1. 제주도에 대한 경찰의 최근 조사에서, 본인은 다음과 같은 상황을 파악했다:
a. 섬이 2개의 경찰서로 나뉘어 있다. 1구서는 제주읍, 2구서는 서귀포에 있다.
지서 24곳이 있고, 그중 대략 22곳이 해변마을에 위치해 있다.
b. 경찰관 430명이 있고, 상근하는 여성 경찰관은 10명이다. 1948년 4월 3일 이후 일시적으로 경찰력을 강화하기 위해 195명이 추가로 제주에 파견됐다. 현 재 각 지서에는 경찰관이 11명씩 근무하고 있다.
c. 경찰은 미제 카빈 373정과 일제 카빈 119정, 일제 소총 72정, 일제 권총 39 정, 미제 권총 6정, 캘리버 기관총 30정을 갖고 있다. 그들은 이들 무기를 사용할 충분한 양의 탄약도 갖고 있다.
2. 1948년 4월 3일부터 4월 5일까지 폭동과 경찰지서에 대한 습격은 다음과
같다 :

폭도들이 사용한 무기는 다음과 같다: 일제 99식 소총, 일제 44식 소총, 사제 수 류탄, 다양한 종류의 폭발물, 곡괭이, 삽과 죽창. 경찰이 분실한 미군 카빈이 1948 년 4월 3일 이후 경찰지서에 대한 몇몇 공격에서 이용됐다.
3. 제주읍에 있는 제1구서에 남자 226명과 여자 2명이 구금돼 있는 것을 발견했다. 서귀포에 있는 제2구서에는 남성 1명만 있었다. 제2구서에 구금된 사람들은 경찰 조사가 끝나고 사건이 검찰에 넘어가면 제주읍에 있는 제1구서로 이송된다. 다음은 1구서에 구금된 자들의 혐의와 체포 기관, 사건 처리상황에 따른 숫자이다.

4. 1948년 4월 14일 경찰이 하던 경비 업무를 맡기 위해 국방경비대 180명이 그들의 본부가 있는 모슬포에서 제주읍 제1구서로 이동했고, 50명은 서귀포 제2 구서로 갔다. 이는 제주도의 경찰력을 실질적으로 강화할 것이며, 국방경비대는 비상 상황에 대비해 경비태세로 있을 것이다.
5. 경찰지서에 대한 폭동과 습격은 거의 모두 제1구서 구역에서 일어났다. 제1 구서 관할 경찰 지서들은 인력이 보충되었기 때문에 아직 보충이 안 된 제2구서 관할구역 지서에 대한 공격이 시도될 수 있다. 제1구서 관할 많은 마을에서 모든 남자들이 마을을 떠나 산으로 들어가는 것을 알게 됐다. 제2구 관할에서는 이런 상황 없이 모든 것이 정상적이었다. 경찰은 남조선노동당이 어승생, 노꼬메와 다 랑봉(다랑쉬오름)에 3개의 캠프를 세웠고, 본부가 있는 어승생에는 총기 100정과 일본제 칼로 무장한 약 300명의 인원이 있다는 보고를 받았다. 이들 3개 마을은 섬의 중앙 산악지역에 위치해 있다. 그들이 일본군이 동굴 속에 보관한 무기와 탄약, 식량을 찾아냈다는 소문이 있다.
결론: 경찰이나 남조선과도정부 공무원이 제주도 주민에게 조선에 정부를 세우
기 위해 어떤 일이 진행되고 있는지 알리려는 노력이 매우 적었다. 제주경찰감찰 청장 김영배는 제주도 부임후 지난 1년 동안 어떤 경찰지서도 방문하지 않았다.
그는 미국인의 조언도 잘 받아들이지 않는다. 외곽지역에 있는 경찰의 사기는 매 우 떨어져 있으며, 일부 지서는 매우 겁에 질려 있고 초조해한다. 1948년 4월 12 일 김영배는 3월 1일 세관에 압수된 일본 어선들에 경찰관 15명을 태우더니 순 찰을 교육하고 낚시도 좀 하라고 했다. 당시 김영배는 세관 책임자에게 맨스필드
(Manfield, 선임민정관) 중령으로부터 그 배를 사용할 허가를 받았지만, 공안담 당관 번스(Burns) 대위에게는 자신의 계획을 알리지 않았다고 말했다. 1948년 4
월 13일 이들 어선 2척이 성산포의 한 항구에 있던 중 한 배에 타고 있던 경찰관이 해안으로 갔고, 일본인 선원들이 타고 있던 이 배는 도주했다. 번스 대위는 어선들이 그렇게 이용되고, 배 한 척이 달아난 사실을 4월 15일 밤까지도 모르고 있었다. 번스 대위는 김영배에게 그 배를 제주로 다시 가져와 군사재판 결과가 나올 때까지 다시 압수하라고 지시했다. 번스 대위는 경찰업무를 아주 잘 다루지만, 제59군정중대에 배정된 다른 많은 임무 때문에 지장을 받고 있다. 이는 인력 부족에서 비롯된 것이다.
권고: 김영배와 같거나 더 높은 계급을 가진 경찰관이 그를 대신해 선거가 끝날 때까지 제주도를 맡아야 한다. 새 감찰청장이 조만간 제주도에 배치되거나 아니면 이전과 같이 제주도를 제8관구 경찰청의 관할 하에 두어야 한다. 제주시에 있는 제1경찰서는 보수하고 수감 시설은 죄수들이 붐비지 않게 확장되어야 한다.

