Secret WEEKLY ACTIVITIES OF P.M.A.G. CG, XXIV Corps Chief PMAG 8 November 1948 MLRiss 1. Recruiting to obtain approximately 6000 men already underway. This number includes 3000 to form new 16th Regt. 2. Senior Advisor and Defense Minister, with G-3 XXIV Corps present, agreed in principle to form a 6th Brig. No further commitment of arms or cash by US: Korea to furnish money. Study in process to find housing, extra arms, uniforms and other equipment. 3. Same group discussed forming Reserve installation guard group to relieve approximately 10,000 men now immobilized by guard duty. Initial study indicates this can best be done by adding 3000-5000 men to Police, and turn the whole project over to them. Much more economical for the Korean State by latter method; at same time, relieves KG of logistical, training and administrative duties. 4. Alert plan during week for whole Constabulary. OTS students (500) and School troops (500) formed, armed and equipped as 2 Bns striking force for Seoul area. FA School (300) organized for use, in addition. 5. Casualties in Provisional Recon Troops in recent operation were 35%. All reports indicate an excellent organization and excellent leadership. Troop returned to Seoul District for reorganization and station. 6. Bn, 6th Regt returned to Taegu from Yosu district; Bn, 7th Regt returned to Chongju from Taegu. All of 2nd Regt has reassembled at Taejon. 18th Regt assembling and reorganizing. 1 Bn at Kunsan, 2 at Kurye. Koreans appear to have reorganization and recruiting under good control. 7. Following use of Cannon Companies proposed, and will be placed in effect as soon as Companies are organized: Classification lowered to RESTRICTED by authority (Signed name and grade. John X. KO ration allowance increased from 25 to 150 Won daily. 10. KOTC graduates 603 Officer candidates 11 November. 11. Post Engineer, Camp Sabingo, again responsible for maintenance, PMAG housing. 12. 16 Medical Officers graduated OTS this week. 13. Delayed report from Chaju Do indicates healthy army activity, particularly in raids; systema is patrolling attacks and excellent cooperation with Police. Central Intelligence Agency working very well. Major Song, Regtl CO, strong and active. Activities noted: 28 October: 50 raiders attacked, repulsed. Police casualties, 4 Killed 5 wounded. At least 3 raiders killed. 28 October: Many stone road blocks erected. 28 October: 9th Regtl CO arrested 17 men of Regt (a cell). 29 October: Engagement KC vs Rebels, estimates of 100 to 135 raiders dead. Present activities characterized by nuisance raids against police and Army, and not against civilians with organized forces having upper hand. 14. Military prisoners known to be in cages as follows: Kwangju and Yosu, 842; Taejon, 380. 15. Casualties reported so far, KC: Killed, 28. No figures on wounded as yet. 16. Following firm figures on arrests by Constabulary within its own ranks since 15 September: Officers, 31; 1st 3 Graders, 242; Other Ranks, 345; Total 618. 17. Next class OTS starting end November. Will have 500 candidates. Another class will be enlisted immediately to serve 3 to 4 months in Regts before starting school. 18. Lee Duk Ku, Red leader, killed 28 October. DAC's Sherman and Shaw with families have reported for duty to State Department from duty at Chinhae with KCG. Constabulary-Police Operations in Kwangju and Taegu Areas: Kwangju Area: Combined Constabulary-Police operations in this area are progressing favorably. Numerous daily reports indicate that small groups of rebels are being contacted throughout entire area. These groups sometime flee without offering resistance. They often abandon arms when closely pressed. Those groups which do offer resistance surrender after receiving casualties. Groups of 2 and 3 armed men have been reported as voluntarily surrendering with arms. The 2 known leaders of the KC 14th Regt rebels still remain at large, in the Paegun-San - Chiri-San area with an estimated 150-200 followers. Another group of organized rebels is reportedly operative in the Posong Area. Taegu Area: An estimated 50 Rebels led by a Korean Officer are as yet unapprehended in this area. They were last reported as detraining near Sindong on 2 November. Since that time, contact has been lost. W. L.
