임시군사고문단 주간활동 수신: 제24군단 사령관 발신: 임시군사고문단장 1948년 11월 15일 9. 제주도: 11월 12일 자 보고는 다음과 같다. 심각한 마을 화재: 월평마을이 불에 탔으며, 게릴라 150명에 의하여 제1대대 본부가 공격을 당했으나 사상자는 없었다. 게릴라 4명이 사망했다. 마을 주민의 제보에 따라 2대대는 게릴라의 은거지를 습격하여 18명을 죽이고 1명을 체포했다. 이후 4명을 추가로 죽였다. 2대대 F 중대는 한림 근처의 무장대 창고를 기습해 25명을 죽이고 3명 포로로 잡았다. 3대대는 다른 지역에서 불탄 마을의 주민들을 도와 옷과 식량을 지급했다. 경찰과 협조가 잘 이뤄지고 있다. 주민들은 현재 당국에 정보를 제공하는 등 협조적이다. CIA 활동이 뛰어나다. 2개 중대를 추가로 제주도에 파견하려는 계획은 한국인에 의해 취소됐다. 현재의 3개 대대 전력을 주로 서북청년단으로부터 충원하려는 새로운 계획이 진행되고 있다. W.L. 로버츠(W. L. Roberts) 준장, 미국 임시군사고문단장
SECRET 319.1 WEEKLY ACTIVITIES OF PMAG CO, XXIV CORPS CHIEF, PMAG 15 November 1948 WLRice 1. Purge in RC a. Eight senior Officers have been confined since 26 October. (Includes 2 Officers on DMD Staff, CO of Engr Bn, CO of 14th Regt, G/S 4th Brig and Exec Off of Ord Group). b. Seven senior Officers now being investigated. (Includes CO of Ord Group, another CO 14th Regt, CO 4th Brig, CO 7th Regt, CO 15th Regt and CO Engr Group). c. All regiments are purging their ranks by all means possible. 2254 (85 Officers, 1009 EM, 1160 Civilians) captured, seized, confined since 20 October. Process continuing. Korean CIC organization making itself felt. Cooperation with Police better and relations closer daily. Info exchanged. Both Police and Constabulary careful of rights of each. Police do not arrest Constabulary members but give info to Constabulary. 2. Status of Recruiting Between 6000 and 7000 recruits necessary to fill ranks from all causes and to create new 16th Regiment. No recruiting figures yet. 16th Regt being organized at Masan with 1 Bn 15th Regt as Cadre; 2 Bnc 15th Regt moving to Yosu will organize one new Bn. Regtl Comdr 16th Regt has been appointed. 3. Status of Reserve Formation All staffs and commanders briefed. Forms (different color) printed and in process of distribution. Korean Reserve Staff with Advisor at Hq MID operating. Actual enrollment starting on or about 23 November. 12 Regts to be formed initially. Other reserve organizations will then follow. 4. Status of Turn-over of Installation Guarding to Police Both Defense and Home Ministers were, this date, informed that, as time was pressing, this turn-over had to take place rapidly without more talk. A list of installations with numbers of guards needed was furnished. 5. Status of Forming the New 6th Brigade The plan submitted to Defense Minister by advisory group has been 98-15-11 SECRET DECLASSIFIED Authority NND 020855 ●● SECRET ● SUBJ: Wkly Activities of PMAG 15 Nov 48 MilMies finally approved this date, and necessary instructions are going out this date. 6. All projects in EMD are controlled by the Defense Minister. If he wants something started or stopped, it is quickly done, through Korean channels. If advisory group finds out, it is because the Koreans wish it to be found out. Sometimes the advisory group is in the dark for some time, in spite of attempts. All Officers in the Korean Army Staff are scared of the Defense Minister and will not act until the "go ahead" signal is obtained from him. The Defense Minister has been informed that he is a bottleneck in many questions, and that he has not the time to go into detail, but to leave that work to his staffs. He usually sits on most questions for a week or 10 days and then accepts what we wanted in the first place. His KG staff is excellent and is usually ready to go the way the Advisors suggest. 7. Trials [illegible] a. 100 accused of participation in recent uprising have been tried at Taejon. Death sentences, subject to review Life, 15; Sentences 5 years, 5. Several hundred cases being prepared for trial. b. At Kwangju, 28 death sentences have been awarded. 8. Invasion 0900 - No information received from 8th Regt which is scouring area along parallel for reported invasion group from North. 1100 - Lt Col Haberer, Advisor 4th Brig, informs us that contact was gained with 60 guerrillas of NK People's Army at Mt Hapong. Trps of 10th Regt assisting in attack. 1 Bn 10th Regt ordered to operate from Kangnung. At 1130, 2 Co's from 7th Regt were ordered to move from Chongju to destroy these guerrillas. This is in addition to units from 10th Regt now in contact. 9. Chaju Do: Report dated 12 November indicates as follows: Considerable village burning; Village Wolpyong burned; 1st Bn CP attacked by 150. No casualties. 4 enemy dead; 2nd Bn, on info from loyal villagers, struck Rebel hideout - killed 18, captured 1. Later killed 4 others; 4TH Co, 2nd Bn, captured raider storehouse near Hallim - 25 raiders killed, 2 captured; 3rd Bn assisting burned out villagers in another area with food and clothing; cooperation with Police excellent; Natives now giving info to constituted authorities; Central Intelligence Agency excellent; Plan to send 2 Co's to Chaju Do abandoned by Koreans. New plan to recruit up to full strength all 3 Bns, mainly from NW Youth. SECRET 98-15-11 DECLASSIFIED Authority NND 020855 2 ●● SECRET● SUBJ: Wkly Activities of PMAG 15 Nov 48 WLR:ss 10. CO, 2nd Brig This Officer, who proved himself to be not so good in Yosu operations, has just moved Hq and 1 Bn of 12th Regt from Camp Sykes to Kunsan without authority. He has ordered another Bn to Kurye without orders. He relieved Regtl CO and appointed another without authority. The above points related to Defense Minister and his Chiefs of Staff. They are acting and will probably relieve the Officer. 11. Graft G-4 Advisor and others indicate that evidence of sale of clothing and equipment intended for issue to troops, is increasing. Such reports are discouraging since simple checks and inspections by Regtl Officers responsible are sufficient to prevent same in our own Army. Actual facts and data being assembled by American Officers for use by Korean inspectors. An IG group is now operating at 5th Brig Hq at Kwangju. Report will be made to USAFIK on facts obtained. 12. Col Witte, Advisor Medical Section, represents PMAG on 7th Div School Board. 13. G-1 Advisor reports Yosu casualties as follows: 5 Off, 50 EM killed; 9 Off, 89 EM wounded. Does not include any from 14th Regt. 14. 2nd SIS (Korean CIC) class starting 15 November. 15. 13th Regt at Onyang inspected by Corps team during week. 16. 25 Officers, just graduated OTS, starting 4 weeks' Signal course. 17. Fence around PMAG area 40% complete 13 November. 18. Monthly shipment supplies to Brig began on schedule 13 November. 19. ROTC now called KMA (Korean Military Academy). 20. Officers will be on duty at PMAG Hq daily including Wednesday, Saturday, Sunday and Holidays from 8 to 5. Twenty-four hour duty only when considered necessary due to tense situations. 21. TIAG propaganda being prepared feverishly with excellent assistance from Mr Stewart. 22. Korean Language classes scheduled each American 4 hours weekly. 23.
