OPERATIONAL INTELLIGENCE None. 2. NON-OPERATIONAL INTELLIGENCE None. 3. COUNTERINTELLIGENCE a. Sabotage – A CIC report received during the period states that large sections of the Military Government Guard Red – Grenadier telephone line between CHONJU and CHONGUP were removed during the two weeks preceding 25 January. b. Espionage – None reported. c. Terrorism – A CIC report received during the period states that LYUH, Jik Yang, vice-chairman of the local Rightist Hankook Democratic Party, was attacked at his home in CHONJU between 2000 and 2030 hours on 24 January. The assailants were not identified. LYUH was not seriously hurt. d. Secret Organizations – None reported. e. Mail Interceptions (1) General League For All Korean Students Issues Declaration In Opposition to Trusteeship – The General League for all Korean Students in SEOUL in a letter to their branch office in INCHON makes the following statements: "It is our most urgent duty to abolish the 38th parallel and to oppose trusteeship. "We vow that all our energies and spirits will be concentrated to assist the anti-trusteeship committee of which we are members." (SEO/3144, letter dated 27 January). (2) The ANTONG Devotion Group Pledges Support of Trusteeship – The ANTONG Devotion Group, in a letter to the Conference Opposing Trusteeship, Legislative Assembly, pledges that their group will support Trusteeship because Anti-trusteeship is a breach of the will of all Korean people. (SEO/TL/1223, message dated 29 January). (3) US Army Clothing Offered For Sale – KIM, Yong Soo, INCHON, writes to LEE, Taek Soo, SEOUL, offering 20 woolen shirts, 20 pair of trousers, and 50 work suits, of the type used by the US Army, for the price of 55,000 yen. KIM also states that he expects to have more commodities in a few days. (SEO/3142, letter dated 25 January). (4) Smuggling – CHANG, Chai Ban, HAKWI-LI, CHEJU-DO, writes to KIM, Moo Kyung, SEOUL, requesting a list of daily price changes so that he may buy profitable merchandise from the many ships that go to JAPAN and back. Telecommunications - No violations reported. 4. CIVIL RELATIONS a. Disturbances - CHONJU CIC reports that rumors are prevalent among the teachers and student-guardians that members of the Chosun Democratic Youth Alliance are travelling to the villages surrounding CHONJU stating that there will be disturbances when the schools reopen on 1 February. b. Political Parties and Other Organizations (1) National Society For Acceleration of Korean Independence Gives Unofficial Backing to Anti-trusteeship Committee - A report received from a G-2 informant states that CHO, Sung Hwan, chairman of the National Society, has refused a vice-chairmanship of the Anti-trusteeship Committee. In declining the position CHO stated that neither he nor the National Society had joined the movement, and although they were in sympathy with the movement they would furnish unofficial backing only. (2) SEOUL University Students Plan Demonstration 3 February - Information received indicates that the SEOUL University Students held a secret meeting on 28 January and decided to carry out the following instructions: (1) oust the American President; (2) stop meddling of CIC and police; (3) demonstrate 3 February against the University policy; (4) strike. (3) Metropolitan Police Do Not Expect Anti-trusteeship Demonstrations in SEOUL - CHANG, Taik Sang, Chief of the Metropolitan Police, in an interview with CIC, stated that he did not expect demonstrations against trusteeship in SEOUL, but that if they did happen the police would be able to handle them and avoid trouble. (4) Differences Within Rightist Anti-trusteeship Group as to Plan of Action - A CIC report based on information gained from a neutral informant states that there are two groups within the Anti-trusteeship movement, one calling for immediate action, the other undecided as to what course to follow. The one group, led by KIM, Koo, thinks that trusteeship is making a slave of KOREA, and therefore intends to oppose trusteeship by action equal to the independence movement of 1919. This first group plans to instigate the Military Government Officials and the police to strike. The second group, led by Dr RHEE and backed by CHO, So Ang and SHIN, Ik Hi, object to trusteeship but differ in their opinions as to how to attack the problem. This group does not have a definite plan of action at the present. KIM, Koo, while apparently working with Dr RHEE in the anti-trusteeship movement, actually seems to be directing his efforts toward taking over the movement as his own. Several recent events point toward the assumption of power by KIM, Koo, among these are included: (1) the money collected for Dr RHEE's trip in the various organizations has been held within those organizations and not forwarded to Dr RHEE; (2) KIM, Koo is attempting to gather the National Society for Acceleration of Korean Independence, the Emergency National Assembly, and the General Headquarters for National Unification under his wing in addition to those which he already controls; (3) KIM is attempting to organize the youth groups under his own youth group heads instead of RHEE's youth groups; (4) with Dr RHEE away and not able to do much about it, KIM is trying to look out for himself. (5) Hankook Democratic Party Preparing For A March First Movement - A KWANGJU CIC report received during the period states that the Hankook Democratic Party is sending representatives from SEOUL to various districts in South KOREA with the following instructions: (1) Keep district chapters in close contact with SEOUL; (2) Weed out trusteeship elements of the party; (3) Make periodic reports of progress. Korean Press (1) For the purpose of showing matters of current public interest in KOREA, translations have been made of the leading headlines in all major newspapers in SEOUL, and the texts of articles that are considered to be of particular interest. (See Incl #1) (2) For the translation of headlines and articles considered of interest in the North Korean newspapers, see Incl #2. (3) A digest of the 31 January edition of all newspapers published in SEOUL has been prepared by the Public Relations Office, this Headquarters. The "Korean Press Summary" is attached hereto. 5. SUMMARY OF INTELLIGENCE IN ADJACENT AREAS a. Telecommunications High School Students Will Distribute Propaganda - In a news broadcast from PYONGYANG1 at 301900 January it was reported that the People's Committee of HWANGHAE-DO is planning to mobilize the boys and girls of the high schools for propaganda work in the coming MYUN, RI, and DONG elections. 6. MISCELLANEOUS a. Illegal Shipping - A delayed report from the Sixth Division states that during the period 2-17 January, a US Destroyer apprehended and seized 5 small craft engaged in illegal shipping in South Korean waters. Rice, cotton, gasoline, and silk comprised the major portion of the seized cargos. All vessels were taken to MOKPO or CHEJU.
