17 April 1948 Subject : Creating a free atmosphere during the Election period and controlling the activities of Youth Groups. To : All Chiefs of National Police. Your attention is called to the fact that, with regard to the subject matter, I did reemphosize in detail and with seriousness the position of National Police in my three previous directives and through my official instructions given to the last conferences respecturly of Police Chiefs and of Deputy Police Chief. However, it is surprising to me that, according to the report of the U.N. Observation Committee, three Chiefs, at least, told them that they had not received any orders whatsoever with reference to the subject question from the Department of Police. In view of the seriousness of the question, I, therefor, reemphosize the fundamental polices of the Department with regard to the subject matter. 1. Youth organizations are prohibited from tresspassing individually or collectively, with intimidation, threat and violente the rights of voters and candidates. 2. Youth organizations are prohibited from interferening with the free activities of Election campaigns , such as free speaches and open meetings, simply because, they are in favor of certain political or differ with certain candidates in political [illegible] idealogies. 3. The members of Youth Groups are not allowed to loiter in body near the Election Offices or voting place or the places of opening follots. 4. Police is required to enforce strictly all those restrictions, mentioned above. And you are instructed in held round-table conferences with youth leaders, in orders to inculcate, and, to give strong warnings about the subject matters. DECLASSIFIED Authority NND 74507O
