4. 대민관계
a. 정당 및 기타 단체:
(1) 이승만, 유엔조선임시위원단의 실패를 예상: (24군단)
이승만이 12월 31일 미국에 있는 자신의 로비스트 중 한 명인 임영신(Louise YIM)에게 메시지를 보내면서 유엔위원단이 발표한 조선에서의 임무는 실패할 것이라고 예상했다. 이승만은 "하지 장군이 선거를 반대하고 있으며, 이는 인민의 뜻과는 달리 자신[역주: 하지]의 꼭두각시(satellites)들이 조선을 대표하길 원하고 있기 때문"이라며, "그것은 위원단의 실패로 귀결될 것"이라고 했다.
24군단 논평: 이승만은 미소공동위 합의와 신탁통치 원칙의 실패를 공개적으로 예견한 이후 양자를 무너뜨린 공을 이미 인정받고 있다. 이승만은 위원단이 남조선에 도착하기 전에 선거를 실시해 위원단의 노력을 무산시키려 한 이후 위원단의 실패를 예견하고 있다. 그는 선거를 치르지 않았고, 조선인의 뜻을 대변할 인민의 선택은 존재하지 않는다고 주장한다. 이승만이 생각하는 "인민의 선택"과 "인민의 뜻"은 "이승만의 선택"과 "이승만의 뜻"이 될 것이다. 이승만은 좌익이든 우익이든 가리지 않고 자신에 반대하는 사람이면 "인민의 뜻"의 일부라고 생각하지 않는다.
이승만이 예견하는 유엔조선임시위원단의 실패가 남북 모두에서 선거가 치러질 수 없어 실패라는 것인지, 남조선에서 선거가 치러질 수 없어 그렇다는 것인지 알 수 없다.

4. CIVIL RELATIONS.
a. Political Parties and Other Organizations:
(1) RHEE Predicts Failure of UN Commission: (XXIV)
Dr RHEE Syngman predicted the failure of the United Nations Commission's announced mission in Korea when he radioed a message to Louise YIN, one of his lobbyists in the United States, on 31 Dec. "General HODGE opposed an election because he wants his satellites to represent Korea against people's will" RHEE radioed, "and it will result in the Commission's failure".
XXIV Comment: Dr RHEE Syngman has already taken credit for having downed both US-USSR Joint Commission deliberations and the principles of "trusteeship" after publicly predicting the failure of both. Now he predicts the failure of the UN Commission, after attempting to sabotage its efforts by having an election prior to the Commission's arrival in South Korea. He has not held an election, and he now claims there is no body of the people's choice to represent the will of the Korean people. RHEE's interpretation of the "people's choice" and "people's will" means "RHEE's choice" and "RHEE's will". He does not consider that any of his opponents, in either the right or left wings, form any part of the "people's will".
It is not known whether RHEE is predicting that the UN Commission will fail because elections will not be held over all Korea or that the failure will be because elections will not be held in South Korea.
(2) Military Training Given Right-Wing's NATIONAL SOCIETY YOUTH: (XXIV)
Training in close order drill and military courtesy was given approximately 100 young men of the right-wing NATIONAL SOCIETY FOR ACCELERATION OF KOREAN INDEPENDENCE YOUTH CORPS during 30 Dec - 1 Jan. Only SEOUL members attended this three-day training schedule. It is planned by the Society's national headquarters that this 100-man group will form a nucleus to provide training for all members of the YOUTH CORPS.
XXIV Comment: South Korea's militant right-wing youth element is preparing for a military future. The following three most-powerful right-wing youth organizations, not counting SKIG's rightist KOREAN NATIONAL YOUTH CORPS which professes to be non-political, have instituted military training:
(a) Elements of the YOUTH CORPS was first put on a military organizational basis early in December when the NATIONAL SOCIETY FOR ACCELERATION OF KOREAN INDEPENDENCE reorganized its old YOUTH LEAGUE into the YOUTH CORPS.

