ARMED FORCES Negative Historical 2. POLITICAL ACTIVITIES Negative 3. CIVIL UNREST a. Communists Attack Police and Civilians In KANGJUN-DO On 04 November 20 Communists attacked the MIRU (1190-1620) police box. The policemen on duty deserted their post and the attackers liberated 42 Communists who had previously been arrested, confiscated 6 carbines with 120 rounds of ammunition, 2 Japanese rifles with 60 rounds of ammunition, wounded 1 civilian and burned the police files and office equipment. Later the Communist terrorists murdered the local leader of the UNITED YOUNG MEN'S PARTY and another rightist. (CIC Flash Report. B-2) b. Family of Korean U.N. Delegate Attacked The home of CHUN Kyu Hong, legal advisor to the Korean Delegation to the United Nations General Assembly, was entered during the night of 05 November and 4 members of his family were seriously injured. (CIC Flash Report) COMMENT: CHUN Kyu Hong, an extreme rightist with no known party affiliation, was permanent secretary of the Korean Interim Legislative Assembly prior to his appointment in August 1948 as Legal Advisor to the Korean Delegation to the United Nation's General Assembly in Paris. c. NAJU Mutineers Continue to Escape Capture On the night of 03-04 November and again on the night of 04-05 November 1 officer and 12 enlisted men of the group of Constabulary that mutinied at NAJU (970-1330) on 02 November, escaped after having been surrounded in the vicinity of CHONGSUNG (980-1370). (B-3) On 07 November this group, whose strength had reportedly increased to 40, were in the vicinity of CHUNG-UP (980-1400). (B-5) d. Raider Activity On CHEJU-DO. The attack on CHUNG MU-NI (942-1120) on 05 November, reported in P/R #982, was carried out by an estimated 70 armed and 200 unarmed raiders. One Constabularyman and 2 policemen were killed, 50 raiders were reportedly killed and 9 policemen were wounded. (A-2) At 051100 November and again at 051900 November an unknown number of raiders attacked SAMSON-NI (933-1120). No casualties were reported. (CIC Flash Report. Invasion of South KOREA Rumored Again Approximately a month ago, Joo Hyo, commanding officer of the People's Army in South KOREA, reportedly landed on CHEJU-Do from a S.VIET submarine. Joo stated that if the mutineers had successfully occupied South KOREA as far as TAEJON (1043-1494) the North Korean People's Army would have invaded South KOREA to assist in the fight against South Korean Constabulary and police.
