정보참모부 정기보고 보고 기간: 1948년 5월 29일~1948년 6월 1일 주한미육군사령부 서울, 조선 1948년 6월 1일 제848호 3. 민간인 소요 g. 제주도에서 경비대, 포로 체포 5월 30일 경비대가 작전을 개시한 이래 현재까지 포로 70명을 체포한 것으로 보고되었다. 이들 중 30명은 무장대 조직의 일원임을 자백했다. 경비대는 M1소총 1정, 일본제 소총 1정, 창 3개, 등을 포로들로부터 압수했다. G-2 PERIODIC REPORT From: 290800/I May 48 To : 010800/I Jun 48 Headquarters, USAFIK Seoul, Korea 1000/I 01 June 1948 Confidential No. 848 MAPS: KOREA, 1/250,000 Eastern ASIA, 1/1,000,000 1. ARMED FORCES a. U.S. Guard Fired On In SEOUL At 290430 May two rounds, believed to be from a carbine, were fired at the guard at the dependent commissary in SEOUL. The guard fired one round in return with no apparent results. (7th Div P/R #126. B-2) b. Police Attacked by North Korean Constabularymen (1) At 292225 May North Korean Constabularymen fired on three police boxes in the vicinity of CHANG NI (1160-1390.7). Each attack lasted approximately 10 minutes. No casualties were reported. (Police Report) (2) On 291230 May eight North Korean Constabularymen came about 500 yards south of the 38th parallel to (917.9- 1696.4) and fired on a 10 man South Korean police patrol. The NKC were reinforced by 200 men during the firefight which lasted until 291600 May. No casualties were reported. (Police Report) c. North Koreans Fire on U.S. Patrol At 311815 May a four man U.S. patrol was fired on by North Koreans located on a hill at (836.8-1698.4). 40 rounds from rifles and machine guns were fired by the North Koreans. The U.S. patrol returned the fire, took cover and then withdrew in the darkness. (7th Div Flash Report. B-1) d. North Korean Police Kidnap South Koreans At 311800 May two North Korean policemen came to the village of TCHU-REGO (1011.4-1696.0) and kidnapped one South Korean policeman and two members of the NORTHWEST YOUNG MEN'S ASSOCIATION and took them north of the parallel. (7th Div Flash Report. D-3) e. South Korean Police Attacked On ONGJIN Peninsula At 310800 May 5 South Korean policemen were fired on from (828.5-1698.1) by unknown persons armed with a machine gun. The South Korean police fired 75 rounds in return from their position at (828.5-1697.7). (7th Div Flash Report. D-3) 2. POLITICAL ACTIVITIES a. National Assembly Elects Chairman and Vice-Chairman RHEE, Syng Man was elected permanent chairman of the Korean National Assembly at its opening session on 31 May. SHIN Ik Hi, member of the RHEE-controlled NATIONAL SOCIETY for the ACCELERATION of KOREAN INDEPENDENCE and KIM Dong Won, HANKOOK DEMOCRATIC PARTY were elected vice-chairmen. UNITED YOUNG MEN'S PARTY Divided in CHUNGCHONG-NAMDO It is reported that the CHUNGCHONG-NAMDO branch of the UNITED YOUNG MEN'S PARTY is divided into two factions, one of which favors establishing a government in South KOREA and the other which opposes a separate government. On 20 May the pro-government group met and discussed the feasibility of organizing an Independent Korean Democratic Social Party. (CIC P/R #128. D-2) 3. CIVIL UNREST a. Rightist Party Leader Plots Against Rightists in CHUNGCHONG-NAMDO On 19 May LIM Il, vice chairman of the UNITED YOUNG MEN'S PARTY in CHUNGCHONG-NAMDO, met with two of his followers and ordered them to assassinate, for personal reasons, four prominent rightists in the TAEJON (1040-1490) area. When these men refused to carry out the order LIM imported nine men from SEOUL to accomplish the proposed assassination but the police discovered the plot and the men were arrested. LIM is currently being sought by the police. (CIC P/R #128. D-2) NOTE: LIM Il, who planned this assassination, is the leader of the faction within the CHUNGCHONG-NAMDO branch of the UNITED YOUNG MEN'S PARTY which opposes the formation of a government in South KOREA. b. Rightists Attack Constabularyman in KYONG-ANG-PUKTO Members of the NORTHWEST YOUNG MEN'S ASSOCIATION in YONGCHON (1190-1452) assaulted an enlisted constabularyman on 20 May. They then attacked the constabularyman's home, killed his father and beat his mother and sister. The reason given for the attack was that the constabularyman was a communist. (CIC P/R #128. D-2) c. Assemblyman Appeals For Police Protection A National Congress representative in KANGNUNG (1180-1660) applied to the police for a guard to protect him and his home from attacks by communists. Police refused this guard and the representative formed a bodyguard from members of the UNITED YOUNG MEN'S PARTY. It is believed that friction exists between the UYMP and the police, and that trouble between the two groups will result from this incident. (CIC P/R #128. B-2) d. Communist Killed in KYONGSANG-PUKTO On 22 May while searching for a reported arms cache in the mountains near TAEGU the police discovered the leader of the SOUTH KOREA LABOR PARTY in YONGCHON (1190-1460) and another man. The men attempted to escape and the police shot and killed the communist leader. (CIC P/R #128. Police Report) e. Terrorism in KYONGSANG-PUKTO (Delayed Report) (1) At 242045 May a small boy threw a bomb, made to look like a stone, into the home of an election committeeman at TAEGU. The bomb exploded and killed one woman and seriously injured one boy. (CIC P/R #128. Police Report) [signature] DECLASSIFIED Authority NND 26070 Confidential XXIV CORPS G-2 P[illegible] #848 (2) At 250100 May the home of a member of the DAI DONG YOUTH CORPS in YONGJU (1150-1550) was attacked by six men who set fire to the house. At 250230 May the same mob attacked the home of another member of the DAI DONG YOUTH CORPS, threatened his family and set fire to his home. (Police Report) (3) At 250100 May six men armed with four rifles and one hunting gun entered the headquarters of the former Community Protective Corps in YONGJU (1150-1550) and threatened the 14 men that were present. The block master and ex-head of the Community Protective Corps were kidnapped and threatened with death. (Police Report) (4) At 261030 May the block master and another citizen in YONGCHON (1190-1450), were killed by a mob of 20 rioters. (Police