경찰이 1948년 10월 23일 오전 11시 15분 제주경찰감찰청(950-1130)로부터 받은 다음과 같은 정보를 임시군사고문단에 보고했다.
폭도들로 구성된 것으로 믿어지는 한 경비대 중대가 제주도(950-1130)에 1948년 10월 23일 오후 5시께 상륙할 것으로 예상된다.
제주도(950-1130) 경찰은 부산(1200-1340)에 있는 경비대 사령부와 부산
(1200-1340) 제7관구경찰청에 제주도로 파견되는 경비대가 있는지 확인했으나 제주도로 파견된 경비대는 없다는 말을 들었다.

Police reported to PMAG the following information received from the
Cheju Do Police (950-1130) at 231115 October 48:
A constabulary company, believed to be composed of rebels, is expected to land on Cheju Do (950-1130) about 231700 October 1948.
The Cheju Do (950-1130) police checked with the constabulary headquarters at Pusan (1200-1340) and the 7th police division, Pusan (1200-1340)
to see if any constabulary were being sent to Cheju Do (950-1130), but were told that no constabulary were being sent to Cheju Do.
