(1) 4월 15일 밤 와흘(CHUHAN RI, 963-1150) 인근1에서 한 경찰 형제의 집이 소실되었다. 집 주인은 피살되었다. (제6사단 제910호, B-2)
(2) 4월 18일 새벽 1시 일단의 공산주의자들이 와흘 인근(964-1151)에 있는경찰지서를 공격했다. 사상자는 없는 것으로 보고되었다. (제6사단 제910호, B-2)

a. Another Communist Method To Sabotage Election
SOUTH KOREA LABOR PARTY members who have registered for the coming election have received instructions to vote, but to write in a name of an individual who is not a candidate thus making the election a farce. This is not necessarily the final plan, but will be used unless another is ordered by higher headquarters. Communist leaders are open to suggestions of any ideas which will make the election fail. COMMENT: Election plans of the SOUTH KOREA LABOR
PARTY previously reported have been to the effect that if party members were forced to participate in the election they would cast a blank ballot (see P/R #790). This newer plan is apparently a variation of the original idea.
3. CIVIL UNREST
a. Riots Continue In KYONGJU-POHNG-FUKTO
(1) On April 19 in SANG NE HYUN, KYONGJU GUN (1220-
1440) three members of the local election committee were killed and one seriously injured when attacked by a mob of
20 terrorists armed with spears and shotguns. In each case the mob visited the victims home, invited him outside, and shot him. (CIC I/R #97. Police rpt)
(2) At 192330 April in KYONGJU GUN (1220-1440) a mob of unknown size threw a homemade hand grenade into the home of a local election candidate. No casualties and no damages resulted. (CIC I/R #97. Police rpt)
(3) At 171900 April a group of communist youths built fires on the mountains near POHNG (1233-1462). This same mob later raided the home of the principal of the POHNG Girl's
High School and destroyed the furniture. (CIC I/R #97. B-2)
COMMENT: Reports have been received that fires and flares would be used as a signal for the initiation of riots and to call meetings. In I/R #816 the comment was made that the more plausible explanation was that these methods were used to call communist meetings. However, in view of the above and similar reports it is believed that the use of fires and flares as a signal for rioting is of equal value.
(4) At 202200 April a mob of 15 rioters attacked the home of the principal of the POHNG (1233-1462) Girl's high school for the second time in four days. One rioter was arrested. (CIC I/R #97. Police rpt)

(5) At 210225 April the town head of IL FU RI, KYONG-JU GUN (1220-1440), was severely beaten by a mob of 20 terrorists armed with two shotguns and a Japanese sword. The mob then searched the home of the myun chief but he, having been forewarned, escaped. (CIC P/R #97. Police rpt)
(6) At 210200 April in LUL YA HYUN, PONGHEL GUN (1180-1570) a local rightist leader was severely beaten with clubs by a mob of 20 rioters. (CIC P/R #97. Police rpt)
NOTE: It is believed that the above six specific reports are the same as those summarized in paragraph 3c P/R #816.
b. Communist Riot Instructions Issued In KYONGSANG-PUKTO
The SOUTH KOREA LABOR PARTY has issued instructions that all myun offices, police boxes and registration offices must be burned to destroy election records. SKLP has also promised that arms sent by the NORTH KOREA LABOR PARTY will be available by 01 May. (CIC I/R #97. Police rpt)
c. More Terroristic Activities In KYONGSANG-PUKTO (Delayed Report)
(1) On 14 April two police from KANG JU (1234-1500), who were dispatched to investigate disturbances in KUNJIN DONG (1236-1503), were attacked and killed by a mob of 80 rioters armed with clubs and several US carbines. The police have arrested one communist suspected of having participated in the killings. (6th Div. F/R #912. C-3)
(2) At 171700 April the village leader of DI GIDDI (1224-1444) was clubbed to death by a small group of communists. (6th Div. #912. C-3)
d. Additional Reports of Riots On CHEJU-DO (Delayed Rpt)
(1) During the night of 15 April in CHULAN RI (963-1150) the home of the brother of a local policeman was burned and the owner killed. (6th Div. #910. B-2)
(2) At 160100 April a mob of communists attacked a police box at CHILEM RI (964-1151). No casualties were reported. (6th Div #910. B-2)
e. Handbill Campaign In KYONGGI-DO
On 19 and 20 April an estimated 1000 handbills, following the usual communist party line, were distributed in KIL-SONG (950-1690) by members of the KOREAN DEMOCRATIC PATRIOTIC YOUNG MENS ASSOCIATION. (CIC P/R #97. B-2)
f. Rightist Election Meeting Broken Up To Prevent Riot
Approximately 200 persons met on 20 April in CHUNCHON (1060-1680) to hear campaign speeches for CHOI Kyoo Ok, chairman of the KANGWON DO branch of the NATIONAL SOCIETY for the ACCELERATION OF KOREAN INDEPENDENCE, who hopes to represent CHUNCHON in the National Assembly. Trouble began at the meeting when NSAKI members forcibly ejected and beat a UNITED YOUNG MENS PARTY member. The beaten UYMP member raised reinforcement from a nearby UYMP dormitory and a riot was nearly precipitated. Police reserveswere called and the meeting was closed. (CIC P/R #95. B-2)