(b) The right-wing NORTHWEST KOREAN YOUTH ASSOCIATION is sponsoring a three-month military indoctrination course of drill field and classroom activity.
(c) General LEE Chung Chun's UNITED YOUNG MEN'S PARTY is actively engaged in teaching military science and tactics. The UYMP program is far more extensive than that of either the YOUTH CORPS or the NORTHWEST ASS'N. The UYMP training period is longer and covers military history of Korea, rental and physical welfare, close order drill, manual of arms and other basic military courses. Training sites were established by the UYMP during the latter part of 1947 and more are expected to be organized early in 1948. It is the opinion of at least one Korean element of thought that General LEE Chung Chun plans some day to use his UYMP in overthrowing the future independent Korean Government.
(3) Koreans Welcome UN Commission:
In one of their greatest displays of national patriotism, second only to that shown upon the arrival of American troops, 8 Sept 45, a conservative estimate of approximately 300,000 cheering Koreans lined both sides of the main thoroughfare between the nation's capitol building and the KIMPO Army Air Base to render a peaceful, though rousing, welcome to the UN Tempory Commission, which arrived at KIMPO at 1750 hours, and reached their billet in SEOUL at 1905 hours.
As early as 1400 hours on the afternoon of 8 Jan, Korean men, women, and children, commenced placing themselves along the route of march. Conspicuous in their massed presence was Dr RHEE's strong and ever powerful NORTHWEST YOUNG MEN'S ASS'N who were given the place of honor in the reception line. From this observer's viewpoint the entire reception program was extremely well planned as policemen were placed every 20 feet on both sides of the main thoroughfare from the HAN River Bridge to the Capitol building. The area in front of Army installations, Co "G" of the Constabulary, and in front of all policeboxes were kept clear, and apparently each organization had a designated place from which it was to review the procession. Thousands of small Korean flags made of paper, and "Welcome" pennants were distributed to the mass of people. More American flags were displayed by the Korean people in this demonstration than has been seen in the last year and a half. The leaders of each group maintained excellent discipline within their organizations, and, throughout the long, cold, four (4) hour wait, the assembled groups sang and cheered, displaying sincere patriotism and happiness in the arrival of the UN Commission. Numerous Korean bands were dispersed among the crowd, and they constantly played martial and Korean folk airs. As darkness descended, the Koreans lit many torches, lighting up the route of march; which added to the color of the many and various banners displayed by the different organizations.
The most prominent of the banners displayed, the majority being printed in both Korean and English, were as follows:
(a) "Welcome UN Commission. There can be no Peace without Korean Independence". Displayed by KOREAN NATIONAL YOUTH ASS'N.
(b) "Welcome UN Commission, Apostle of International Justice, Guardian of the UN Charter. Long Live Korea. Long Live UN". Displayed by NORTHWEST YOUNG MEN'S ASS'N.
(c) "The UN Commission is the only help for Korean Independence. Hurrah for DAI DONG YOUNG PEOPLE'S ASS'N". Displayed by DAI DONG YOUNG PEOPLES ASS'N.
(d) "Carry out the Unified General Election Through South and North Korea, Kicking Russian Boycotting Policy". Displayed by DAI DONG YOUNG MEN'S CORPS.
(e) "Unify all Youth for Our Independence. Long Live DAI DONG YOUTH ASS'N". Displayed by DAI DONG YOUTH ASS'N.
(f) "Hurrah for the UN. Long Live our Highest Leaders Dr RHEE, Syngman and Dr KIM Koo. We Must Enforce the Elections". Displayed by HANSON LEAGUE OF YOUNG KOREA.
(g) "Hurrah for UN Commission and General Election of South Korea. Long Live Our Highest Leaders Dr RHEE, Syngman and Mr KIM Koo. We Must Enforce the Election". Displayed by the CENTRAL LEAGUE OF YOUNG KOREA.
(h) An unknown organization displayed a banner which stated: "Give Us Independence or Give Us an Atomic Bomb!"

