a. Communists Organize Information Gathering Agency In
SEOUL
On 14 April, the chiefs of the Propaganda and Business
Department of the SEOUL headquarters of the SOUTH KOREA LABOR
PARTY held a meeting to establish a Central Information Bureau to function in South KOREA. Each party cell will designate two members whose specific assignment will be as follows:
(1) Gather information on employees of USAMGIK
(2) Gather information on employees of the US
Armed Forces
(3) Gather information on employees of the South
Korea Interim Government
(4) Prepare for assignments for gathering special information when necessary.
This information will be relayed by liaison men to the party headquarters.
The special assignment for SEOUL information gatherers is a day to day report of the strength, weapons and ammunition of each police box and substation and the strength of rightist youth groups within their area. (CIC S/I, 17 April. C-3)

a. Correction Of P/R #810
The police box attack reported in paragraph 3a, P/R
#810, should have been reported as occurring at HADONG-NI
(1225.5-1583.2). Two civilians were reported killed, two US carbines stolen and two buildings burned. (CIC Flash rpt. A-2)
b. DAI DONG YOUTH Killed On CHEJU DO
For the 24 hour period ending 171200 April it is reported that two DAI DONG YOUTH members were shot and killed approximately two miles southeast of CHO CHON (964-1155).

c. Police Attacked While Investigating Signal Fires In
SEOUL Area
At 182030 SEOUL police observed a beacon fire on the
Im Wong hills. During the investigation, about 20 shots were fired at the police. One civilian was killed and two were wounded by these shots. A party of 400 policemen made a search of the hills at 190200. Six arrests of suspected persons were made. A total of six beacon fires were observed on the night of 18-19 April on hills surrounding SEOUL.

d. Handbills Distributed In KYONGGI DO
Handbills, following the usual communist line of opposition to registration, voting and the demand for withdrawal of occupation troops, were distributed in the KAESONG
(950-1690) area on 11 April. The handbills were signed by the "Fighting Committee to Save The Country." (Translation)
e. Koreans Send Bombs Through Mails
On 16 April the 7th Division Ordnance Officer reported a homenade bomb had been turned over to him by the police who claimed it had been taken from the Korean mails.
The bomb was supposedly sent unwrapped. A piece of paper on the bomb stated that if the fuse were lit the bomb would explode in 10 seconds. The instructions also stated, however, that this particular bomb was a dud. (7th Div. P/R #90. C-3)

b. North Koreans Propagate RHEE's Joining In North-South
Conference
Posters, showing RHEE kneeling before the people of
North KOREA and pleading to be allowed to participate in the
North-South Conference, are being disseminated by the People's
Committee in North KOREA. The posters state that since KIM
Koo already approves of the joint conference and that RHEE, to remain a patriot, will approve, it is self-evident that the administration of the North Korean regime has been based on consideration for the welfare of the people and a genuine patriotism for KOREA. (CIC S/I, 16 April. C-3)
