3. 대민관계
a. 전반적 상황
(1) 제주도 (960-1140) - 선거 등록 기간 이후 선거등록사무소에 대한 공격이 빈번해지자 선거관리위원들은 투표용지와 투표함을 투표소로 옮기는 일을 거부했다. 이들은 임무 수행에 미군 병력과 운송 수단을 활용해달라고 요구했다. (A-2)
(2) 제주읍 (951-1151) - 1948년 4월 22~23일 밤, 최근 있었던 소요에 참여한 것으로 의심되는 좌파 60명이 군경 합동작전으로 검거됐다. 경비대가 읍의 특정 지역을 차단한 사이에 경찰은 무장대원이 은신한 것으로 의심되는 집들을 급습했다. 좌파 용의자 30명이 철저한 조사를 위해 구속됐다. 수색 과정에서 폭력은 없었다. 무장대 다수는 남조선노동당과 민주인민전선의 당원으로 밝혀졌다. (A-2)
b. 도별 민간인 소요
(1) 제주도:
제주도 활주로 (948-1152) - 1948년 4월 24일 오후 1시 15분, 활주로에 착륙하는 C-47 수송기를 향해 소총 탄환 5발이 발사됐다. 2명이 사격하는 것이 목격됐는데 이들은 도주했다. (A-2)
(2) 순창 (1014-1377) - 1948년 4월 24일 오전 3시, 약 100명의 무리가 지역경찰지서를 공격했다. 그들 중 1명이 구속됐다. 보고된 경찰 사상자는 없다. (C-2)

a. General Conditions.
(1) CHEJU-DO (9600 - 1140) - As a result of numerous attacks on Registration Offices, following the registration period, election officials have refused to make deliveries of ballots and ballot boxes to voting places. They have requested that U.S. Army personnel and transportation be utilized to accomplish the task. (A-2)
(2) CHEJU-UP (9510 - 1151) - During the night of 22-23 April 48, sixty leftists, suspected of participation in recent disturbances, were picked up through the combined efforts of the Police and Constabulary. The Police proceeded to raid houses suspected of harboring members of raiding parties, while the Constabulary served to block off certain areas of the town. Thirty of the leftist suspects were held for a thorough screening. No violence occurred during the period of the search. Many of the raiders have been identified as members of the South Korea Labor Party and the Democratic People's Front. (A-2)
b. Civil disturbances by Province.
(1) Cheju-Do:
CHEJU-DO AIRSTRIP (9480 - 1152) - At 1315, 24 April 48, five rounds of small arms fire were directed at a C-47 plane as it descended onto the Strip. Two men who were observed to be firing, escaped. (A-1)
(2) Cholla-North:
SUNCHANG (1014 - 1377) - At 0300, 24 April 48, a crowd of approximately one hundred persons attacked a local police box. One of the group was arrested. No police casualties were reported. (C-2)