1. (a) 남조선 경찰의 능률의 기준을 최대한 빨리 끌어올리기 위해선 경찰 체계 안에 확립된 민주주의 원칙과 맞지 않는 경찰, 특히 일본군에서 중위 이상의 계급으로 복무했던 경찰들을 점차적으로 제거할 수 있는 실질적인 조치가 취해져야 한다.

1. On a recent inspection of the Police on Cheju Do, I found conditions as follows:
a. The islands are divided into two police Districts,
#1 at Headquarters in Cheju City, #2 with Headquarters at Suki Po.
There are 24 Police Boxes with approximately 22 of the boxes located in the small villages along the shore line.
b. There are 450 policemen and 10 police women permanently assigned to Cheju Do, and since April 3, 1948 an additional 195 policemen were sent to the island to temporarily strengthen the police. At the present time each police box has 11 men.
c. The police have 373 American carbines, 119 Jap carbines,
72 Jap rifles, 59 Jap pistols, 6 American pistols and 6 .30 caliber machine guns. They also have sufficient ammunition for these weapons.
2. From April 3 to April 15 1948 inclusive, rioting and attacks on police boxes resulted in the following:

The following weapons were used by the rioters: Jap 99 rifles, Jap 44 rifles, home made hand grenades, various types of explosives, picks, shovels and bamboo spears. American carbines lost by the police were used in several attacks on police boxes after April 3, 1948.

3. In District #1 Police Station at Cheju City I found
226 male prisoners and 2 female prisoners. In District #2 Police Station at Suki Po, I found only 1 male prisoner. The prisoners at District #2 are transferred to #1 at Cheju City as soon as the police have completed their investigation, and the case turned over to the prosecutor's office. The following is a break down of the charges, arresting agencies and status of case of the prisoners held at District #1:

4. On April 14 1948 180 Constabulary were moved from Mo Sil
Po, their Headquarters, to Police District #1 at Cheju City, and approximately 50 moved to Police District #2 at Suki Po, to take over guard duty formerly handled by Police. This will strengthen the Police on Cheju Do for actual police work, and the Constabulary will be on alert in case of any emergencies.
5. Nearly all of the rioting and attacks on police boxes occurred in Police District #1. Since the police boxes have all been strengthened with more men there may be some attempts by the rioters to attack the boxes in District #2, assuming #2 boxes have not been strengthened. I noticed in many of the villages in District #1 that all the men have left and gone into the mountains. I did not notice this condition in District #2 and things appear to be operating normally. Information was received by the
Police that the SKLP has up three camps at Asu Sun, Nokame and

Ta Nak Bung, Asu Sun being the Headquarters with approximately
300 men armed with 100 guns and swords (Jap). These three villages are located in the central mountainous part of the island, and the rumor is that they have located some former Jap arms, ammunition and food that was stored in caves by the Jap army.
CONCLUSIONS: There has been very little effort on the part of the
Police and the South Korea Interim Government officials to inform the people on Cheju Do on what is being done to establish a Government in Korea. Police Chief Kim Young Bai has never visited any of the Police Boxes since being in Cheju Do for one year. He is very reluctant to accept any advice from the Americans. The morale of the police in the out lying districts is very low, and they appeared very nervous and jittery in some boxes. On April 12 1948 Chief
Kim Yong Bai placed 15 policemen on two Jap fishing boats manned, by a Japanese crew that had been impounded about 1 March by the
Customs pending a United States Army Provost case, and instructed the police to patrol the islands and also to do some fishing.
Chief Kim Young Bai told the Korean Customs Chief he had permission from Lt. Col. Mansfield, CCOA, to use the boats and did not notify
Captain Burns, Public Safety Officer, of his plans. On April 13
1948 while these two boats were in a Port at Sang [illegible], the police on one boat went ashore and this boat, manned by the Japanese crew, escaped. Captain Burns, [illegible] did not learn of the use of the boats or the escape of the one boat till the night of April 15.
Captain Burns ordered Chief Kim to have the one boat returned to
Cheju Do and re-impounded pending the results of the Provost Court.
action. Captain Robert Burns is very capable of handling the police job, but is handicapped by having many other assignments with the 59th Military Government Group, which is caused by the lack of army personnel.
RECOMMENDATIONS: A police official of equal or higher rank than
Chief Kim Young Bai be placed temporarily in charge of Cheju Do until after the election. A new Chief be placed in Cheju Do at some future date or Cheju Do be placed under Division H as before. The
District #1 police station at Cheju City be renovated and the cell block enlarged to adequately accomodate the police prisoners without over crowding.

V RECOMMENDATIONS
1(a) To raise, as rapidly as possible , the standard of efficiency of
Korean police, practical measures should be taken which will gradually eliminate those policemen, particularly those who served under the Japanese with the rank of Lieutenant or above, whose actions are incompatible with the established principles of democracy in the police system.
