(a) 4월 15 ~ 22일 - 광범위한 시위 (b) 4월 22 ~ 30일 - 민간인 소요 - 경찰지서 습격 - 사보타주 (c) 4월 30일 ~ 5월 10일 - 주요 선거 인사와 후보 공격 (F-6) 3. 대민관계 도별 민간인 소요 제주도: 제주도(951-1152) - 1948년 4월 8일 오전 5시 기관총으로 무장한 광주(992-1350)의 응원경찰대가 한림면에 도착했다. 이곳에서 응원경찰대는 인원 미상의 좌익으로부터 공격받았다. 공격 중에 좌익 1명이 사망했다. None reported. 2. Counterintelligence. a. Subversive Activity. Illegal Activity of a Subversive Nature. (1) KYONGJU (1220 - 1476) - (Delayed) - On 7 April 48, two registration offices were attacked and registration documents stolen. (B-2) (2) Information has been received by this Hq that the following plan has been adopted by the South Korea Labor Party: (a) 15-22 April - Widespread demonstrations. (b) 22-30 April - Civil Disturbances - attacks on police boxes - sabotage. (c) 30 April-10 May - Attacks on key election personnel and candidates. (F-6) b. Civil Censorship. (1) Mail and Printed Matter Interception. CCICK intercepted a letter from KIM, Dong Soo, Bosoe-Dong, Pusan, Korea, to The Editorial Staff of the Pusan Daily News, Daikyo-Tong, Pusan, Korea. The letter states: "When we report at regular registration places for the election, we must show our food ration cards as identification. We are told that those who fail to register, will be stricken from the rolls of the food ration board. The other day, the head of my village brought a petition to my home, requesting that I sign it. This petition recommended that an individual named YANG, Sawng Bong, age 49, who resides at #827 Tcholyang Dong, Pusan, be appointed candidate as a member of parliament. I refused to sign this petition because I didn't know YANG, nor do I know anything about his character. The village head told me that either I affix my seal and signature to this petition, or you don't get any more food through the village food distribution center. Later he brought another petition for signature, appointing an individual named HAN, Chawng as candidate for office. This also had to be signed under threat of losing my food ration. I am a man who is very anxious to see this election go through successfully, but I do not approve of the coercive measures employed by present city officials in appointing this or that man to any office. This is supposed to be a democratic and free election, but I fear a lot of people will not mark their ballots because their choice of candidates will not appear on the ballots. Please print this example of corrupt politics in your papers, in an effort to curb some of these happenings in other communities." Cheju-do: CHEJU-DO (951 - 1152) - Police report that at 0500, 8 April 48, police reserves from KWANGJU (992 - 1350) armed with machine guns arrived at Han Kim Myun where they were attacked by an undetermined number of Leftists.