Report) (5) At 232210 May a block master in TAEGU was taken from his home and killed by four men armed with two carbines. (CIC P/R #128. Police Report) f. Police Round Up Rioters in CHUNGCHONG-NAMDO Since the attack on the SOSAN (947-1549) police box on 15 March the SOSAN police have arrested approximately 130 persons implicated in the incident. Fifty of those arrested have been released and the remainder are expected to be prosecuted. During raids the police discovered 19 underground hideouts and confiscated 23 hand grenades. (CIC P/R #128. Police Report) g. Constabulary Capture Prisoners on CHEJU-DO Since the beginning of the constabulary action on 30 May, 70 prisoners have been reported taken to date. Thirty of these have confessed membership in raider groups. The constabulary confiscated one M1 rifle, one Jap rifle, 3 spears and 2 bayonets from the prisoners. (MG Report. B-2) h. Block Master's Home Bombed in KYONGSANG-NAMDO At 312030 May two bombs were thrown into the home of a block master in PUSAN. The house was slightly damaged but no casualties were reported. (6th Div Flash Report. A-1) i. Demonstration in SEOUL At 311045 May 50 young men held a demonstration and distributed handbills in the Chongno district, SEOUL. A police riot squad arrived, fired into the group, wounded one man and dispersed the demonstrators. (CIC Flash Report. C-3) j. Communists Plan Assassination of National Assembly Members The SOUTH KOREA LABOR PARTY has reportedly organized groups whose mission is to assassinate all members of the National Assembly. Members of this group are supposed to have arrived in SEOUL at 310700 May to establish a headquarters and formulate plans. (7th Div Flash Report. C-3) k. Communists to Secure Data On CHEJU-DO Personnel It is reported that members of the liaison section of the SOUTH KOREA LABOR PARTY in CHUNGCHONG-NAMDO have been ordered to compile data on all policemen, constabularymen and members of the NORTHWEST YOUNG MEN'S ASSOCIATION who have been or are being sent to CHEJU-DO. Possible Arson Attempt In KYONGGI-DO At 282210 May a Korean was arrested in INCHON (980-1630) while attempting to ignite oil soaked cotton rags approximately 40 yards from the CIC house. (CIC F/R #128. A-1) 6. INTELLIGENCE CONCERNING ADJACENT AREAS Negative 7. COMMANDING GENERAL'S STATEMENT The Commanding General addressed the opening session of the Korean National Assembly on 31 May as follows: "Today is one of the great days in Korean history. This convocation of the truly elected representatives of the Korean people marks the most important step to date in democratic progress toward Korean independence. The people of my own nation as well as the thousands of Americans here in Korea who are giving their best efforts to help restore your independence and unification rejoice with the patriotic and peace loving Korean people on this momentous occasion. With you, we look forward with great hope and confidence to a sound and happy solution of your problems. This assembly has been made possible, and came into being as a result of a resolution passed by 43 to 0 in the General Assembly of the United Nations Organization on November 14, 1947, which provided for the election wherein the Korean people have now chosen you as their representatives. I point out that the deliberations of this body are on your own responsibility and you are in turn responsible to the wishes and the will of the Korean people who elected you. This Assembly is not an adjunct of, nor is it any part of the Military Government or of the South Korean Interim Government. It is a Korean Constituent Assembly elected to form a democratic government for the Korean nation and to inform the United Nations Commission of its formation. After that Government is formed and ready to operate, it will in consultation with the United Nations Commission take over the affairs of Government, and will be eligible to be recognized by the free nations of the world as a sovereign state. Thus, the future of Korea now lies largely in the hands of the Koreans themselves. Great responsibility for that future rests with this Assembly of elected Korean Representatives. What you gentlemen do here in the next few days and weeks will determine in great degree the future of your nation. You have great problems ahead of you, problems of which you are all aware and of which you speak daily. They are problems that you yourselves must work out and solve. You may be sure that the eyes of the entire world are upon you in all of your coming deliberations and that the world will judge your nation by the results you obtain through your decisions in this body. The Korean people demonstrated by their great plebiscite on May 10 that they have confidence in you as their elected representatives, to carry out the duties they delegated to you through their votes on that day in electing you to form a democratic Korean government as provided in the DECLASSIFIED Authority NND 745070 Confidential XXIV CORPS G-2 P/[illegible]848 Confidential United Nations Resolution. On behalf of the United States and of the American Command in Korea, as well as for myself as a personal friend of the Korean people, I extend to each of you and to all of you, best wishes and expression of confidence that you will not fail. The United States Command in Korea does not intend to dictate in your deliberations in the establishment of your government, but does stand ready and willing to do everything within its power to assist you in any way it can. May God speed you and God bless you in your all-important duties. 8. OTHER Constabulary Recruits Enlistments in ONGJIN Area A South Korean Constabulary recruiting team, composed of two men, were recently sent to the ONGJIN area and have secured 101 new enlistees. 40 of those enlisting were former employees of the ONGJIN mine which has been closed due to lack of power. 50 members of the UNITED YOUNG MEN'S PARTY have also enlisted.
