ARMED FORCES a. Soviet Planes Violate Parallel At 221605 April four Soviet fighter planes came from the north, circled US OF #7 (888.7-1695.6) at an altitude of 3000 feet and returned to the north. (7th Div. Flash rpt. B-2) b. South Korean Youth Killed By Northern Constabulary At 200500 April a member of the UNITED YOUNG MEN'S PARTY was killed by a North Korean Constabularyman near HWA CHUN (904.1-1896.2). (CIC P/R #95. C-3) 2. POLITICAL ACTIVITIES Negative. 3. CIVIL UNREST a. Flares Seen In SEOUL Area Flares of the type used in Very Pistols were observed in SEOUL between 2010 and 2020 hours on 22 April. The flares apparently originated from Nam San mountain and the number reported seen varied from three to six. (Flash reports. B-2) COMMENT: Various reports have stated that flares and fires will be used by communists as signals to begin riots and disturbances and also as a signal to call meetings. Since fires were observed in SEOUL on 18 April (see P/R #812) and no disturbances occurred it is considered more plausible that the second of the two possibilities is the more nearly correct. b. Rioters Attack Police and Youth Leader In CHOLLANAMDO (1) At 210350 April a mob of 50 rioters attacked a police box in FUKNAM MYUN, KOHUNG GUN (1030-1285). One of the rioters was killed and one wounded. (Police rpt) (2) At 190200 April the chief of the Administration Section of the KOREAN NATIONAL YOUTH in TAING MYUN, YONGGWANG GUN (950-1365) was beaten to death in his home by a mob of 10 men. (Police rpt) c. Continued Riots and Disturbances In KYONGSANG-PUKTO A report for the period 211000 April to 221000 April states that numerous riots and disturbances have occurred in the area of KYONGJU (1220-1438) and along the coast to YONG DUK (1252-1507). Several block-masters were killed, one rightist leader was stabbed to death with a bayonet and several election officials were beaten. Rioters are using shotguns and Japanese rifles. (Police report) Confidential DECLASSIFIED Authority NND 74507 0 Confidential XXIV CORPS G-2 I/R #816 In SOSAN GUN (1129-1484) a DAI DONG YOUTH leader was beaten by a mob of 30 who also set fire to his home. The master of the TAEGU Agriculture Middle school was beaten by three students, but only slightly injured. (Police report) d. Rioting Continues on CHEJU-DO (1) During the 24-hour period ending 221200 April the voting offices in HO RI, CHEJU HYUN and HI TO RI, CHEJU HYUN (coordinates unknown) were raided and all election records were stolen. (Police rpt) (2) At 212200 April the voting office at TONG IL, RE JONG HYUN (coordinates unknown) was raided. The district committeeman was shot and killed and all records were stolen. (Police rpt) (3) At 212300 April the police box and myun office at MOSULPO (925-1116) were attacked by mobs of unknown size. Mobs were dispersed by constabularyman. One rightist civilian was killed. (Police rpt) (4) At 191700 April a raid was made by a mob of 200 on HO YOUNG RI (coordinates unknown) CHEJU HYUN. The police counter attacked and the mob fled, leaving behind four dead. Police captured one Japanese rifle and a small amount of ammunition. (Police rpt) e. Election Committeeman Attacked In CHOLLA-PUKTO (Delayed Report) At about 162140 April a committee member of an election office in CHONJU (1010-1430) was attacked with rocks at three different times. The committeeman was not injured, but the roof of his house was damaged by the rocks. (CIC I/R #95. B-2) f. Registration Official Attacked In CHUNGCHONG-NAMDO (Delayed Report) At 160200 April a mob of 15 attacked and severely beat a registration official in KALLEN NI (942.6-1544.6). A neighbor of the official was robbed of 23,000 won by the same assailants. (7th Div. Flash rpt. C-3) g. Communists Plan For Future Riots Riot plans of the SOUTH KOREA LABOR PARTY are complete, but the actual starting date will not be given to the cells until just before the time to go into action. In the meantime every effort is being made to draw police and proJapanese into the party; all who join will be forgiven their past mistakes. (CIC S/I, 19 April. C-3) h. North Korean Sponsored Communist Riot Group Organized In KYONGSANG-PUKTO Under the supervision of a North Korean, previously a member of the Independent Army in CHINA, fighting groups are being organized in KYONGJU GUN (1220-1438). This organizer allegedly brought with him from North KOREA money, arms, ammunition and powder for handmade grenades. Approximately 20 men have joined the organization and are presently undergoing rigorous training. The mission of this organization, as of all such communist units, is to instigate riots and disturbances during the pre-election period. (CIC S/I, 18 April.
