1. 방첩
a. 좌익 폭동 가능성:
믿을 만한 정보에 따르면, 남조선내 좌익들이 4월 9~10일 밤 폭동을 일으키려 고 한다. 철도 운행을 막고, 도로에 장해물을 설치하고 전화와 통신선을 절단하고 경찰지서를 공격하고, 경찰과 우익공무원을 암살하겠다는 계획이다.
논평: 좌익들이 유엔 감시하에 치러지는 5·10 선거를 방해하기 위해 남조선 내
통신선과 경찰 조직에 대한 교란 행위를 계속할 것으로 예상됐다. 이 문제는 공산 주의자들의 노동절인 5월 1일부터 선거일인 5월 10일 사이에 절정에 이를 것이 다.

1. COUNTER INTELLIGENCE.
a. Possible Leftist Riots:
According to reliable information, the left wing element in So[illegible] Korea will attempt to riot during the night of 9-10
April. Their plan is to disrupt railroad activities, establish road blocks, cut telephone and telegraph lines, attack police box[illegible], and attempt to assassinate police and right wing offici[illegible]ls. (Police report)
COMMENT: It has been anticipated that the leftists will attempt to agitate against the UN observed 10 May elections by constant harassment to South Korean communications and police system. This trouble should culminate during the period 1
May (Communist MAY DAY) and 10 May (South Korean U.N. observed election day.).
2. CIVIL RELATIONS.
a. Relations of U.S. Army With People:
17th Inf reports that at 2220 hours, 7 April, Pvt Edward J. CHAMBERS, Service Co, 17th Inf, fired seven (7) rounds at South Korean Constabularyman IM, Hyun Song, while both were walking guard on Post #8, (POL Dump) Camp TATJON.(1043.0-1493.0).
Four (4) of the rounds fired, struck IM, and he died on the way to the hospital. The motive is unknown. 17th Inf is investigating. (A-1).
3. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS - None reported.
4. MISCELLANEOUS.
a. Unusual Activity in 13th Engr (C) Bn Area:
13th Engr (C) Bn reported that at 2000 hrs, 7 Apr, LEE, Song Youl, age 28, of #267 HANNAM DONG, SEOUL, was apprehended by Metropolitan Police while dropping small pills into a Korean water well in the vicinity of the 13th Engr (C) Bn area. LEE is confined in the YONGSAN, SEOUL, Jail by the police. The water purification detachment, 13th Engrs, checked the pills and believe that they are halazone tablets. A sample of the water has been forwarded to the 34th General Hospital for analysis.
The Koreans continue to drink the water. (F-5).
COMMENT: This is the second alledged well poisoning episode reported in the past twenty four (24) hours, and the fourth in five (5) weeks. (See Par 4a, P/R #82, dtd 8 April.).
