(방첩대 정기보고 제92호. 경찰 보고) (2) 4월 17일 밤 제주읍에서 동부와 서부로 이어진 모든 경찰 전화선이 절단되 었으며 전신주 36개가 파괴되었다. (방첩대 정기보고 제92호. 경찰 보고) (3) 4월 17일 밤 무장대들이 조천(ECPOACHON, 964-1155) 북서쪽 1마일 지 점에 있는 신촌(좌표 미상)를 공격해서 경찰 부친 1명과 민간인 부부를 살해했다. 이때 교사 1명도 공격을 받아 부상을 당했고, 다른 민간인 2명이 실종되었으며, 간선도로에서 마을로 통하는 교량이 폭파되었다. ARMED FORCES Anti-Americanism Demonstrated In KYONGSANG-PUKTO (Delayed Report) The MG Field Officers Quarters in TAEGU have been stoned twice by unknown persons. The first attack was at 091900 April and the second at 141021 April. The only damage resulting from these attacks was two broken windows. (CIC P/R #92. B-2) 2. POLITICAL ACTIVITIES a. Youth Group Will Support Candidate For A Price In KYONGSANG NAMDO It is reported that a candidate may receive the support of the UNITED YOUNG MEN'S PARTY in TONGNAE (1208-1359) in exchange for three million won. (CIC P/R #92. C-3) 3. CIVIL UNREST a. Communists Riot In KYONGSANG-PUKTO (Delayed Reports) (1) At 170250 April in KYONGJU GUN (1220-1440) 20 rioters armed with knives and guns attacked and severely wounded the local chairman of the UNITED YOUNG MEN'S PARTY. Another UYMP official was shot to death by this same mob at 170330. (CIC Flash rpt. Police rpt) (2) During the night 18 April ten rioters armed with shotguns killed one UNITED YOUNG MEN'S PARTY chairman and the town head of TO CHI-RI (coordinates unknown). (CIC Flash rpt. Police rpt) (3) At 171130 April the town head of PI CHI-RI (1200- 1420) was beaten to death by six assailants. (CIC Flash rpt. Police rpt) (4) At 170130 April the KANGSAN MYUN (1110-1440) chairman of the NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN INDEPENDENCE was attacked by a mob of unknown size, severely beaten, and is not expected to live. The same mob also beat to death the propaganda chief of the local UNITED YOUNG MEN'S PARTY branch. (CIC Flash rpt. Police rpt) (5) At 160100 April the registration point custodian in YONGIL GUN (1220-1470) was severely beaten by a mob of 30 when he refused to surrender registration records. (CIC Flash rpt. Police rpt) (6) On the night of 16 April two detectives were killed when the police dispersed the mob of terrorists in YONG DAK GUN (1230-1510). One of the rioters was killed by the police. Police rpt) Confidential DECLASSIFIED Authority NND 25270 XXIV CORPS G-2 P/R #813 Confidential (7) At 152100 April the CHONG ANG and the SAM DUK police boxes in TAEGU (1150-1430) were attacked by mobs who threw bottles of gasoline at the boxes and fled. No damage was reported. (CIC P/R #92. Police rpt) (8) During the night of 14 April in YONGDOK GUN (1230-1510) 30 rioters gathered to attack the office of the UNITED YOUNG MEN'S PARTY. A policeman was dispatched to disperse the crowd but he was unsuccessful and one member of UYMP was killed. The police, pursuing the mob into the surrounding mountains, killed two of the rioters. Police rpt) (9) On 15 April in KYONGSAN GUN (1170-1430) signal fires were built at four places and police telephone lines were cut between HA YANG AN SIN and APYANG (coordinates unknown). (CIC P/R #92. Police rpt) (10) At 142140 April several unidentified persons threw an ignited bottle of gasoline into the home of the chairman of the UNITED YOUNG MEN'S PARTY in YONGJU GUN (1150-1560). The bomb was extinguished before any damage was done. The same group entered the home of the executive committee of the NATIONAL SOCIETY FOR THE ACCELERATION OF KOREAN INDEPENDENCE and beat him severely. (CIC P/R #92. Police rpt) (11) At 130400 April two unidentified Koreans entered the home of the election board in YECHON (1144-1535) and severely beat the election official. (CIC P/R #92. Police rpt) (12) At 090100 April a mob of about 10 persons raided the home of the UNITED YOUNG MEN'S PARTY chairman in KIGIE MYUN (1215-1455), assaulted the chairman and wrecked his home. (CIC P/R #92. B-2) b. Riots Continue On CHEJU DO (1) At 152200 April the constabulary water point near MOSLPO (coordinates unknown) was attacked by a mob of unknown size. Guards dispersed the attackers and no casualties or damages resulted. (CIC P/R #92. Police rpt) (2) On the night of 17 April all police wires east and west from CHEJU (950-1151) were cut and a total of 36 telephone poles were cut down. (CIC P/R #92. Police rpt) (3) On the night of 17 April raiders attacked SIN CHOD, one mile northwest of ECPOACHON (964-1155), killing the father of one policeman and one civilian and his wife. One school teacher was attacked and injured and two other civilians are reported missing. The bridge leading into the village from the main road was blown up. (CIC P/R #92. Police rpt) c. Police Box Attacked In KANGWON-DO At 180430 April the police box at SIN MYUN, 10 miles from WONJU (1090-1640) was attacked by a mob of approximately 15 communists. One policeman was knifed but not seriously wounded. The mob was dispersed without