정보참모부 정기보고 보고 기간: 1948년 5월 1일~1948년 5월 3일 주한미육군사령부 서울, 조선 1948년 5월 3일 제824호 3. 민간인 소요 a. 제주도 계속된 폭동 (1) 오라리(950-1150)가 5월 1일 낮 12시 30분부터 3시간 동안 폭도 50명으로부터 공격을 받았다. 경찰이 도착하여 폭도들을 마을에서 축출하였다. 폭도들은 질서 정연하게 산으로 퇴각했다. 이날 오후 5시 현재 오라리에서 확인된 사상자는 다음과 같다. 피살자는 남자 2명, 여자 4명으로, 그 중 여자 1명은 교살되었고 다른 1명은 칼에 찔려 죽었다. 여자 2명 이외에도(정기보고 제823호) 10살 소녀가 4월 30일 오라리에서 피살되었다. (경찰보고) (2) 도평리의 선거관리위원장이 5월 1일 새벽 2시에 피살되었다. (경찰보고) (3) 제주읍 동쪽 지역과 하귀리(좌표 미상) 간의 전화선이 5월 1일 오전에 절단되었다. 같은 날 정오부터 다음 날 정오 사이에 경찰 전화선과 우편 통신선이 제주읍 동부와 서부 여러 곳에서 절단되었다. (경찰보고)
G-2 PERIODIC REPORT From: 010800/I May 48 To : 030800/I May 48 Headquarters, USAFIK Seoul, Korea 1000/I 03 May 1948 No. 824 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES a. North Korean Constabulary Violate Parallel About 20 North Korean Constabularymen violated the parallel on the ONGJIN peninsula in the vicinity of KYO PYUNG (828-1697) at 300235 April. 40 South KOREA police were sent to the scene and after an exchange of fire the North Koreans withdrew. No casualties were suffered by either side. (CIC P/R #104. Police rpt) b. Kidnapping of South Korean Farmer Prevented At 281330 April one Soviet and one North Korean Constabularyman came south of the parallel to (1163.5-1697.7) and attempted to capture a South Korean farmer. South Korean police observing the incident called to the invaders to stop and were fired on. The South Korean police returned the fire with unknown results. (7th Div., P/R #101. D-3) 2. POLITICAL ACTIVITIES Youth Organizations Fight Over Members A fight between approximately 100 KOREAN NATIONAL YOUTH members and an equal number of GREAT KOREAN INDEPENDENCE YOUNG MEN'S CORPS occurred on 26 April in UMSONG (1060-1560). The fight apparently resulted from over enthusiastic recruiting by the KNY members. (CIC P/R #102. Police rpt) 3. CIVIL UNREST a. CHEJU-DO Riots Continue (1) The village of ORA RI (950-1150) was attacked by a mob of 50 rioters for three hours beginning at 011230 May. Police arrived and drove the raiders from the town. Raiders withdrew to the hills in good order. The following casualties were found in ORA RI at 011700: two men and four women killed; one woman being hanged and one stabbed fatally with a sword. DECLASSIFIED Authority NND 745070 [Confidential stamp - top and bottom] Confidential XXIV CORPS G-2 P/R #824 In addition to the two women attacked (reported in P/R #823) a ten year old girl was killed in ORA RI on 30 April. (Police rpt) (2) The voting district chairman of PYUNG-NI (coordinates unknown) was killed at 010200 April. (Police rpt) (3) Telephone lines from CHEJU City east to HAKWI RI (coordinates unknown) were cut during the morning of 01 May. During the 24-hour period ending 021200 May police telephone lines and postal lines were cut in many places both east and west of CHEJU City. (Police rpt) b. Police Raid Communist Meeting In CHOLLA-NAMDO At 300300 the police raided an illegal meeting being held in the mountains near WOLDUNG NI (965-1258). During the fight that followed the police killed three, wounded one and arrested four of the communists. A number of weapons and a printing press, with handbills encouraging opposition to the election, were confiscated by the police. (6th Div. Flash rpt. Police rpt) c. Police Attacked In KYONGSANG-PUKTO At 302200 April a mob of 20 attempted to disarm a policeman in POHANG (1134-1462). The police fired on the attackers, killing two and dispersing the mob. (CIC Flash rpt. Police rpt) d. Prisoners Demonstrate In KYONGSANG-PUKTO At 010630 communist prisoners in the TAECU (1150- 1430) prison demonstrated, cheering for the People's Republic. Police broke up the demonstration with no casualties. (CIC Flash rpt. Police rpt) e. Communist Prison Guards Arrested In CHOLLA-PUKTO