정보참모부 정기보고 보고 기간: 1948년 5월 5일~1948년 5월 6일 주한미육군사령부 서울, 조선 1948년 5월 6일 제827호 3. 민간인 소요 a. 제주도 폭동에 대한 최근 보고 (1) 무장대 약 50명이 5월 4일 함덕리(966-1155)를 공격해서 대동청년단원 2명을 납치해갔다. (경찰보고) (2) 5월 4일 다이너마이트가 모슬포(924-1117)지서에 투척되었으나 폭발하지는 않았다. (경찰보고) (3) 5월 4일 오후 1시 제주읍 도두리(947-1151) 부근에서 경찰 전화선 수리반이 산능선으로부터 총격을 받았다. 경찰이 응사했으며 저격병 1명이 부상당한 채로 체포되었다. (경찰보고) (4) 5월 5일 새벽 1시 화북리(957-1152)가 습격당했다. 남자 2명, 여자 1명이 피살되었고, 남자 1명은 부상당했다. 피살된 사람 중 1명은 선거관리위원장이었다. 복면을 하고 3~5 명씩 떼를 지어 활동하기 때문에 습격자의 수는 분명치 않다. (방첩대 정기보고 제107호, A-1) (5) 삼양리(958-1153)가 5월 5일 새벽 2시에 공격을 받았다. 이때 대동청년단원 2명이 살해되었다. 화북리 습격에서와 마찬가지로 습격자들은 3~5명씩 떼를 지어 활동했다. (방첩대 정기보고 제107호, B-2)
G-2 PERIODIC REPORT Confidential From: 050800/I May 48 To : 060800/I May 48 Headquarters, USAFIK Seoul, Korea 1000/I 06 May 1948 No. 827 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES a. Soviet Planes Violates Parallel At 051314 May two planes, identified as Soviet MIG-3 fighters, came from north of the parallel and flew east over U.S. OP#7 (890-1690) at an altitude of approximately 5,000 feet. At 051317 two fighter planes believed to be Soviet MIG-3, flew east over YONAN (919.4-1685.7) at an altitude of approximately 8,000 feet. (7th Div. Flash report. E-2) b. South Koreans Retaliate On Irrigation Water Supply in ONGJIN Irrigation water for the KAGEON (870-1690) area is controlled by a reservoir located at HANJAN DONG (840-1701) in North KOREA. The flow of this water was stopped by the North Korean authorities on 27 April (see P/R #622). The water supply for the North Korean reservoir originates from a reservoir at (836-1697) in South KOREA. In an effort to force the North Koreans to release water for irrigation purposes, the ONGJIN (840-1680) District South Korean National Police stopped the flow of water from the South Korean reservoir at 041500 May. This action provoked a border incident at (836-1697) on 04 May which involved approximately twenty (20) North Korean Constabularymen and fifty (50) South Korean police. Approximately forty (40) rounds were fired by both sides, but no casualties were reported. Firing ceased because of darkness, but both sides maintained their positions during the night of 04-05 May. South Korean police placed guards on the Southern reservoir to prevent the Northerners from reopening it. It is estimated that the water supply in the northern reservoir will be exhausted in five days. (CIC Flash report, Police report) COMMENT: This effort by the south may prove successful as the irrigation system filled by the reservoir located in North KOREA supplies water for approximately 20,000 tyung of North Korean land as well as an equal amount of land located south of the parallel. 2. POLITICAL ACTIVITIES KIMs Return From North KOREA KIM Koo and KIM Kyu Sik returned to SEOUL from the North-South political leaders' conference on the afternoon of 05 May. It is expected that they will issue a statement to the press on 06 May. 3. CIVIL UNREST a. Latest Reports of CHEJU DO Riots (1) Approximately fifty (50) raiders attacked the town of NAM DOK (986-1155) on 04 May, kidnapping two DAI DONG YOUTH members. (Police report) DECLASSIFIED Authority [illegible] Confidential 1 XXIV CORPS G-2 P/R #627 Confidential (2) On 04 May dynamite was thrown into a police box at MOSULPO (924-1117), but failed to explode. (Police report) (3) At 041300 May police line repairmen working near the village of TO TO RI (947-1151) were fired on from an inland ridge. Police returned the fire and one sniper was wounded and captured. (Police report) (4) At 050100 the village of HWABOK (957-1152) was raided, resulting in the death of two men and one woman and the wounding of one man. One of the men killed was a voting district chairman. The strength of the attackers was undetermined as they operated in groups of three to five masked. (CIC P/R #107 A-1) (5) The village of SAM YANG (958-1153) was raided on 050200 May. Two DAI DONG YOUTH members were killed. As in the attack on HWABOK (par 4 above) attackers operated in