further casualties or damage. (Police rpt) d. Wealthy Rightist's Home Attacked In CHOLLA NAMDO The home of a wealthy rightist leader in AM CHUN MYUN (978-1303) was attacked at 132330 April by a mob of ten -8Confidential Confidential XXIV CORPS G-2 P/R #813 mon armed with two Japanese rifles, two US carbines, two Japanese air guns and three swords. The group accused the rightist of hiding weapons, which they demanded. Upon searching the house and finding nothing, the group beat the owner, stole his watch and money and destroyed furniture. (CIC P/R #92. Police rpt) c. Police Attack In CHOLLA NAMDO At 111400 April members of the SOUTH KOREA LABOR PARTY in MIAM MYUN (957-1295) attacked a local policeman. One of the communist ask the policeman for a light and while he was so occupied other communists attacked, beating the policeman and stealing his carbine and 15 rounds of ammunition. At 120200 April the same men attacked the MIAM MYUN police box. Police dispersed the group wounding one and arresting four of the attackers. (CIC P/R #92. Police rpt) f. Registration Booths Attacked In KYONGSANG-NAMDO (Delayed Report) (1) At 081100 April a group of students raided the registration office at TAI BONG DONG, TAEGU (1150-1430), and took away 418 registration records. (CIC P/R #92. Police rpt) (2) At 081100 April a group of students raided the registration office at MAN CHON DONG, TAEGU, and stole 135 registration records and 65 documents concerning the election. (CIC P/R #92. Police rpt) g. Police Threatened In KYONGSANG-NAMDO Police officials and policeman in TAEGU (1150-1430) have received letters stating that if they do not resign from the police and join the SOUTH KOREA LABOR PARTY "they would not live long." In each case the letters were signed with the name of a policeman. Police believe the names of the senders to be forgeries. (CIC P/R #92. Police rpt) h. Communists Instructed To Assemble Weapons In CHOLLANAMDO Communist elements in rural areas have been instructed to bring captured weapons to KWANGJU (990-1350) prior to 25 April for use in disturbances which will take place between that date and 10 May. (CIC P/R #92. F-6) i. "Flying Columns" To Infiltrate Into South KOREA So-called "flying columns" organized by the North Korean Peoples Committee and the NORTH KOREA LABOR PARTY are to infiltrate into South KOREA before the election. The "columns" are reportedly picked men whose primary mission is to murder candidates for the general election. For each man killed the murderer is to receive 2,000,000 won. (CIC S/I, 19 April. F-6) According to one report this infiltration has begun with the arrival of the chief of the YANGYANG (1160-1700), North KOREA Internal Affairs Office and two of his subordinates. These men are reportedly staying in CHUMUNJIN (1170-1680) or INGU (1160-1690) and have been assigned a special destruction mission in South KOREA. (CIC S/I, 19 April. On 10 May general disturbances are planned throughout all electoral districts. (CIC S/I, 19 April. Police rpt) k. Communist Plan For Riots & Destruction In KYONGSANG-PUKTO The TAEGU (1150-1430) branch of the SOUTH KOREA LABOR PARTY has issued its orders for terroristic activities during the pre-election period. Terroristic acts against police officials and candidates are to be carried out, with the final aim of a general uprising throughout South KOREA on 09 May. North KOREA is to be contacted by the middle of May and the revolution is then to begin. (CIC S/I, 19 April. F-6) COMMENT: Reports from various sources indicate that the communist timetable calls for demonstrations against the election until 30 April. It is considered that 01 May, the communist world-wide anniversary, will mark the beginning of extensive riots and attacks on election candidates and police, increasing in intensity until 10 May. Recent reports (see par 3a above) indicate that these instructions are being followed. 4. PSYCHOLOGICAL a. Translations of SEOUL Newspapers. (See Incl. #1) 5. SABOTAGE & ESPIONAGE Communication Cables Cut In KYONGGI-DO The signal corp cables between ASCOM (970-1640) and INCHON (960-1630) were cut between 192300 and 192330 April approximately 2½ miles southwest of ASCOM. All eight lines were plainly severed and two poles were completely sawed in half and lying in the field. (Sig Corps. A-1) 6. INTELLIGENCE CONCERNING ADJACENT AREAS Negative 7. OTHER a. Korean Coast Guard Activities During the period 061800 April to 141800 April the Korean Coast Guard investigated 427 vessels in Korean waters. Six vessels were arrested for illegal operation and sent to port under guard. (G-3 P/R #2. B-2) b. Refugees From North KOREA During the period 091800 April to 161800 April 2285 Koreans crossed the 38th parallel from North KOREA and entered camps at KAESONG (950-1690), UIJONGBU (1000-1660), CHUMUNJIN (1170-1680) and CHUNCHON (1060-1680).
