ARMED FORCES Negative 2. POLITICAL ACTIVITIES a. Preliminary Election Held in CHUNGCHONG-NAMDO In order to eliminate excessive candidates in the coming election, a preliminary group of five representatives from each myun of ASAN (995-1558) Gun were chosen to select possible candidates. As a result of this preliminary selection three candidates were chosen to run in the final election. (Translation) b. KOREAN VETERANS ASSOCIATION Active In KYONGSANG NAMDO The KOREAN VETERANS ASSOCIATION is becoming more active in PUSAN (1200-1340) with increasing membership. Semiofficial statements have been issued by the party concerning their enmasse enlistment in the Constabulary to fight communism. Apparently members of the KVA are in the Constabulary despite the Brigade Commander's order prohibiting constabularymen to maintain membership in any political or semi-political party. (CIC P/R #90. UNITED YOUNG MEN'S PARTY Increase Activity In KYONGSANG NAMDO The UNITED YOUNG MEN'S PARTY have become increasingly active in the PUSAN (1200-1340) area and openly state they have been deputized by the provincial police chief to assist in maintaining law and order during the pre-election and election period. (CIC P/R #90. Police rpt) COMMENT: Authority has been given by the Director of the National Police to organize Communal Protective Units (NU HANG BO JONG) to maintain law and order during the preelection period. The units are not to be composed of political parties or youth groups as such, but of any citizen who desires to assist in the maintainance of order. The formation of these units will be the prerogative of provincial police chiefs and governors. d. Dissention Within the LABORING PEOPLE'S PARTY A meeting of the Central Executive Committee of the LABORING PEOPLE'S PARTY on 09 April resulted in a violent discussion and the beating of one member by his fellow committeemen. Radical communists insisted that the LABORING PEOPLES PARTY merge with the SOUTH KOREA LABOR PARTY while the more moderate element felt that individual members should join SKLP on their on volition. Police Box Attacked In KYANGWON DO At 150200 April a mob of approximately 100 communists attacked the police box at HAR HABANG (1195-1583) with spears and other weapons. Five policemen were injured and two civilians were injured while aiding the police. All the police weapons and ammunition were captured by the raiders. (CIC P/R #90. Police rpt) b. Police Attacked On CHEJU DO Early in the morning of 14 April one policeman was killed during a communist attack at CHOCHUN-RI (964-1150). A second attack occurred at 142300 April, but no casualties resulted. (CIC P/R #90. Police rpt) c. CHOLLA PUKTO Rightist Leaders Receive Threatening Letters Four rightist leaders in CHONGJU (1040-1530), three of whom were leaders in the UNITED YOUNG MEN'S PARTY, received letters threatening their lives if they became election candidates. (CIC S/I, 13 April. D-2) d. Communists Plan Riots In KYONGSANG NAMDO A "Declaration of Action Group" to disrupt the election has been organized within the KYONGSANG NAMDO branch of the SOUTH KOREA LABOR PARTY. This group outlined its pre-election program which includes (1) a propaganda war from 15 April to 21 April (2) demonstrations from 22 April to 30 April and (3) fighting from 01 May to 10 May. Burglar squads are to be used to steal weapons and ammunition from the 6th Division ammunition dump and Korean police stations. Important policemen, Koreans working for Americans and election candidates will be killed several days before the election. Similar "Declaration of Action" groups have been ordered organized in all provinces with similar plans for disrupting the election. (CIC S/I, 14 April. C-3) e. Communist Demonstration in CHUNGCHONG PUKTO (Delayed Report) At 051430 April a mob of about 15 members of the DEMOCRATIC PEOPLE'S FRONT demonstrated in front of the Provincial Government building in CHUNGJU. The demonstration took place during the visit of the UN Commission in CHUNG-CHONG PUKTO and followed the usual communist party line. (CIC P/R #90. Police rpt) 4. PSYCHOLOGICAL Translations of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE & ESPIONAGE Communist Attack Suspected Quarters of UN Commission in CHUNGCHONG PUKTO (Delayed Report) At 050020 April a Japanese-type hand grenade was thrown into a house in CHONGJU. This incident occurred during the period that the UN Commission was visiting in CHUNGCHONG PUKTO. Since this house is the one in which both RHEE and CHO Byung Ok had previously stayed on their respective visits to CHONGJU, it is the general opinion of the police that the person throwing the grenade assumed that a member of the UN Commission was quartered in the house.
