제5관구경찰청11에서 부산의 제7관구경찰청에 보낸 한 보고서는 제주도에서 조선은행 지폐가 불법적으로 인쇄되고 있음을 지적하는 정보원의 제보를 싣고 있다. 전하는 바에 따르면 화폐주조기가 몇몇 일본인들에 의해 일본에서 제주도로 밀반입 했다. 이 정보원의 이름은 채한숙(Che Hen Sook, 42세, 주소: 경상북도 군위군 유보면)이다.
논평: 제주도는 조선의 남서쪽에 위치한 섬이다. 우편검열에서 일본과 조선 사이에서 벌어지는 밀수행위의 집결지로 자주 언급되고 있다. 섬의 현 상태로 보아 긴밀한 검열대상이다.

Handbills Call for Killings
KOREA Base Command reported that handbills presumably put out by Leftists in PUPYONG¹ neighborhood on 04 February 47 called for an end to be put to "Terrorism" and for the "Killing" of all pro-Japanese, traitors, and bad landowners. One handbill contained the following slogan:
"Let's all combine to destroy the DAI HAN DOK CHOK!" (General Youth's League for Acceleration of Korean Independence - RW).

e. Mail Interceptions
(1) Threat Made against Life of MG Official
In a letter sent locally in SEOUL and intercepted on 07 Feb, LEE, Serng Mang threatened KIL, Won Bong, Chief of the Communications Dept, with loss of life if he continues reducing personnel in the Communications Dept according to a planned 20% cut. The writer styled himself as the representative of the Communications Employees' Association. (SEO/3196)
COMMENT: The writer may have used an alias, which is a frequently utilized expedient by disaffected employees when threatening their employers.
(2) Counterfeiting on CHEJU DO
A report from 5th Div Police to 7th Div Police in PUSAN discloses a report from an informant who stated that Korean bank notes are being printed unlawfully in CHEJU DO. Allegedly a minting machine had been smuggled from JAPAN to CHEJU DO by some Japanese. The informant is CHE, Hon Sook (age 42, address: YOOBO MYUN, KUNJI GUN, KYONGSANG PUNTO)
COMMENT: CHEJU DO is an island province off the southwestern coast of KOREA. It is frequently mentioned in mail interceptions as a rendezvous of smuggling activities between

b. Political Parties and Other Organizations
(1) Dr RHEE's Six Points for Korean Rehabilitation
Dr RHEE, Syng Man informed his political subordinates in SEOUL that he is presenting to the US State Department a program of six "indispensable, minimum measures" for the reconstruction of KOREA. These are:
(a) An interim government for South KOREA to serve until a general election is held for a reunited country.
(b) This government will negotiate with RUSSIA and the US concerning the occupation forces and other vital questions without disturbing Russian-American consultations.
(c) Korean claims for reparations from JAPAN to be given early consideration in order to aid economic rehabilitation.
(d) Full commercial rights to be granted or equality with other nations with favor to none.
(e) Currency to be stabilized and established on international exchange.
(f) US security forces to remain until both American and Soviet armies withdraw simultaneously.
In the message to his political leaders in South KOREA, Dr RHEE emphasized that there should be either a general election or a complete and immediate turning over of the government to Koreans so that they themselves may solve the problems of unification and other vital questions. Dr RHEE stated that this motivated him to draw up the six demands. He has also recently orders his party in SEOUL to put less emphasis on Anti-Trusteeship and more on the general election and demands for a separate government in the South.
COMMENT: Dr RHEE, Syng Man has accelerated the drive by the extrem
Right for a separate South Korean government ever since he journeyed to the US where he has carried on a vigorous lobby. Outside of gaining some publicity in the American press, he apparently has not been able to convince anyone in authority that American policy regarding KOREA is in need of the changes which he recommends.
In actuality, Koreans have been assuming a greater share of the responsibilities of government right along. The time when the administration will be purely Korean is in sight. Previously the Korean Department heads have taken full charge of their offices (Sep 46); the legislative branch of the government has been entrusted to an all
Korean Legislative Assembly (Dec 46); and recently a prominent Korean, AN, Chai Hong, has been appointed the civi administrator. Of necessity the program must be gradual and cannot be abrupt ("Immediate") as Dr RHEE demands since it might cause a breakdown in the governmental structure.

(2) Dr RHEE's Lobby Becoming World Wide
"Colonel" Bon C LIMB (a Korean), a long-time representative of Dr RHEE, Syng Man in WASHINGTON, DC, arrived in LONDON as a "goodwill envoy" to the United Kingdom. This information was intercepted in a 06 Feb radiogram from Dr RHEE to his SEOUL Headquarters.
COMMENT: The arrival of LIMB in LONDON is in line with Dr RHEE's plan to send representatives to the major powers so as to carry on a propaganda campaign similar to RHEE's in the US.
(3) Right Wing Invites Gen MacARTHUR To KOREA
On 06 Feb the Representative Democratic Council sent a radiogram to General MacARTHUR, inviting him to visit KOREA "with a view to investigate the present state of affairs". The senders expressed the hope that if SCAP saw conditions in KOREA at first hand, he would agree to their plan to set up an interim Korean government for the South.

5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS
a. Central Research Bureau Organized in North KOREA.
A 07 Feb radiocast from PYONGYANG disclosed that a Central Research Bureau will be established for the purpose of solving problems in restoring the industry of North KOREA. The Bureau will have several departments including the following:
(1) Mining
(2) Electrical
(3) Metal
(4) Chemical
(5) Petroleum
The radiocast stated that the Central Research Bureau will make every effort to promote a campaign to propagandize a search for materials in addition to keeping a record of the research work. Each department is to have a few qualified staff members. Appropriations for the project are to come from the Finance Bureau of the Interim People's Committee.
COMMENT: The proposed campaign to scrape up material confirms previous information from North KOREA that stockpiles of raw materials are virtually depleted. An intercepted police report (20 Jan) is timely for it quotes a former worker in the CHOSUN Nitrogen Fertilizer Company at HUNGNAM. The informant reported that production at the factory is decreasing and that by April of 1947 all sections of that HUNGNAM factory will come to a virtual standstill for lack of raw materials.
