1. ARMED FORCES
a. At 141457 April, while flying along the parallel, a US C-45 type aircraft was intercepted by an unidentified single engine fighter aircraft in the vicinity of UPO-RI
(940-1690). The unidentified aircraft made three passes at the US plane and then proceeded to engage in dog-fighting tactics with a similar type plane farther north. (Kimpo

b. Soviet Soldiers Violate Parallel
(1) A South Korean civilian reported that, at
122230 April, seven SOVIET soldiers violated the parallel at approximately (1024.2-1696.5) and came to his home fifty
(50) yards south of the 38th parallel. (7th Div. Flash rpt.

(2) At 132300 seven SOVIET soldiers allegedly abducted a Korean south of the parallel and took him to the
SOVIET OP in the vicinity of (1023.0-1698.0). Here he was questioned concerning the number of troops at US OP #18 and the number of South Korean police at YANG MUN NI (1023.5-

(2) On 10 April about 30 members of the ALL KOREA
STUDENTS LEAGUE went from CHUNCHON (1060-1680) to HONGCHON
(1080-1650) KANGWON DO, to organize a new branch of their party in that city and propagandize in favor of the election.

(3) On 11 April the NATIONAL SELF-DETERMINATION PARTY was organized in KWANGJU (990-1350), CHOLLA-NAMDO. Its organizer and present leader is a former governor of CHOLLANAMDO. (CIC P/R #89. B-2)
3. CIVIL UNREST
a. Registration Records Captured In KYONGSANG-NAMDO
The chairman of number 13 registration district in
PUSAN was held up by two armed men in his home on 13 April.
The raiders stole copies of the registration list for that district and all official documents and instruction pertaining to the registration and election. (6th Div. Flash rpt. B-2)
b. Registration Officials Threatened In KYONGSANG-PUKTO
Several registration officials in KYONGSANG-PUKTO received letters threatening them if they continued their registration work. A letter received by a TAEGU official was signed by LEE Choon Sik, a well-known TAEGU communist, and stated that the official was preventing the unification of
KOREA and that he would be killed within three days after 07

c. Riots Planned In KYONGSANG-NAMDO (Delayed report)
A secret meeting was held by five local leaders of the SOUTH KOREA LABOR PARTY in HAMYANG (1070-1392) on 23
March. Plans were made in this meeting to begin a period of arson, demonstrations, and propaganda to last from 13 April to
16 April. Volunteer troops and "Forlorn Hope" units of 15 men each were to be organized and await orders to carry out any assigned mission. (CIC P/R #89. Police rpt)
d. Police Kill Former Riot Leader
A local communist leader was shot and killed when the police attempted to capture him at his mountain hideout near
POSONG (1000-1305) on 10 April. This communist is allegedly to have been responsible for disturbances in YURE MYUN (1020-
1370) in 1946 and 01 March 1948. (CIC P/R #89. Police rpt)
e. Handbills Confiscated In KYONGSANG PUKTO (Delayed report)
In a raid by the TAEGU police on a secret meeting of five SOUTH KOREA LABOR PARTY members on 05 April, 2,000 antiUN handbills were confiscated. The men confessed that they planned to distribute the handbills at the rumored UN Commission meeting in TAEGU. (CIC P/R #89. Police rpt)
f. Communist Handbills Distributed In KANGWON-DO (Delayed

More than 1,000 handbills, following the usual communist party lines, were distributed in CHUNCHON (1060-1680)

G. Youth Group Beats Members Of Its Competing Party
At 111600 April about 20 members of the KOREAN
NATIONAL YOUTH, returning by truck to TONGNAE (1200-1350)
from PUSAN (1200-1340), were insulted by 200 members of the
UNITED YOUNG MENS PARTY. The UYMP members apologized when the truck stopped. The chairman and chief of organization section of the KNY got off their truck, as they were at their destination, and were promptly beaten by the UNITED
YOUNG MENS PARTY members. When news of this incident reached the KOREAN NATIONAL YOUTH headquarters, about 150 members assembled to avenge their leaders but were dissuaded and further trouble was averted. (CIC P/R #89. n-3)
h. School Strike Planned
It is reported that all middle schools and colleges will go on strike on 16 April. (CIC Flash report. Police report)
COMMENT: A previous report (See par 3f, P/R #807)
stated that widespread school strikes instigated by the
DEMOCRATIC PEOPLES' FRONT would begin after the results of the North-South Conferences were announced. Since the conference has not yet been held and considering its source, little value is attached to this latest report.
4. PSYCHOLOGICAL
a. CHOLLA NAMDO Citizens Consider Land Reform To Be
"Bone Of Contention" Of North-South Conference
It is the opinion of a number of educated people in the KWANGJU area that the point of greatest disagreement at the North-South political leaders conference will be the land reform laws which will be proposed by the northern leaders. It is believed a compromise will have to be reached on this subject before the meeting can be successful. (CIC P/R #89. F-3)

On the night of 06 April telephone wires were cut and removed for a distance of 10 telephone poles between
