a fellow party member's home where the two men were found printing approximately 80,000 handbills calling for the banishment from KOREA of RHEE and KIM Sung Soo and expulsion of the UN Commission. (Police rpt)
j. Police Telephone Lines Cut In KYONGSANG-NAMDO
During the night of 24-25 April police telephone wires in PAL SONG GUN (1140-1430) were cut in eight different places. (CIC Flash rpt. Police rpt)