Twenty-one guards at the KUNSAN (970-1450) prison have been arrested for belonging to the SOUTH KOREA LABOR PARTY cell in the prison. Upon interrogation it was learned that the arrested communists were to assist in a prison break on about 07 May. (CIC P/R #104. Students Plan Anti-Election Strike In KYONGSANG-NAMDO A student strike, in protest against the election, is planned for the period 07-10 May by students of the CHINHAE (1166-1352) Girls Middle School. (CIC P/R #104. Police rpt) G. Election Officials Killed In KYONGSANG-NAMDO (Delayed Report) The chairmen and three members of the election committee in ULSAN (1230-1400) were attacked on 27 April by two men claiming to be from North KOREA and members of the NORTH KOREA LABOR PARTY. The attackers were armed with a Japanese rifle and a saber. The chairman was shot and killed and the other committeemen were beaten. (CIC P/R #104. Police rpt) h. Police Break Up Attack In CHOLLA-PUKTO (Delayed Report) On 24 April telephone lines between police boxes in SANCHANG (1014-1377) and KUMGWA MYUN (1010-1374) were cut. Police investigated and learned that a mob planned to attack the KUMGWA police box. Later in the day a mob of 70 approached the police box but police dispersed the mob, wounding two. (CIC P/R #104. Police rpt) i. Police Break Up Attack In KYONGSANG-NAMDO (Delayed Report) At 262330 a mob of 50 communists prepared to attack the TOO SU NYUN police box in ULSAN (1230-1400). The police were forewarned and dispersed the mob after a 30 minute fight. No casualties were suffered by the police. (CIC P/R #104. Police rpt) j. Election Candidate Attacked In SEOUL (Delayed Report) On the afternoon of 26 April a young man entered the office of IN Tae Hun, an election candidate in CHON CHUN DONG, SEOUL, asking to have his personal history written. While IN was engaged in this he was struck with a club and lost consciousness. At about 262300 April a stone to which was attached a death threat, was thrown through the office window. IN received two letters prior to 15 April warning him to withdraw from the election or he would be killed, however, IN states that he intends to run for the office of representative in spite of the threats. American Soldiers Attacked In SEOUL While walking to their PX, two US soldiers were attacked from behind by two Koreans at 012010 May in the SEOUL area. The Americans were uninjured and the two attackers escaped. The US soldiers believe that the Koreans were after their weapons. (7th Div. Flash rpt. C-3) b. UNITED NATIONS Commission To Leave SEOUL The UN Commission adopted a resolution on 30 April which provided that the Commission would proceed to TOKYO on 15 May to prepare a report on the work covered during the pre-election and election period. The Commission plans to return to SEOUL during the first week of June and during the period of its absence a liaison group of its representatives will remain in SEOUL to receive all information. (UNTCOK Press Release) c. US Weapons Recovered On 28 April one US carbine and 15 rounds of ammunition and a flashlight were found beneath a pile of lumber in the 11th Medium Port Officer Compound. Investigation reveals that the weapon did not belong to any Port organization. (CIC P/R #104. A-1) d. South Korean Coast Guard Activities During the period 211800 April to 281800 April the Korean Coast Guard investigated 339 vessels in Korean waters. Seven vessels were detained for illegal operations and sent to port under guard. (G-3, P/R #23. B-2) e. Refugees From North KOREA During the period 231800 April to 301800 April 1592 Koreans crossed the 38th parallel from North KOREA and entered camps at KAESONG (950-1690), UIJONGBU (1000-1680), CHUMUNJIN (1170-1680) and CHUNCHON (1060-1680).
