개괄하여 말하면, 우리 위원단은 선거를 준비하고 있는 현 단계에서 이전의 권고, 결의, 혹은 결정을 재고할 의사가 없습니다. 그러나 위원단은 참관, 특히 권고사항의 이행을 위해 전문적인 조직을 만들기로 결정했습니다. 주무위원회가 서울에 설립됐으며, 선거일 연기와 같은 고려사항이나 선거절차 이행과 관련해 위원단에 제출될 수 있는 요구사항을 접수하고, 검토하고, 논의할 수 있는 권한을 부여받았습니다. 따라서 미군 당국도 위원회가 고려할 그들의 의견을 제출할 기회를 갖게 될 것입니다.
주무위원회의 제언에 관하여 유엔임시위원단은 상황이 허용하는 한 그런 새로운 결정을 수용할 것입니다.

LETTER FROM THE CHAIRMAN OF THE
UNITED NATIONS TEMPORARY COMMISSION ON KOREA
TO THE COMMANDING GENERAL
UNITED STATES ARMY FORCES IN KOREA
30 March 1948
Dear General Hodge:
I have duly submitted to the United Nations Temporary Commission on
Korea the considerations outlined in your letter dated 29 March, concerning the suggested postponement until 24 May of the elections previously fixed for 9 May 1948.
Inasmuch as some of the considerations for the postponement involve retrospectively the responsibility of our Commission or of its Secretariat, you will find a clarifying statement annexed to this letter.
I am instructed to inform you that it is the wish of the United
Nations Temporary Commission on Korea that the elections should still be held on the date of 9 May 1948 as adopted in its Resolution of 12 March
1948.
Generally speaking, our Commission does not intend, at the present stage of the preparations for elections, to reconsider its previous recommendations, resolutions or decisions. The Commission, however, has decided to establish technical organs for purposes of observation, particularly the implementation of its recommendations. A Main Committee has been established in Seoul and authorized to receive, examine and discuss such considerations or requests as may be submitted to it with regard to the implementation of electoral procedures. The United States
Military Authorities will therefore have the opportunity to present their views for the consideration of the Committee.
On the recommendations of this Main Committee, the United Nations
Temporary Commission on Korea will eventually take such new decisions as the existing circumstances warrant.