groups of three to five. (CIC P/R #107 B-2) b. Rightist Attacked in KYONGSANG PUKTO (1) At 041400 May in BONG KIL RI, KWANGJU GUN (1220-1440) fifteen (15) rioters killed a rightist women leader, TAK Kil Dong, robbed her house and burned her furniture. (CIC Flash report- Police report) (2) An election candidate, SOO Song Il, in TAEGU (1150-1430) was attacked on 05 May by two men armed with pistols. SOO was uninjured, but his assistant suffered bullet wounds. (CIC Flash report - Police report) (3) At 032400 May twenty (20) rioters attacked the home of the election committee chairman in MAN BONG-RI, YOUNGJU GUN (1160-1555), seriously injuring his wife and daughter. Four of the attackers were arrested. (CIC P/R #107 - Police report) c. Communists Attack Rightist Labor Leaders in KYONGSANG NAMDO At 042300 May six communists, posing as police, kidnapped two (2) members of the GREAT KOREAN LABOR ALLIANCE in PUSAN (1200-1340). The two rightists were taken into the hills north of PUSAN where one was stoned to death, but the other escaped. This incident was supposedly the result of the 07 February disturbances at which time one of the abductees was responsible for the discharge of twenty (20) employees involved in a marine strike. Home of Election Official Attacked In KANGWON DO At 040300 May two handgrenades were thrown into the home of the election committee chairman in OWONDUK HYUN (1220-1501). No casualties resulted. (CIC P/R #107 - Police report) e. School Strikes Begin In KYONGSANG PUKTO At 060900 May students of all four (4) colleges and six (6) of the middle schools in TAEGU (1150-1430) went on strike in opposition to the election. The balance of the schools in TAEGU are expected to follow in the strikes. As of 061100 May no violence was reported. (CIC Flash report A-1) f. Communists Attempt To Instigate Riot In KYONGSANG PUKTO At 061050 May ten rioters armed with rifles, knives and two hand grenades attempted to start a riot in KANG SOO MYUN, KYONGJU GUN (1230-1430). Police dispersed the mob, wounding one SOUTH KOREA LABOR PARTY agitator. (CIC Flash report - Police report) Confidential -2- DECLASSIFIED Authority NND 726070 XXIV CORPS G-2 P/R #327 Confidential G. Signal Light Seen In SEOUL A search light apparently being used to signal and operated by a Korean youth was seen by a 7th Division MP in the Division area at 050215 May. It is believed that an answering signal was given from the 13th Engineer area. The source of light for the search light appeared to be a building in which were ten (10) to fifteen (15) Koreans. The building has been reported to be a meeting place for Korean youth. (7th Div. Flash report B-2) h. Terrorism In KYONGSANG PUKTO (Delayed Reports) (1) At 242040 April the home of the election committee chairman in district three, TAEGU (1150-1430) was stoned by eight (8) unidentified men. (CIC P/R #106 - Police report) (2) At 250100 April in TO GA MYUN, SONSAN GUN (1130-1480) the home of a rightist leader was burned and his wife severely beaten by a mob of approximately twenty (20) rioters. (CIC P/R #106 - Police report) (3) At 260120 April the home of the General Affairs Section Chief of the UNITED YOUNG MEN'S PARTY in KANG SU MYUN, KYONGJU GUN (1218-1435) was completely destroyed by fire by unidentified persons. (CIC P/R #106 Police report) (4) At 270100 April three homemade bombs were thrown into the building of the MIN SOUNG ILBO, communist newspaper in TAEGU (1150-1430). Little damage resulted from the explosion. (CIC P/R #105 B-2) (5) At 280200 April the chairman of the UNITED YOUNG MEN'S PARTY in YONG GUN MYUN, KYONGJU GUN (1218-1435) was killed by unknown rioters armed with shotguns. (CIC P/R #106 Police report) 4. PSYCHOLOGICAL a. Translations of SEOUL Newspapers (See Inclosure #1) 5. SABOTAGE & ESPIONAGE a. Wells Poisoned In KYONGGI DO Two of the five wells in POCHON (1020-1680) were reported to be poisoned as of 032200 May. Three Koreans were reported sick as a result of using the water. (7th Div.