There were no disturbances throughout the night of 8 Jan. Many informants had made statements to the effect that the left-wing SOUTH KOREA LABOR PARTY would incite many riots upon the arrival of the Commission. 7th Div Arty did an excellent job of covering the entire procession.
5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS - None reported.
6. MISCELLANEOUS.
a. South Korean Police - North Korean Constabulary Fire Fight Near US OP #7 (898.8-1695.6):
"F" Co, 32nd Inf, YONAN (919.2-1686.0) was notified at 091540 Jan 48 by SKP that fifteen (15) NKC were attacking a police box in the vicinity of MANSONG-N (897.0-1696.5), south of the 38th parallel. Lt KACIN led a patrol to the area to investigate, arriving at 1630 hours. Questioning of the SKP in the area revealed that at 1430 hours, seven (7) NKC came two hundred and fifty (250) meters south of the parallel near Parallel Marker #29 (897.8-1697.05) where they were met by five (5) SKP. Several rounds were exchanged in which one (1) SK Policeman was killed, the North Koreans withdrew. At 1500 hours, forty (40) NKC came to the same area and again a number of shots were fired. When Lt KACIN arrived at the scene of the incident, all was quiet. No NKC were observed. Throughout the night of 8 Jan there was no activity in the area.
b. Black Market Operations:
S-2, 31st Inf, in a raid of a building in the vicinity of the Regimental Compound discovered thirty-nine (39) jackets, W OD, forty (40) shirts, W OD, and several cotton GI uniforms, at 081300 hours. It is believed the items of clothing were stored there by an American soldier or soldiers, and were to be sold on the black market. 31st Inf and another Intelligence agency are investigating.
c. Leaflet Drop:
7th Div Air Section made a drop of twenty thousand (20,000) WORLD NEWS leaflets to Koreans on the ONGJIN Peninsula on 8 Jan 48. The news sheets contain items of interest to the Korean public regarding the UN, medical supplies, and fire fighting equipment for South Korea (See Par 6a, P/R 4, dtd 6 Jan 48).
d. US liaison train departed SEOUL for PYONGYANG at 090915 Jan 48.
e. 7th MP Platoon Reports on Thefts In Camp SOBINGGO Area:
Lt BORGSTROM, Commanding Officer, 7th MP Platoon, reports that the number of thefts in the Division Housing Area is increasing. It is interesting to note that the majority of the pilfering is done by small children, whose ages range from ten (10) to sixteen (16) years. These children slip into the area under the fence and bypass US sentries, after which they wander around the area, stealing anything that is not watched or locked. The stolen items are then carried to the nearest fence where they are thrown outside, presumably to be picked up by an accomplice. When the contraband is disposed of in the above manner, the children return to the area to steal more.
When the children are apprehended, there is no suitable institution for their detention. The only available place is the Korean Woman's Jail, where they are held for periods not to exceed one (1) week and then released. The 7th MP Platoon is giving considerable thought toward some method of punishment of these minor law breakers. Several children have been apprehended by the 7th MP Platoon as many as four (4) or five (5) times.
Stolen articles that cannot be smuggled from the Camp SOBINGGO Area are often hidden in the many caves around the area. These caves may not be properly guarded as they are so numerous that sufficient personnel for guarding them is unavailable.
Comment: Throughout South Korea both women and children are being used in increasingly large numbers in thefts, espionage, sabotage, etc. Interrogation has disclosed that Koreans behind dastardly acts believe the American soldiers will be more reluctant to shoot a woman or a child than a man.

f. Unmarked, Undyed US Government Clothing:
An interesting notation regarding the thousands of Koreans assembled to greet the UN was the presence of large amounts of US Gov't clothing. A considerab amount of M-1943 field jackets, jackets, W OD, and trousers, W OD, were observed, none of which were marked or dyed, nor were the shoulder loops and buttons removed from the outer garments. Many Koreans were completely outfitted in US
Government clothing.
